Building Permit Application#2011-01400
The City is in receipt of your building permit application which was received by this office on November 4, 2011.
Your application is incomplete.
A Manage 2 wetland exists at the rear of the property which requires a 25' buffer and a 20' structure setback. The
following items must be submitted or revised in order for your application to be considered complete and for the
plan review to continue:
1. Wetland Delineation. Please provide a wetland delineation report. The wetland delineation must be
approved by the Minnehaha Creek Watershed District (MCWD). The delineated edge of the wetland
must be shown on the survey, along with the required buffer and structure setback in order to verify
allowed setbacks.
2. Certificate of Survey. Once the delineation has been approved by the MCWD, please provide an
updated, full size certificate of survey showing the delineated wetland edge and buffer setback. The
survey must meet the City's survey standards (enclosed) indicating the location of the existing house and
proposed accessory structure (and any proposed grading) as well as all existing structures, landscaping,
retaining walls and hardcover on the property.
3. Building Permit Escrow 8� Escrow Agreement. Building permits involving grading and/or review by the
City's engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is
to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans.
Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control
and stormwater. The required escrow amount for this project is $2,500. The escrow agreement is
enclosed. The property owner must sign the escrow agreement and submit a check for$2,500.
4. Wetland Buffer Escrow � Escrow Agreement. Building permits involving grading and/or review by the
City's wetland specialist require submittal of an escrow and an escrow agreement. The purpose of the
escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of
your plans. Additionally this escrow will guarantee conformance with City Code Chapter 78, Article XI.
Wetlands Protection. The wetland escrow amount will be determined based on the wetland
improvements required for this project.
Additionally, it is noted that changes to the driveway were conducted this summer with. Please be advised �
grading or land alteration work requires a permit from the city. The above information is required in order for the

We received the MCWDs wetland delineation approval. According to your building permit, copy attached,
Item #4 states an as-built survey must be submitted and should include the delineated edge, 25' wetland
buffer and 20' structure setback. As soon as weather conditions allow, submit an as-built survey and then we
can process your escrow refund.

Christine,
I have reviewed the plans for 25 Myrtlewood Rd with a plansheet dated 12/8/11 received on March 14, 2012 and have
the following comments:
1. The wetland delineation was performed outside of the normal growing season (May 1-October 15). I will give
preliminary approval of the delineation, but there needs to be review of the delineation during the normal
growing season prior to official approval.
2. Need official approval ofwetland delineation with Minnehaha Creek Watershed District.
The applicant is aware the final delineation is required and may change based on site review in 2012's growing season.
Since the proposed structure is well outside of the required wetland buffer zone (25')and buffer zone structure setback
(20')the applicants would like approval of the permit. I am comfortable in approving the permit on the condition of:
• If there is a large change in the preliminary 2011 wetland delineation based on a site visit in the 2012 growing
season and the structure encroaches into the buffer zone and buffer setback, the applicant will be required to
move the structure to a location outside of the buffer and buffer zone setback per Orono City Code at no
expense to the City.
