Review and Recommendations
Dear Mr. Gaffron:
Minnesota Statutes 505.02 and 505.03, Plats and Surveys, require County
review of proposed plats abutting County roads. We reviewed the above plat
and make the following comments: � .
• The existing 50 feet of right of way is adequate. Hennepin County does
not need additional right of way at this time.
• The proposed access revision as shown on the Site/Grading Plan for the
proposed plat, dated September 21, 1995 and revised October 11, 1995, is
acceptable to Hennepin County. As proposed, Lots 1 & 2 will have a joint
drive located approximately 20 feet east of the plats west line. This
joint access will replace the existing Scotch Pine Lane access. Lot 3
will have a new access located approximately 25 feet west of the plats
east line. Hennepin County will not permit any other driveway access to
CSAH 51.
• All proposed construction within County right of way requires an approved
Hennepin County permit prior to beginning construction. This includes,
but is not limited to access, drainage, utility construction, trail
development, and landscaping. Contact our Permits Section at 930-2550
for the appropriate permit forms.
• The developer must restore all areas, within County right of way,
disturbed during construction.

Minneapolis Works,has informed me that he has a completed driveway permit signed by the three

San Diego the required documentation he needs, and grant the applicants the permit for the
Seattle Final Plat Hearing to go before the Council on December 11.
Keith Dahl from my office is incorporating any easement and platting comments
from you and the City Engineer in his documents,and will submit to you before the
Final Plat Hearing.

Dear Mike,
We have reviewed the preliminary plat and grading plan for Scotch Pine Addition. The plat
and plan are generally accepta.ble however, we have the following comments in regards to
engineering matters:
- The City should discourage an increase in the number of accesses to an arterial
roadway such as County Road No. 51, unless there is no other feasible alternative
to provide access to a property.
- There are gaps in the"standard" 5-foot drainage and utility easements along portions
of the east, northeast and northwest lin.es of I;ot 1; and the west, northwest and
southwest lines of Lot 2.
- The overhead power line along the east line of Lot 3 lies outside of the proposed 10-
foot drainage and utility easement. T his easemen t s hou l d be enlar ged to include the
power line unless it will be relocated.
- The proposed 12-foot bituminous driveway section lying between County Road No.
51 and the Hill residence driveway is at the minimum acceptable width. This width
is not desirable for a shared driveway and will function as a bottleneck.
