A summary of the inspection is below. Septic Tank Condition 1. Pumpout not needed at this time. The septic system is non-compliant due to a lack of a three foot sepazation distance between the bottom of the drainfield to the seasonally high watertable. The three foot requirement is a State Code,not a City Code. A soil boring was conducted to determine the depth of the seasonally watertable. The sephc system must be replaced no later than December 31,2007. Enclosed is a list of state licensed septic contractors who work in Orono on a regular basis. City staff inspects all properties in Orono with a septic system once every two to three years. The inspection entails checking the system for compliance with State and City codes. The inspection also includes examining the septic tanks to determine if a pumpout is needed. Finally,the inspector looks for any site limitations that would inhibit the septic system from functioning properly. A report is then mailed to the homeowner explaining the condition of the system and if the septic tanks needed to be pumped. The report also includes information if the s�-stem needs repairs and the time frame for when the repairs need to be completed. In 1989,Minnesota passed a law that stated all new and existing septic systems must have a three foot vertical separation beriveen the bottom of the drainfield and the seasonal watertable. This then forced City staff to conduct soil borings along with the other aspects of the inspection stated above. City Council then passed a resolution that those properties located with in the shoreland district would need to replace a non-compliant septic system within seven years. Those properties not within the shoreland district must replace a non- compliant septic system within ten years. T'he septic system at the above described property has been deemed non-compliant by the City of Orono because it does not meet the three foot vertical separation requirement in the drainfield. The septic system must be replaced by December 31,2000. If you disa�ee with the inspection results,there is an appeals process. Enclosed is a list of State licensed septic coniractors and inspectors who work regulazly in Orono. You may contact an inspector on this list to independently inspect your septic system for compliance with State and City codes. If the sepric system is found to be compliant and is issued a certificate of compliance,the system will not need to be replaced. If the system is issued a notice of non-compliance,the septic system will need to be replaced by December 31, 2000. If this is the avenue you wish to pursue,please contact an inspector as soon as possible to set up a time for the inspection. Co., MN This site has an existing on-site sewage treatment system which is classified as failed due to not meeting a 3' separation from the bottom of the system and the mottled soil (highest known saturated soil). This on-site sewage treatment system is designed for a Type 1, four bedroom home, in accordance with the Minnesota Pollution Control Agency Chapter 7080 and local ordinances. The soils on this site are SCS soils mapped - KkB - Kilkenny loam. The seasonally saturated soils were located at 22” to 30" (mottled soil). Due to the seasonally saturated soils, a Pressurized Mound System will need to be installed to tneat septic effluent. The bottom of the treatment area must be located at least 3' above the saturated soils. The northeast comer of the system has 6"to 12" of fill soil with the original soil not being compacted. The fill soil will need to be removed with a backhoe prior to pfacing the washed sand for the mound. City approval will be needed to have the system 10' from the property line along North Arm Drive and the existing driveway. The soils at a depth of 12" have a peroolation rate averaging 9.5 mpi. The existing pumping chamber may be used upon approval from the local Inspector, the tank must be water tight. The pump may be used if it meets the required pump curve, gal/min & head pressure. The power supply and switches must be tocated outside the manhole and pumping chamber in a weather proof enclosure. A waming device must be installed with a light and sound device, this is in case of a pump failure. 1 .. _, The manifold and supply line pipe must have back drainage to the pumping chamber. The distribution pipes shall have their ends capped. Be sure the rock and sand fill material are clean. The sod layer below the entire mounded area must be tumed over, just break up the sod, be sure not to over work. All neighboring wells are located greater than 100' away from the proposed treatment area. Keep all heavy equipment off of the proposed treatment area before and after construction. The treatment area should be marked off before construction. This Design is not valid & the system will need to be relocated if faiture to protect the areas proposed for On-Site Sewage Treatment occurs. With proper instaltation and maintenance, this system should have no problem in treating septic effluent efFectively. Nothing other than human waste, toilet tissue, laundry, showers, water softener etc. should be disposed of into the septic tanks. Iron filters must be diverted out of the system. Garbage disposals are not recommended, due to adding more solids &fine solids passing through to the system. Excessive amounts of soaps, cleaning agents & chlorine agents may kill the bacteria needed to treat septic effluent. Additives are not recommended.
