ADD NDA ' ANY ADDENDA ISSUED DURING THE TIME OF BIDDING SHALL BE COVERED IN THE BID PROPOSAL AND, IN CLOSING A CONTRACT, THEY WILL BEC�1E A PART THEREOF. SUCH RECORDS SHALL CONTAIN THE NAME AND ADDRESS OF EACH SUCH EMPLOYEE, HIS CORRECT CLASSIFICATION, RATE OF PAY (INCLUDING RATES OF ' CONTRIBUT�ONS FOR, OR COSTS ASSUMED TO PROVIDE, FRINGE BENEFITS) , DAILY AND WEEKLY NUMBER OF HOURS WORKED, DEDUCTIONS MADE AND ACTUAL WAGES PAID. ' The soils encountered in the borings generally consisted of 1 1/2 to 3 feet of topsoil overlying giacially deposited sand and clay to the termination depth of the borings. Groundwater was , encountered in the borings ranging in depth from 2 1/2 to 10 feet below the surface corresponding to elevations from 932 to 940. , The majority of soil encountered in the borings will provide adequate support for the proposed visitors center. Prior to construction or placing fill, we recommend all topsoil and the upper softer clay layers be removed from the building area. Once this area is cut to grade ' or the fill area is properly compacted, we recommend the building be supported by a typical spread footing foundation system. We recommend footings be sized to exert a maximum soil bearing pressure of 2,000 pounds per square foot (ps�. ' In the parking areas, we recommend the surficial vegetation and topsoil be removed prior to ' placing fill or the pavement section. Introduction , A.1 Purpose , This preliminary geotechnical evaluation was undertaken to make an evaluation of the site subsurface soils and appazent groundwater conditions relative to construction of a visitors center and paved parking areas at Noerenberg Memorial County Park in Orono, Minnesota. ' The evaluation will then be used by the Hennepin Parks Department of Planning and Engineering to design foundations and prepare grading plans and specifications for the ' project. ' A.2 Scope Three standard penetration test borings were performed in the area of the proposed visitors center. In addition, four power auger test borings were performed in the proposed parking ' areas. As part of our evaluation, several grain size analyses (number 200 wash) were performed on select soil samples for classification purposes. With the results of these borings ' and laboratory tests, this engineering report was prepared addressing our preliminary analysis and recommendations. 1 It should be noted this work was done according to our proposal dated November 11, 1991. A.3 Available Information , Prior to performing our evaluation, a meeting was held at the Hennepin Parks office in Plymouth to discuss the scope of the project. At that time, we obtained a site plan showing , the proposed visitors center and parking areas. The plan was prepared by Hennepin Parks and dated October 31, 1991. � A.4 Locations and Elevations The borings were performed at the locations staked in the field by Hennepin Parks. These aze ' shown on the attached sketch. ' Ground surface elevations at the borings were estimated from the surface topography shown on the available site plan. Results B.1 Logs , Log of Boring sheets indicating the depths and identifications of the various soil strata, penetration resistances, laboratory test data and groundwater observations aze attached. The � suata changes were inferred from the changes in the penetration test samples and auger cuttings. Depths shown as changes between the strata are only approximate. The changes are � likely transitions and the depths of the changes vary between the borings. Geologic origins presented for each stratum on the Log of Boring sheets are based on the soil , types, blows per foot, and available common knowledge of the depositional history of the site. Because of the complex glacial and post-glacial depositional environments, geologic origins aze frequently difficult to ascertain. A detailed evaluation of the geologic history of the site , was not performed. „ „ , For this project, the standard penetration test borings are designated by the prefix ST and the power auger borings are designated by the prefix "B". The standard penetration borings ' were taken in the building area and the power auger borings were taken in the parking areas. B.2 Soils ' The soils encountered in borings B-1 through B-4 consisted of 1 1/2 to 3 feet of topsoil overlying silty sand or silty clayey sand. In borings B-1 and B-3, clays were encountered � below the silty sand. In borings ST-5 through ST-7, the soils encountered consisted of 1 1/2 to 2 feet of clay or ! clayey sand topsoil overlying granular soils to the termination depth of the borings. The granular soils consisted of poorly graded sand with silt to silty sand. In Boring ST-6, an , estimated 2-foot thick layer of lean clay was encountered at a depth of 7 feet. Layers of sandy silt were also encountered embedded in the granular stratum. ' The penetration resistances in the ;ranular strata ranged from 5 to 24 blows per foot (BPF). These values indicate these soils were in a loose to medium dense condition. The penetration ' resistance in the clay layer in Boring ST-6 was 9 BPF, indicating the clay had a rather stiff consistency. . ' � , Hennepin Parks Project BABX-91-589 December 19, 1991 ' Page 3 , , B.3 Groundwater . ' In borings B-1 through B-4, groundwater was not encountered during the drilling operation. After the auger had been withdrawn from Ehe bore holes, groundwater was not observed to cave-in depths ranging from 3 1/2 to 7 1/2 feet. i _ _, In bormgs ST 5 through ST , groundwater was not encountered m any of the borings durmg ' the drilling operation or after the hollow-stem auger had reached the termination depth of the borings. After the auger had been withdrawn from each of the bore holes, groundwater was observed at depths ranging from 8 1/2 to 10 feet. ' The bore holes were left open for a short period of time, ranging from 30 minutes to ' 3 1/2 hours, before rechecking ;roundwater levels. In borings ST-5 through ST-7, groundwater levels were then measured at depths ranging from 7 to 10 feet below the surface. In borings B-1 through B-4, groundwater levels were measured at depths ranging from 2 ll2 ' to 4 feet. It is our opinion the water levels measured in borings B-1 through B-4 are perched and do not represent groundwater. � Seasonal and annual fluctuations of the groundwater level should be anticipated. At this site, we anticipate fluctuations to coincide with the levels of Lake Minnetonka. ' . B.4 Laboratory Tests ' Five classification tests were performed to assist in the identification of the soils. These tests consisted of determining the percent material passing the number 200 sieve. The results of these tests can be found in the right-hand margin of the Log of Boring sheets at the elevations ' the tests were taken. Preliminary Analysis and Recommendations C.1 Proposed Construction , We understand the proposed construction w�ill�consist of a one-story visitors center as well as paved parking and drive areas. At this time, the type of construction, floor grade and building i loads are unknown. For this report, we have assumed column loads to be less than 50 kips and wall loads to be less than 3 kips per lineal foot. We have also assumed a floor grade of , 942.0 feet. Once actual loads and floor gr.ades have been finalued, a review of this report should be made by us to determine if the recommendations contained herein need to be revised. , C.2 Building Pad Preparation � We recommend the topsoil and the upper clay layer be removed from within the building area. The estimated excavation depth at each boring location is about 2 feet. Variations will likely occur between the borings which will not be evident until the excavation is underway. ' If areas of the building require fill below proposed footing grades, we recommend the excavation of topsoil be oversized to provide lateral stability to the fill. The bottom of the , excavation should be oversized 1 foot beyond the outside edge of the footings for each foot of depth below the bottom of the footing (a 1:1 slope). . . ' We recommend the bottom of the excavation be observed by our soils engineer or an assistant to evaluate the completeness of the topsoil removal and the suitability of the soils left inplace. ' This must be done prior to the placement of filt. In the area of Boring ST-7, we recommend the loose silty sand be surface compacted to , increase its inplace relative density. Given the soil's classification and moisture content, there is, however, a small risk the surface compaction will result in the sands becoming unstable. If , this occurs, a limited subcut of the silty sand may be needed. With suitable soils exposed, we recommend the bottom of the excavation be surface , compacted by several passes of a lazge drum, self-propelled compactor. This will further densify the upper natural sands. The excavation can then be backfille� with controlle� fill ' using loose lifts not exceeding 12 inches and compacted by a large drum, self-propelled compactor. We recommend all fill be com acted to a minimum P P tY P relative density of 92 percent of modified Proctor density (ASTM D 1557). ' . We understand you propose to obtain fill soils from other portions of this site. These soils ' will likely be similar to those encountered in the borings. The soils encountered in the borings are generally over the optimum moisture content and will not make good fill material unless dried to lower the moisture content. If the on-site soils cannot be sufficiently dried, drier fill ' will likely have to be imported to reestablish grades. ' C.3 Foundations After completing the recommended excavation and backfill, the soils will be suitable for support of the building using typical spread footings designed for an allowable bearing , pressure of 2,000 pounds per square foot (psfl. ' We recommend the perimeter footings be founded a minimum of 42 inches below exterior grade for frost protection. Interior footings may be placed immediately beneath the floor stab, provided the building will be heated during the winter months. ' C.4 Floor , After the building pad preparation has been completed, we anticipate the floor subgrade will be compacted fill. Backfill of footing excavations and below-slab mechanical trenches should be compacted to a minimum of 90 percent of the modified Proctor density. The compacte� fill ' should then be suitable for floor slab support. We suggest the upper 6 inches of soil below the floor slab consist of a clean sand (less than 10 percent fines passing the number 200 sieve) to ' reduce capillary rise of ground moisture, and thus reduce the potential for dampness of the floor. ' If floor coverings less permeable than the concrete slab will be used, we recommend a vapor barrier be placed beneath the slab. Consideration should be given to burying the vapor barrier ' beneath a layer of sand to reduce curling of the floor slabs. , ' , Hennepin Parks ' Project BABX-91-589 December 19, 1991 Page 6 , ' . P v m n , C 5 a e e ts C.S.a Subgrade Preparation: Because of the potential for high groundwater to be , � encountered during the parking lot construetion, we recommend one of two altematives be used. ' • Alternative 1 - If groundwater is not encountered, we recommend the topsoil be removed from the parking and drive areas. The depth of topsoil ranges from 1 1/2 to ' 3 feet. After removing the topsoil, the underlying soil should generally be silty sand or silty clayey sand. These subgrade soils should be scarified if the areas are cut to ' grade and then compacted to a minimum of 95 percent of the modified Proctor density. Where fill is required, we recommend it consist of a debris-free mineral soil. ' The moisture content of the fill should be within three percentage points of optimum moisture. If placed within 3 feet of final grade, we recommend it be compacted to a minimum of 95 peccent of the modified Proctor density. We recommend fill placed , more than 3 feet below tinished grade be compacted to a minimum of 90 percent of the Proctor density. ' • Alternative 2 - If groundwater is high, we recommend removing only the su�cial vegetation and leaving the remaining topsoil layer. We recommend the upper 6 inches ' of the resulting subgrade be scarified and surface compacted. Where fill is required, we recommend it be placed and compacted as discussed above. If there are areas , which cannot be compacted, we recommend the unstable materials be subexcavated down to stable soil and be replaced by materials which can be compacted. , You indicated to us that the current plans call for the use of on-site soils where fill is required. Therefore, the fill materials used in the parking lot will likely be similar to those ' encountered in the borings. These soils will be a mixture of silty sand, silty clayey sand and sandy lean clay. Laboratory tests to determine a representative R-value of these soils were not . included in our scope of services. Because of the variability of these soils, we have assumed , an R-value in the range of 10 to 20 for our design. , , ' , Hennepin Parks Project BABX-91-589 December 19, 1991 ' Page 7 , ' C.S.b Desi n Sections: We have assumed onl li h g y g t car tra�c with no heavy trucks to be ' using these pazking and drive areas. For the above subgrade and the assumed traffic, we recommend a minimum of 2 inches of Mn/DOT 2341 weaz over 8 inches of crushed aggregate base. 1 � D. Construction D.1 Excavation ' Because of the potential for high groundwater, it is our opinion the soils neaz the bottom of any excavation may not be able to support rubber-tired equipment. We therefore recommend , that low ground pressure tracked equipment or a backhoe be used to perform the needed excavations. ' D.2 Observations _ We recommend that all excavation, footing, slab and pavement subgrades be observed by a ' geotechnical engineer to evaluate if the subgrade soils are similar to those encountered by the borings, adequate to support the proposed construction and adequately oversized. These observations should be conducted prior to placing backfills, fills or forms for footings. . 1 After excavating for footings, we recommend that tests be conducted on the subgrades to ' evaluate if the bearing capacity is at least 2,000 psf. Typical instruments used for these tests include hand augers, penetrometers and sample tubes. , D.3 Backfills and Fills � Site soils which will be excavated and potentially reused as backfill and general site fill appeaz ' to be wet of the optimum moisture content. We anticipate it will be necessary to dry these soils to achieve the recommended compaction. We recommend the fill and backfill be placed in lifts not exceeding 8 to 12 inches, depending upon the size of the compactor and material ' used. ' � 1 ' Hennepin Pazks , Project BABX-91-589 December 19, 1991 � Page 8 ' � D.4 Testin , g We recommend density tests be taken in the backfills and fills placed beneath footings, slabs and pavements. We also recommend� density testing of the compacted pavement subgrade and , gravel base course. Samples of proposed backfill and fill materials should be submitte� to our testing laboratory at least three days prior to placement for evaluation of their suitability and ' determination of the optimum moisture content and maximum dry density. D.5 Cold Weather � If site grading and construction is anticipated during cold weather, we recommend that good winter construction practices be observed. All snow and ice should be removed from cut and , fill areas prior to additional grading. No fill should be placed on soils which have frozen or contain frozen material. No frozen soils should be used as fill. ' Concrete delivered to the site should meet the temperature requirements of ASTM C 94. Concrete should not be placed upon frozen soils or soils which contain frozen material. , Concrete should be protected from freezing until the necessary strength is attained. Frost should not be permitted to penetrate betow footings bearing on frost-susceptible soil since , such freezing could heave and crack the footings and/or foundation walls. E. Procedures ' E.1 Drilling and Sampling 1 The penetration test borings were performed on November 25, 1991, with an off-road, rubber tired mounted core and auger drill equipped with 3 1/4-inch inside diameter hollow-stem ' auger. Sampling for the borings was conducted it� general accordance with ASTM D 1586, "Penetration Test and Split-Barrel Sampling of Soils." Using this method, we advanced the ' bore hole with the hollow-stem auger to the desired test depth. A 140-pound hammer falling 30 inches was then used to drive.the standard 2-inch split-barrel sampler a total penetration of 1 1/2 feet below the tip of the hollow-stem auger. The blows for the last foot of penetration , were recorded and are an index of soil strength characteristics. Samples were taken at 2 1/2-foot vertical intervals to the 10-foot depth and then at 5-foot intervals to the termination , depths of the borings. A representative portion of each sample was then sealed in a glass jar. The soil classifications ' and strata depths were infened from the cuttings brought to the surface by rotation of the auger. Samples of the auger cuttings were then seale� in a glass jaz. ' E.2 Soil Classification , Soils encountered in the borings were visually and manually classified in the field by the crew chief in accordance with ASTM D 2487, "Classification of Soils for Engineering Purposes," and ASTM D 2488, "Description and Identification of Soils (Visual-Manual Procedures)." A ' summary of ASTM D 2487 is attached. All samples were then retumed to our laboratory for review of the field classifications by a soils engineer. Representative samples will remain in ' our Minneapolis o�ce for a period of 60 days to be available for your examination. E.3 Groundwater Observations ' Immediately after taking the final samples in the bottoms of the standard penetration test borings, the holes were probed through the hollow-stem auger to check for the presence of ' groundwater. Immediately after withdrawal of the auger, the holes were again probed and the depths to water or cave-ins were noted. The borings were rechecked and backfilled just prior to leaving the site. 1 In the power auger borings, the bore holes were probed after withdrawal of the auger and the ' depths to water or cave-in were noted. The borings were rechecked and bacicfilled just prior to leaving the site. ' F. General Recommendations ' F.1 Basis of Recommendations The analyses and recommendations submitted in this report are based upon the data obtained , , from the soil borings performed at the locations indicated on the attached sketch. Vaziations occur between these borings, the nature and extent of which will not become evident until ' additionai exploration or construction is conducted. A reevaluation of the recommendations of this report should be made after performing on-site observations during construction and ' � � Hennepin Pazks ' Project BABX-91-589 � December 19, 1991 Page 10 ' , . . . , noting the characteristics of the variations. The variations may result in addrtional construction costs, and it is suggested that a contingency be provided for this purpose. ' To permit�correlation of the soil data obtained to date with the actual soil conditions encountered during construction and to provide continuing professional responsibility for the ' conformance of the construction to the concepts originally contemplated in this report and to the plans and specifications, it is recommended that we be retaine� to develop and perform ' the recommended observation and testing program for the excavation and foundation phases of the project. , If others perform the recommended observations and/or testing of construction, professional responsibility becomes divided since, in doing so, they assume responsibility for evaluating ' that the soil conditions throughout the construction areas are similar to those encountered in the borings or recognizing variations which require a change in recommendations. ' F.2 Review of Design This report is based on the preliminary design of the proposed structure as submitted to us for ' the greparation of this report. Because of the limited amount of information available, a number of assumptions were necessary to permit us to make recommendations. It is recommended that we be retained to review the final design and specifications to determine t whether those assumptions were correct and whether any change in concept may have had an effect on the validity of our recommendations, and whether our recommendations have been ' implemented in the design and specifications. If we are not permitted an opportunity to make this recommended review, we will not be liable for losses azising out of inconect assumptions, design changes, or misinterpretation or misapplication of our recommendations. ' F.3 Groundwater Fluctuations , Water level readings have been made in the borings at the times and under the conditions staterl on the boring logs. These data have been reviewed and interpretations made in the text ' of this report. However, it must be noted that the period of observation was relatively shoR and that fluctuations in the groundwater level may occur due to rainfall, flooding, inigation, spring thaw, drainage, seasonal and annual variations and other factors not evident at the time ' measurements were made and reporte� herein. Design drawings and specifications and construction planning should recognize the possibilities of variations. ' � ' Hennepin Parks .
