Upon further research, I presented your questions to a City Planner who stated that an updated survey would need to be completed including hardcover calculations before any determinations can be made. If hardcover maximums are not exceeded and other requirements (i.e. set-backs) are met for the LR-1 B District only a building permit will be required. If hardcover and/or other requirements are not met, you would need to apply for a variance. For your convenience, I have attached information sheets on survey requirements and hardcover. Also attached is the hardcover calculation worksheets. Once you have a new survey, including hardcover calculations we would be happy to meet with you to discuss your options.
