EXCEPTION. Regardless of lot area, every developed lot shall be
allowed at least 1,500 square feet of lot coverage by principal
residence and garage structures.
D. Tennis courts, pools and paddocks or arenas,
when such accessory structures exceed 1,000 s.f. footprint area,
shall be subject to the following special setback restrictions:
Front - 30' minimum and not within the required front yard nor
between the front lot line and the principal structure on

Subd. 15. Non-Encroachments. The following shall not be
considered to be encroachments on yard requirements:

Subd. 7. Vibration. Any use creating periodic earth-
shaking vibrations, such as may be created from a drop forge shall
be prohibited if such vibrations are perceptible beyond the lot
line of the site on which the use is located. The standard shall
not apply o vibrations created during the process of construction.
Subd. 8. Glare or Heat. Any use requiring an operation
producing an intense heat or light transmission shall be performed
with the necessary shielding to prevent such heat or light from
being detectable at the lot line of the site on wnich the use is
located. Lighting in all instances shall be diffused or directed
away from "R" Districts and public streets.
Subd. 9. Explosives. Any use requiring the storage,
utilization or manufacturing of products which could decompose by
detonation shall be located not less than 400 feet from any "R"
District line.
Subd. 10. Screening Required. Screening shall be
required in residential zones where:
A. Any off-street parking area which contains more
than four parking spaces and is within 30 feet of an adjoining
residential lot line , and , -
B. Where the drivew ay to a parking area of more
than six parking spaces is within 15 feet of an adjoining
residential lot line.
Subd. 11. Screening, Type of. The screening required
herein shall consist of a solid fence or wall at least 50� open,
not less than four feet nor more than five feet in height but shall
not extend within 15 feet of any street or driveway opening onto a
street. The screening shall be placed along the property lines or
in case of screening along a street, 15 feet from the street right-
of-way with landscaping (trees, shrubs, grass and other planting)
between the screening and the pavement. A louvered fence shall be
considered solid if it blocks direct vision. Planting of a type
approved by the Planning Commission may also be required in
addition to, or in lieu of , fencing.
Subd. 12. Maintenance. In all districts , all
structures, reguired landscaping and fences shall be maintained so
as not to be unsightly or present harmful health or safety
conditions.

Dear Jeanne:
At your suggestion, I am writing to request approval to re-install security lighting in the east parking lot on
our property. At your earlier request,the fixture which the Art Center had previously maintained to
illuminate this parking lot was dismantled because it was located on Marty Schneider's property after the
property division; however, in the absence of this fixture, we find that students and visitors to the Art
Center do not have adequate security lighting during the evening hours when classes and events are
being held. So that student and public safety can be improved, we have sought a proposal from NSP to
install new security lighting.
NSP has recommended adding lighting at two locations, in order to give adequate illumination to the
parking area;the locations are noted on the attached site plan. One set of lights would be added to an
existing utility pole maintained by NSP on Briar Street;these would be aimed down into the parking lot. A
second light pole would be added by NSP near the parking median,with the lights aimed down and
towards the Art Center.
NSP would provide and maintain directional nightwatch lamps, which are 250 watt, high-pressure sodium.
They are aware of the need to aim the lighting downward and into the parking lot, and not at nearby
residential properties.
The Art Center has been concentrating on clean-up and safety enhancement of the parking lots on this
property,for the benefit of our students and the quiet enjoyment of our residential neighbors. We will be
exceeding 3000 enrollments this year, and the increased number of students underscores the need for
improved safery (the building is open until 10:00 p.m.,four nights each week). We would appreciate your
approval of this lighting plan so that we may complete the project at the earliest possible date.
