We agree it would be inconsistent for the City to issue a Temporary Certificate of Occupancy(TCO) in the middle of May. Please complete all of the necessary elements so that a final inspection may be conducted and a Certificate of Occupancy can be issued. Please be advised,the house cannot be occupied until the following: • Driveway and landscaping are complete; • Permanent ladder for egress is installed; • J-blocking for all penetrations in vinyl siding is provided; • Black iron fitting at gas meter is replaced; • Vegetative cover established over the final grades; • As-built survey with hardcover calculations submitted and approved • Certificate of occupancy issued Attached is a copy of the issued building permit which provides for the option of a TCO to be granted. As stated above staff is unable to justify granting a TCO at this time/for this situation. Submittal of the TCO escrow does not guarantee issuance of a TCO. The home cannot be occupied until a Certificate of Occupancy is issued. As you know, road restrictions just came off last Friday. We poured the garage and the sidewalk yesterday and we have the driveway on the calendar. We would have done this over a month ago if Orono would allow special permits like other cities provide. Landscape work is beginning today, but again,this is a weather related issue. The soils are horrible this year. Everything is soggy. Putting a yard in during these conditions is nearly impossible. 1 We hav� buyers closing on this home tomorrow that are expecting to move in this weekend. If road restrictions were still on,this wouldn't even be a discussion. Please issue the temp CO so that these buyer can move into their new home and we can complete the work over the course of the next few days.
