Since you currently have an enrollment that is lower than anticipated you
might be able to modify your use of the building. A temporary option might be
to limit use in specific areas (e.g., basement or second floor) and make
corrections sooner in areas that you intend to use fully (first floor).

discuss these issues and options that might be available to resolve them.
