Originally hooked up on permit #2319, dated 10/31/1969.
SAC paid on permit #3234, dated 04/27/1976 &
SAC paid on permit #3182, dated 11/26/1975
The Sewer Connection permit issued, should have been coded a Repair Permit.
I guess the interior of the building was being fixed up to rent out. They had to repair from the manhole into
the building.
If you have questions, Lyle our Building Official said you could contact the contractor directly.

RE: 1669 North Farm Road
SAC was paid on Permit #4140, dated 11/14/1979.
There was never a connection with this permit, but as per the e-mail correspondence between Micheal GafFron
at Orono City Hall and Karon Cappaert at the Met Council dated October 19, 2010. No SAC is due for 1669
North Farm Road.
This e-mail also lists 5 additional properties on North Farm Road that will not need to pay SAC.
Please clarify the definition Karon gives, if reading her response, it states, if they we can prove they paid SAC
without being connected they will not have to pay when they connect.

F`!{...see response below from Met Cauncil.Good news! We can document past SAC charges paid for the following
North Farm Road properties:
1669-Built 1979—Paid SAC$425 wjpermit#4140 on 11/14/79
1680-Built 1985—Paid SAC$425 w/permit#5599 on 4/24/85
1699-Built 1979—Paid SAC$425 w/permit#�3989 on 4/26/79
1709-Built 19$1—Paid SAC$425 w/permit#4460 on 4/9/81
1720-Built 1985—Paid SAC$42S w/permit#5655 on 6/17/85
1729- Built 1983--Paid SAC$425 w/permit#4991 on 5/4/83
These six properties will not be charged a SAC charge when they connect.
The homes at 1650 and 1749 were buiit after 1986 and did not pay a SAC charge with the original bui(ding permit. The
current SAC charge will be due at the time these two homes connect. No SAC charge was paid for the vacant lot at 1739.

Karon—
We have a number of existing homes for which SAC charges were paid at the time they were built(1973 thru 1986) but
which did not have municfpal sewer avaiiable at the time,and in many cases still do not have it available. In 1986 Met
Council discontinued requiring SAC charge collection for new home construction when those homes were not being
connected fio the sewer. In 1989 Met Council offered metro area cities the option of a SAC refund program, in which
properties not connected to sewer but which had paid the SAC charge would get a refund, Orono, like many other
cities,apted out of this refund program, preferring to keep those SAC credits on file as 'paid in full'forthose homes,
many of which would eventually have sewer become available. In the past 24 years we have connected many existing
homes to the sewer system and those for which a SAC charge was paid between 1973 and 1986 were not required to
pay an additional SAC charge. .
We have continued down this path without any problems. However,today I received information that I hope is �
incorrect, I was told that a property that paid the SAC charge in 1980 but never connected to the sewer because it
wasn't available,and never got a SAC refund,would be subject to the current SAC charge. Apparently there is some sort
of"look-back" period of seven years,and this is where my confusion begins.
Please confirm for me that existing homes for which we can document a SAC was paid and forwarded to Met Council in
the period 1973-1986,and which are just now being provided with sewer,will not be subject to an additional SAC
charge.

FYI... see response below from Met Council. Good news! We can document past SAC charges paid for the following
North Farm Road properties:
1669- Built 1979—Paid SAC $425 w/permit#4140 on 11/14/79
1680- Built 1985—Paid SAC $425 w/permit#5599 on 4/24/85
1699 - Built 1979—Paid SAC $425 w/permit#3989 on 4/26/79
1709 - Built 1981—Paid SAC$425 w/permit#4460 on 4/9/$1
1720- Built 1985—Paid SAC$425 w/permit#5655 on 6/17/85
1729 - Built 1983—Paid SAC$425 w/permit#4991 on 5/4/83
These six properties will not be charged a SAC charge when they connect.
The homes at 1650 and 1749 were built after 1986 and did not pay a SAC charge with the original building permit. The
current SAC charge will be due at the time these two homes connect. No SAC charge was paid for the vacant lot at 1739.

We have a number of existing homes for which SAC charges were paid at the time they were built(1973 thru 1986) but
which did not have municipal sewer available at the time,and in many cases still do not have it available. In 1986 Met
Council discontinued requiring SAC charge collection for new home construction when those homes were not being
connected to the sewer. In 1989 Met Council offered metro area cities the option of a SAC refund program, in which
properties not connected to sewer but which had paid the SAC charge would get a refund. Orono, like many other
cities, opted out of this refund program, preferring to keep those SAC credits on file as'paid in full'for those homes,
many of which would eventually have sewer become available. In the past 24 years we have connected many existing
homes to the sewer system and those for which a SAC charge was paid between 1973 and 1986 were not required to
pay an additional SAC charge.
We have continued down this path without any problems. However,today I received information that I hope is
incorrect. I was told that a property that paid the SAC charge in 1980 but never connected to the sewer because it
wasn't available, and never got a SAC refund,would be subject to the current SAC charge. Apparently there is some sort
of"look-back" period of seven years, and this is where my confusion begins.
Please confirm for me that existing homes for which we can document a SAC was paid and forwarded to Met Council in
the period 1973-1986,and which are just now being provided with sewer,will not be subject to an additional SAC
charge.
