I did that, hiring Mark Hayes to survey the property. At that time he submitted a letter to me, which is attached, and which I believe was sent to you at that time. With summer just around the corner this would be an appropriate time to consider this project, especially in light of the fact that my neighbor to the east, the Offerman property, is also desirous of hooking up to the sewer line on Long Lake Blvd. I look forward to hearing from you in regards to this proposal. Perkins 1699 North Farm Road Long Lake MN 55356 Dear Mr. Perkins: I am writing in response to your letter requesting the property, located at 1699 North Farm Road, be hooked up to municipal sewer. I am in receipt of the septic evaluation report indicating there are no standard septic sites available without cutting a substantial amount of mature trees. Due to ever changing requirements from the Met Council, it is not as simple a situation as one would hope to hook one or two septic systems up to municipal sewer. Individual properties will not be provided service and will need to be a neighborhood project. I have received a preliminary estimate from the city engineer as to the expense of providing the entire neighborhood with a pressure sewer line. Please find enclosed a copy of that report. It works out to approximately $6850 per lot plus individual costs such as S.A.C. charge, permit fee and E-One (the ejector basket) costs. This could run between $8-12,000 additional. Patricia Bartholomew and Carin Offerman have atso received a version of this letter. The estate they represent needs a municipal hook-up asap since the property is for sale. I have identified three other properties that could greatly benefit from a neighborhood project. Those addresses are 1680, 1709 and 1729. The next step that needs to be done is to schedule this request with the City Council at a work session to discuss options. It would be very valuable information to know how many of the North Farm residents would be willing to be assessed or hook up to the system immediately. If you or the Bartholomew/Offerman's would be willing to take a petition around the neighborhood I would present that at the work session. If you or any of the other neighbors would like to attend the work session, that could be arranged. I will notify you as to the date of the meeting. Please let me know if you have any other concerns. By the rules set forth in MPCA Chapter 7080,the septic system is failing to protect to ground water, since an inspection revealed that rnottling of the soil was at 20 inches. Deforestation would be needed not only for the septic system site but alsa the surrounding area to insure proper evaporation. Deforestatian would result in drastically changing the characteristics of the lot and would most likely degrade the property value. The third site is the cunent system site. It is the inspector's opinion this would be a bad choice at best for a new system. It is my profcssional opinion that connecting the housc to thc municipal systcm that runs through or near the lot is the only viable choice for long term protection of the environment and human health. The septic system at 1699 North Farm Rd. was installed in 1979 and routine inspections were performed five times since then. The purpose of these inspections was to identify whether the system was accepting the entire sewage output from the residence and to assure that the system was being maintained properly. The Minnesota Department of Natural Resources (DNR) mandated and the City adopted new regulations for properties within 1000 feet of protected lakes in 1992 requiring that septic systems meet a three foot separation between the drainfield and the seasonal water table. Your residence is within 1000 feet of Long Lake but because soil testing performed prior to the installation of your septic system indicated that the drainfield met a three foot separation from the seasonally high water table, you were issued a permit to add on to your residence without being required to upgrade the septic system. However, due to a portion of your future drainfield site being driven over with construction equipment, the Building Inspector asked me to determine whether the site was damaged. During the inspection I discovered that the existing drainfield site has no separation from the water table and is non-compliant. The future site was slightly excavated, but due to dry conditions this year, no significant damage was done to the alternate site. The City municipal code requires that the non-compliant septic system be upgraded within two years of being identified or in conjunction with any permit issued for the property. As we allowed construction to begin without an agreement that the septic system be replaced, you will not be required to upgrade the system at this time. However, repair of the drainfield will now be required by 12/31/98 or when a permit is required for the property,whichever comes first.
