Good news! We can document past SAC charges paid for the following North Farm Road properties: 1669 - Built 1979—Paid SAC $425 w/permit#4140 on 11/14/79 1680- Built 1985—Paid SAC $425 w/permit#5599 on 4/24/85 1699 - Built 1979—Paid SAC $425 w/permit#3989 on 4/26/79 1709 - Built 1981—Paid SAC$425 w/permit#4460 on 4/9/81 1720- Built 1985—Paid SAC$425 w/permit#5655 on 6/17/85 1729 - Built 1983—Paid SAC$425 w/permit#4991 on 5/4/$3 These six properties will not be charged a SAC charge when they connect. The homes at 1650 and 1749 were built after 1986 and did not pay a SAC charge with the original building permit. The current SAC charge will be due at the time these two homes connect. No SAC charge was paid for the vacant lot at 1739. Please contact me if you have any questions. From: Mike Gaffron [mailto:MGaffron@ci.orono.mn.us] Sent: Monday, October 18, 2010 5:20 PM To: Cappaert, Karon Subject: SAC Credits for Existing Homes Karon— We have a number of existing homes for which SAC charges were paid at the time they were built(1973 thru 1986) but which did not have municipal sewer available at the time,and in many cases still do not have it available. In 1986 Met Council discontinued requiring SAC charge collection for new home construction when those homes were not being connected to the sewer. In 1989 Met Council offered metro area cities the option of a SAC refund program, in which properties not connected to sewer but which had paid the SAC charge would get a refund. Orono, like many other cities, opted out of this refund program, preferring to keep those SAC credits on file as'paid in full'for those homes, many of which would eventually have sewer become available. In the past 24 years we have connected many existing homes to the sewer system and those for which a SAC charge was paid between 1973 and 1986 were not required to pay an additional SAC charge. We have continued down this path without any problems. However,today I received information that I hope is incorrect. I was told that a property that paid the SAC charge in 1980 but never connected to the sewer because it wasn't available, and never got a SAC refund, would be subject to the current SAC charge. Apparently there is some sort of"look-back" period of seven years,and this is where my confusion begins. Please confirm for me that existing homes for which we can document a SAC was paid and forwarded to Met Council in the period 1973-1986, and which are just now being provided with sewer,will not be subject to an additional SAC charge.
