Dear Mr.Oman:
At Terry Dahlstroni s request I have reviewed Barr Engineering's study, dated July 10, 1995, of the small
pond on this property. Mr. Dahlstrom has asked for alternatives to raising the proposed house to an
elevation 3" above the low point of Long Lake Road or constructing an emergency overflow swale through
the wooded site to the south. Both of these alternative would have negative impacts on the aesthetics of the
home site.
The issue appears to be two fold: what happens if the culvert under Long Lake Road becomes piugged and
secondly, what happens if there is an event in excess of the 100 year event. It is my belief that both
concerns can be addressed by the installation of a second culvert under Long Lake Road. The culvert
should be set 4 incnes higher than the existing culvert. This will help prevent sediment from collecting in
the second pipe, since under typical situations it will remain dry. The culvert should be 18 in diameter to
m;n;rr�e the potential for clogging. The pipe material should be double wall corrugated polyethylene
(MNDOT 324�, which provides a smooth inner wall, again to m;nim;�e clogging. Polyethylene pipe
should be bed in sand to prevent deforming the pipe. A bedding detail is attached.
As an added precaution I recommend that the house be raised six inches. T'his will allow storage for a
second 100 year rainfall event, in the event that both culverts are blocked. As a reference point a visable
permanent marker (i.e. a boulder, fence post, etc.) should be placed near the proposed home by Mr.
Dahistrom s surveyor at the oudet elevation of the pond (986.�. Standing water above the marker could
alert the homeowner to a blocked culvert. Within a day of most rainfall events the water level should
return to the outlet elevation

Dear Lyle,
We have reviewed the proposal to install a second culvert under Long Lake Road and excavate
the ditch along County Road 6 to provide an adequate outlet for the existing wetland on Lot
8, Block 1, The Farm at Long Lake. The initial calculations done by Mr. Nels P. Nelson,
BARR Engineering Company and the recent letter by Stephen M. Johnston, Landform
Engineering Company appear acceptable from an engineering standpoint. The house walkout
elevation should be set no lower than elevation 988.5, as determined by Landform Engineering
Company. This will provide approximately one foot of freeboard above the calculated 100-year
flood elevation. The homeowner should be advised that one foot of freeboard may not be
adequate protection from flooding during a larger frequency storm event.
Silt fence should be installed at the downstream limits of the proposed grading prior to
commencing with the work. Long Lake Boulevard must be repaired to its original cross-section
or to a minimum of six inches of Class 5 aggregate base and 4.5 inches of bituminous mixture
(1�pe 41)whichever is greater. Bituminous mixtures must be placed in lifts not exceeding three
inches in thickness. All backfill below the Class 5 aggregate must be granular borrow material
:neeting MnDOT Specification No. 3149. Access along Long Lake Boulevard must be
maintained at all times, keeping one iane af traffic �pe::. '?'.rr�ffic control must be installed and
maintained in accordance with the MMUTCD. T'he City should be notified for inspection at
least 48 hours prior to removing the surface of Long Lake Boulevard. We would recommend
a $10,000 letter of credit be provided to the City to insure that the work is done satisfactorily.
