Item Description : Purchase of the Proper � at 1180 Lyman Avenue from Mn/DOT
The property at 1180 Lyman Avenue was purchased by Mi�/DOT as right-of-way for the
Highway 12 Project. A significant portion of the property, including septic sites, was used
as right-of-way for the Highway 12 Project. The remainder is naw excess right-of-way that
Mi�/DOT has made available for purchase by the City at a cost of$10,000. Attached is a
map showing the property at 1180 Lyman Avenue, and its relationship to adjacent properties .

The City was initially interested in the property as a way to assist the residents at 1190
Lyman in addressing a septic site issue. Although a portion of this property may be a part oi'
an ultimate septic solution for 1190 Lyman, the 1180 Lyman property is not suitable for a
mound septic site. .
However, the property is of significant value to the City in two other ways. The property
. would provide the City with the necessary land to consiruct a cul de sac for the existing
private road that serves seven homes on Lyman Avenue. There is currently no way to turn
around on Lyman Avenue without using a private driveway. Also, it would be very difficult
for emergency vehicles, particularly fire vehicles, to maneuver on the.�,�cisting private road.
Assuming the use of a portion of the propei-ty for a cul de sac, there would be approximately
two-thirds of an acre remaining. If this portion of the property is not used as a septic
solution for 1190 Lyman, it would be of value to an acljacent property as an expansion of
their existing lot.

Motion to authorize the acquisition of the property at 1180 Lyman Avenue from Mi�/DOT at
a cost of�10,000, and to approve a bud;et adjustmeni in the General Fund to reflect the
eapenditure.
