MINUTES OF THE SPECIAL ORONO COUNCIL MEETING HELD SEPTEMBER 18, 1985
ATTENDANCE 7:00 PM The Orono Council met on the above date to discuss
the budget. The following members were present:
Mayor Butler, Councilmembers Grabek, Adams, Frahm
and Hammerel. Staff inembers in attendance included
City Administrator Bernhardson, Finance Director
Kuehn, Public Works Coordinator Gerhardson, Police
Chief Kilbo, Building and Zoning Administrator
Mabusth and Liquor Manager McGowan.
1986 BUDGET City Administrator Bernhardson reviewed the high-
PRESENTATION lights of the budget message together with the
overall increase in revenues and expenditures
together with the tax levy and its implications as
they relate to the budget overall and in terms of
an average residential property in the community.
This discussion was followed by a discussion of the
impact of the change in assessed value
classification for the individual properties.
Additionally reviewed were the significant items of
increase and what those impacts meant.
Individual Councilmembers addressed various
questions which were reviewed regarding the
individual department budgets. During these
reviews it was indicated by the City Administrator
that the budgeting for capital improvements and
maintenance items for existing facilities would be
requested to be budgeted, however these would not
be expended until such time as a facilities
assessment of all the City's facilities had been
undertaken and recommendations made regarding the
direction the City should go relating to its
physical facilities. In addition, at Council
request, the computerized cash register system for
the Liquor Store was deleted at this time, with a
request for a possible funding at the point that
the operation had been reviewed, and in March or
April recommendations regarding the City' s
direction as to whether to continue in the business
or not is made.
1986 BUDGET Following further discussion it was moved by Mayor
Butler, seconded by Councilmember Hammerel to adopt
the 1986 Budget as amended. Motion, Ayes (5) , Nays
