Schirmers . November 13, 1990 . • Marc & Tracy whitehead Whitehead Add. , Lot 3 Orono, Henn. Co. , MN This system 3s Designed for a Type 1, four. bedroom home and in accordance with the Minnesota Pollution Control Agency Chapter 7080 and local . ordinances . _ The soils on this site are typical of SC6 soils mapped - EnC - Erin . . loam. A seasonally high water table was located at 12" , 14" & 16" , (mottled soil) . Due to the seasonally high water table, a Pressurized Mound System will need to be installed. The bottom of the rock bed must be located at least 3 ' above the seasonally high water table. The soils at a depth of 12" have a percolation rate averaging 19.1 min/inch and are adequate for treating septic effluent. A pumping chamber will need to be installed to lift the effluent to the treatment area. , • The manifold and supply line pipe must have back drainage to the pumping chamber. The distribution pipes shall have their ends eapped. Be sure the rock and sand fill material are clean. The sod layer below the entire mounded area must be turned over, just break up the sod, be sure not to over work. _ The power supply -and switches must be located outside the manhole and pumping chamber in a weather proof enclosure. A warning device must be installed with a light and sound device, this is in case of a pump failure. (Mercury floats are a good method) . This site has an existing failing system due to strong clay soils & a high water table. The existtng tanks may be used upon approval by the local Inspector. ' CONT'd ' . Keep all heavy equipment off of the proposed treatment area before and • after construction as much as possible. A summary of the inspection is below. Septic Tank Condition 1. Pumpout needed when septic tanks become full The septic system is non-compliant because it is failing by visibly discharging untreated sewage to the surface. This is considered to be an imminent public health threat. This dischazge could have adverse effects to the environment including contamination of your well or neighboring wells. City Code requires that the system be repaired or replaced within 90 days upon the date of this letter. The septic tanks must be used as holding tanks and pumped when full so as not to dischazge untreated sewage to the surface. The septic system must be repaired or replaced by October 3,2000. Enclosed is a list of state licensed septic contractors who regulazly work in Orono. Also enclosed is a fact sheet explaining how a septic system functions. Finally, an as-built drawing is enclosed showing the approximate location of the septic system. Whitehead 1220 Lyman Avenue Wayzata, MN 55391 Dear Mr. Whitehead: The purpose of this letter is to provide a written confirmation of the City's re-inspection of your failing septic system. The re-inspection was completed on June 21, 1994 at which time additional topsoil was evidenced on the east side of the drainf'ield where significant discharge had occurred. The mound system d"d ea Weas xtr mely aturat d orldi charging t ethe surfacee downslope toe, although none of this Durin the site inspection, significant soil compaction was noted on the west toe of the mound site. Two workers from Otten's Nursery were present and admitted they had driven the bobcat without tracks across the drainfield site several times in order to perform site alterations in the backyard. The drainf'ield had two compacted wheel tracks approximately 8-12" deep for the entire 80' len;th of the drainfield. The compaction appears to be quite significant and could cause the drainfield to discharge again in the future. The compacted area should be filled to provide positive drainage, but only time will tell whether the corrections will work. Due to the compacted mound, the system was re-inspected on July 15, 1994 to see if the compacted areas were repaired and verify the function of the septic system. The compacted areas had been filled and the grass seeding completed. The base of the mound still appeared to be moist, but no surface discharge was evident. The City will continue to make periodic inspections to verify the system condition, however, if the soils surrounding the moundsey on c ttherCity soslwe maytla Smoryou ttoaa oid future remainder of the backyard, plea problems.
