The deadline date for the next application period is October 27, for the November 20 Planning Commission meeting. Included is an excerpt from the Flood Plain Ordinance generally prohibiting grading in wetlands. Also enclosed is Section 10.56, Subdivision 16 (�, the Shoreland Ordinance sections related to topographic alterations/grading and filling,specifically Section(J-5)which discusses considerations and conditions that must be adhered to when permits are issued for work in wetlands. As we discussed, it may be inappropriate to excavate more than a fraction of the wetland area. Similar proposals have been approved where perhaps up to one-fourth of the Type 2 wetland is changed to a Type 3, 4 or 5. . I am also enclosing a brochure published jointly by a number of State and Federal agencies, providing basic wetland information. In order for the City to proceed once you make your application, you must first have made contact with the Minnehaha Creek Watershed District,since they will likely require a separate permit. The contact person at the MCWD is Suzanne Weedman, 476-7970. You should also contact the U.S. Army Corps of Engineers (Joe Yantas, 220-0362), which may also require a separate permit. Further, you should contact the DNR(Ceil Strauss, 772-7910) although 1 believe they will not require a sepazate permit. Telephoae (612) 473-7357 • FAX 473-0510 � .
