As you undoubtedly know, the territory formerl� -constitu-
ting the Town of Orono wa� incorporated as a Villege as the
result of an eleetion held on November g� 1954. The pro-
Qeedings in oonnection with incorporation leading up to the
eleotion 1egr�l.ly commenc�d with the filing of a petition vith
the Coun-ty Aoard on October 7� 1954 and Kas folloxed by $
resolution orderin� tr� eleetion adopted by ths Coun�y Board
on October 13, 1y54.
Yery elose to ths time that the �r�oeeding$ for inaorpora-
tion were commenced your Villa�*e Couneil purported to an.nex aer�ain
parts of the former 1'own of ��ronQ t� your Yillage. Our village
of�'iQials and v3lJage attorney ere investigatin� the oiraum-
stanaes surroundinF; sueh a,nnexatione in order to det�r�sine
whether thEy ocelzrred before or after the proceedittgs �or
incorporation of the Villa�e of �rano were •commeneed and there-
�'are whe�her or not such �roceedinp�s were valid.
As Clerk :I have been directed by the Yi1lr�ge Counoil to
advise you that if it should be determined that the annexations
by your Villa�e iaere not valid , the Villa�;e of Orono 3nt�nde
to �ake �tepa to esteblish its el�.im to the property involved.
