Schedule a minimum of one hour for the framing inspection. ��
Erosion control mechanisms must be installed and inspected by the City prior to any land �
disturbing activities. The contractor must provide a minimum of a 24 hour notice prior to � `
inspection.
Erosion control shall be installed and maintained throughout the entire project and must �

A haul route shall be submitted to the City Engineer for approval and inspection prior to �`��
commencement of hauling from the site.The property owner shall be responsible for cleaning

Prior to the issuance of a Certificate of Occupancy an as-built survey and hardcover calculations ��/ l

In the event of winter or other extended unfavorable weather conditions(which prevent the �
completion of the exterior improvements and/or as-built survey)a Temporary Certificate of �
Occupancy(TCO) may be necessary. A TCO requires a$10,000 escrow.
Advisory Comments
Any changes to the exterior/landscaping improvements, i.e. patios,grading,sidewalks, retaining ` '/
walls,etc. not currently shown on the approved survey and landscaping plan will require a ��
separate Zoning Permit application to be submitted and approved prior to the work
commencing.
Any retaining walls that are over 4-feet in height or tiered walls not separated by twice of the
height of the lower wall require engineered plans and a building permit to be submitted and �/�
approved prior to construction.

I'm working on some final details regarding the building permit application for 701 Dickey Lake Drive.
Proof of Ownership. According to Hennepin County records the property owner is not Gonyea Homes
as indicated on the building permit application. Please provide a copy of the purchase agreement which
lists the new owners.
Building Permit Escrow Agreement. An escrow agreement was submitted with the building permit
application along with a check for$2,250. Permits involving grading and/or review by the City's
Engineer require a $2,500 escrow. Please submit an additional$250 for the building permit escrow.
Right-of-Way(ROW)Permit Application. Attached is a copy of the ROW permit application which has
been partially completed by Public Works Director,Adam Edwards. Please have the applicant complete
the application,sign it and return for our review/signature.
Escrow Agreement for Sewer&Water Extension. Attached is a copy of the escrow agreement for the
Sewer&Water Extension and work within the ROWs of Willow Drive& Dickey Lake Drive. Please have
the property owners sign and return with a check for$10,000.
MCWD Permit. The last communication from the MCWD states conditional approval has been
received. We will need a copy of the final permit.
The above information is needed to be completed,submitted,signed and/or returned before the

This was passed at the 02-27-17 Council Meeting on consent. With the stipulation that all funding costs
associated with the construction of the sewer and water mains and service lines will be paid by the
resident. Upon completion and acceptance by the city, ongoing maintenance of the sewer and water
main portions of the project will be the City's responsibility.

1. Purpose. The purpose of this action item is to gather Council approval on extending a sewer main and
water main to service 701 Dickey Lake Road and waiver of sewer and water connection fees.
2.Background. The property owner at 701 Dickey Lake Road has requested water and sewer service be
extended to service the property. The property's does not have adequate septic sites. The property is in
the Metropolitan Urban Service Area(MUSA). The neazest city sewer main is a gravity main on the west
side of Willow Drive.
3. Sewer Connection Fee. Per the City Fee Schedule the sewer connection fee is$5,100.00. The
estimated cost for the sewer main extension is$$37,632.50(see Exhibit B). In light of the cost to extend
the main exceeding the connection fee cost the home owner requests the City waive the Connection fee.
4.Water Connection Fee. Per the City Fee Schedule the water connection fee is$4,240. The estimated
cost for the water main extension is$$31,685.00(see E7chibit B). In light of the cost to extend the main
exceeding the connection fee cost the home owner requests the City waive the Connection fee.
5. Funding. All cost associated with the construction of the sewer and water mains and service lines will
be paid by the resident. Upon completion and acceptance by the city,ongoing maintenance of the sewer
and water main portions of the project will be the City's responsibility.
6. Way Forward. If the council approves of the project the follow steps would follow:
• Resident will acquire the necessary permits Permit process(MPCA,MCES,MCWD,Hennepin
County)
• The City will complete the design review
• Resident will construct the sewer main and service line.
• City will inspect and then accept the sewer main.
7. Staff Recommendation. After consideration of the proposed project,it is my recommendation to
approve the sewer and water extensions and to waive the connection fees.

Consider a motion to approve the sewer and water extensions and to waive the connection fees.

5-5-17. Spoke with Carrie Peck neighbor to the east. Carrie's concerns center on any additional
hardcover will cause the wetland to raise, and a 1 inch raise in the wetland level will increase water
intrusion into her yard 6 feet, and may flood her house.
I told her that the proposed grading plan does not suggest any channelized drainage, or purposeful
impacts to the neighboring properties. I also noted that the city cannot guarantee that the water levels
of the wetlands will not increase over time. The property owner is permitted to build,and the wetland
buffers established appear to allow for more infiltration than if development was up against the
wetland. It appears that the survey suggests all requirements from a grading standpoint are met.

Looks good.
Please add one comment that: Willow Drive shall be restored in kind,consistent with the original design
of the road.
Way forward. Looks like everything is done less the escrow.We will also need to know who the
contractor is and ensure that they are fully insured. Once that is done I can issue a Right of Way
Permit. Note: Utility permits for the service connections can be issued in conjunction with the building
permit for the property.
For Sewer the following will need to happen:
1. The sewer extension will have to be approved by the City Council.

We've had our consulting engineering firm and the utilities department review the plans. Please find
below comments for the sewer and water extension plans.
1. Add valves to either side of the water connection into the exiting main.
2. Add Fire hydrant to new ware main in vicinity of the Northeast street corner. (Fire Code
spacing issue)
3. Water main is called out as DIP CL 52 in the notes and C900 on the plans. If C900 is used it
should be DR 18.
4. Sanitary sewer service pipe and wye should be SDR 26 not SCH 40.
5. It should be noted on the plans that the connection to the existing manhole should be core
drilled and watertight.
6. Tracer wire should be used to ensure that the utilities can be located in the future.
7. Please spec DIP 52 for the hydrant leads.
8. Removal limits should be called out on the plans.
9. If removal limits extend into Dickey Lake Drive, more information is needed on the plan (traffic
control,typical section, saw cut notes, etc.).
10. It appears that Willow Drive will be disturbed to connect to the existing utilities. Removal limits
and restoration notes need to be shown on the plans. Depending on how much of Willow Drive
is disturbed,open cut may still be an option.
11. Traffic control notes need to be provided for Willow Drive.
12. Need a note about sweeping and keeping City streets clean.

On February 16, 2017 the City received a building permit application for a new single family home. Staff conducted a
preliminary review based on the information provided and recommends the following items be submitted or revised in order
for your application to be considered complete and for the plan review to continue:
1. I.andscape Plan. Prior to the issuance of the building permit a landscape plan must be submitted showing all the
proposed exterior/landscaping improvements, i.e. patios,grading,sidewalks, retaining walls,etc. The plan should
include the name of the individual performing the work. Any proposed patios, grading, sidewalks, retaining walls
shown on the landscape plan should also be reflected on the survey.
2. Proof of Ownership. According to Hennepin County records,the owner of the property is not Gonyea Homes. A
sale may have taken place recently and the county records have not been updated. Please provide a copy of the
deed to show proof of ownership.
3. Escrow&Escrow Agreement. An escrow agreement was submitted along with a check for$2,250. Permits involving
grading and/or review by the Cit�s engineer require submittal of an escrow and an escrow agreement. The purpose
of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your
plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control
and stormwater. The required escrow amount for this project is$2,500. An updated escrow agreement is enclosed.
Please sign and return with an additional$250.
4. Minnehaha Creek Watershed District(MCWD). Your project may trigger the Minnehaha Creek Watershed District's
(MCWDs) permitting requirements; please contact the MCWD directly at 952-471-0590 regarding your project.
Please note,the City of Orono will not issue a building permit without a copy of the MCWD permit or documentation
stating the proposed project does not trigger any of their permitting requirements.
The following are advisory comments:
1. Sewer and Water Permits. Please note the City will not issue the building permit until the sewer and water permits
have been submitted and approved.
2. Separate City Permits Required for:
a. Swimming Pool(the pool has been redlined on the survey).

compliance with the 2015 Minnesota State Building Code(2012 IRC w/Minnesota amendments)bracing requirements.
Your plan notes that you will be sheathing the entire exterior of the building with OSB permitting the use of Table
R602.10.4 Continuous Sheathing Methods,CS-WSP and CS-PFH.
The attached sheet,BP1,indicates the locations of braced wall segments for the right elevation of the main level of this house
and the location of portal frames. See Detail S 1.

A site inspection and monitoring by District staff will be performed where fhe activity involves:
• a commercial/industrial/multi-family residential development
• a single famify residential development greater than 5 acres or of any size if within the
Minnehaha Creek subwatershed
• any alteration of a floodpiain or wetland
• dredging within the beds, banks or shores of any protected water or wetland
• a violation
• any project which in the judgment of the District staff shouid be inspected due to project
location, scope, or construction techniques
In these cases, the applicant shall pay to the District a fee equal to the actual costs of field
inspection of the work, including investigation of the area affected by the wark, analysis of the
work, and any subsequent monitoring of the work, which in the case of a violation shall be at
least $35.
