The City is in receipt of your building permit application which was received by this o�ice on
November 28, 2010. This is a permit for the construction of additians to the exisUng home.
Your application is incomplete.
The following items must be submitted or revised in order for your application to be considered
complete and for the plan review to continue;
1. Certlflcate of Survey. Please provide an updated certificate of survey meeting the
Cif�r's survey standards (enclosed) indicating the location of the exis�ng house and
proposed additions (and any proposed grading) as well as all existing structures,
landscaping, retaining walls and easements on the property.
2. Escrow � Escrow Agreement. Building permits involving grading and/or revlew by
the City's engineer require submittal of an escrow and an escrow agreement. The
purpose of the escrow is to guarantee relmbursement to the City of out-of-pocket costs
incurred during the revisw of your plans. Additionally this escrow Hrill guarantee
conformance with City Code Chapter 79 relating to erosion control and stormwater. If
any site grading or foundation excavation is involved, the required escrow amount for
this project would be $2,500. The escrow agreement is enclosed. If applicable, the
pr�perty ownermust sign the escrow agreement and submit a check for$2,500.00.
Additionally, the City's wetland regulations and wetland buffer requirements may be
triggered by the project. Please review the enclosed information sheet regarding
Constructian near a Wetland and follow the instructions provided. The above information is
required in order for the plan review to continue. Please feel free to contact me at

Hi Melanie,
Mr. Palmer is having the survey updated and certified with the proposed design included. Small note, we are not
changing grade because the small addition fits on a level spot of flat yard and the deck/porch will be built within the
existing deck/porch footprint.

As I read the "construction near a wetland" pdf it seems that we do not need to file paperwork in our case.
From the PDF document:
Construction of a new house or a major remodeling that involves removal of more than 50
percent of the structure and the portion removed is more than 50 percent of the market
value of the structure. NEW FOOTPRINT IS 168 SQ. FT. SMALLER THAN EXISTING FOOTPRINT, SEE ATTACHED (from our
Autocad files).
OR
Construction or land alterations when all of these conditions exist:
a.The portion of the property disturbed by construction or land alteration activity
drains to the wetland. YES
b. The amount of grading exceeds 50 cubic yards or involves the disturbance of more
than 5,000 square feet. NO
c.There is a net increase in impervious surfaces that drain to the wetland, new
impervious surface is added closer to the wetland than existing impervious
surfaces, or there is a change in drainage patterns that the City Engineer
determines will increase the velocity or rate of runoff to the wetland. Construction of a new house or a major
remodeling that involves removal of more than 50 percent of the structure and the portion removed is more than 50

- ONLY TWO OF THE THREE CONDITIONS ABOVE EXISTs AND WE ARE PROPOSING A NET DECREASE IN BUILDING
AREA.
It seems that a conclusion can be drawn, based on the above, that we don't need to submit any additional paperwork
regarding the wetland buffer etc. The Palmers have had the wetland delineated and I believe this information is at the
city. Please let me know how to proceed.
