The man on the phone there said he didn't think we would need a permit based on where we live or even need to submit an erosion control plan but he wanted to see our plans first, which I forwarded to him right after our phone call last Monday. Since we haven't heard back from him, we are wondering if he only contacted you? We are having our topographical survey done on Tuesday of this week and hope to have that in your office by the end of the week. The surveyor has the City of Orono's Survey Requirements information sheet and have promised to follow it throughly, including completing the hard cover calculation forms. We will also deliver our Escrow Agreement when we bring in the survey. Will we also need a Stormwater Pollution Prevention Plan?If so, is that something we can illustrate on the survey as homeowners or does an official of some sort need to do that? We want to be sure that you have all the materials you need this time so we can get this project in action before we have to deal with freezing temperatures! Thanks! The survey should reflect any proposed grading to accomplish this. • The survey should have the erosion control shown on the survey. The application needs to have a survey signed by a registered land surveyor submitted with the application. The survey should meet the requirements outlined in the building permit packet. This will include showing grading impacts associated with the proposed addition and erosion control measures (silt fence). 2. The hardcover calculations should include the portion of driveway from where it combines with the neighboring property. We are planning to put a silt fence around the perimeter and will lay down barley straw to minimize erosion. FYI... After grading, we plan to seed the site with a dog-friendly mix of wildflowers and ground cover plants within a straw mulch to create a stable, natural setting for the landscape. Although it will be too late for any seeds to take hold this fall, they will come to life in the spring. We did that when we built here 20 years ago and still have a wonderful healthy, natural landscape with no mowing required.(We were ahead of the times by creating what is essentially considered a rain garden setting today!) If you have other ground cover suggestions that are native to Minnesota, we would be very happy to consider them. Thanks for your good work! Once the snow has melted, call your surveyor to have them perform an as-built survey. Please note, erosion control measures must be maintained until vegetation has been established. He said we could tell you that our inspection has passed (signed off on 1/10/14) and to ask for the release of our escrow payment due to the fact we have concluded the project. We trust that you have his paperwork by now. As you will see on the notes he made, we are aware that we need to call for an inspection of the air conditioning system when the weather warms up in the spring, which we will do. But we understand that shouldn't hold up the release of our escrow payment and hope that is true. Please let us know if you have any questions or need any other info from us. Thank you! We understand that a final as-built survey is needed. We are first going to have some final grading done since soil has settled after the winter and after that, we are planning to set up our final survey. After the grading is done (sometime after May 1), we plan to seed the area. Do we need to have the seed actually actively growing before we can get the final survey and our escrow back or can we do the final survey immediately after the grading and before the seeds start sprouting? We know we need to keep the silt fence up until the seeds have established themselves but it's not clear to us if the seed establishment is critical to the escrow return. Thanks for your help! He had some objections to the whole process and the customer service he received. He is unhappy that he could only plant lawn grass instead of native grasses.
