ATTENDANCE 7 :30 PM The Orono Council met on the above date with the
following members present : Mayor Butler, Council-
members Adams and Frahm. Councilmember Grabek
_ arrived at . 7 : 40 p.m. City Administrator Benson
arrived at 7 : 40 p.m. City Engineer Olson, Septic
System Inspector Gaffron, Zoning Administrator
Mabusth, Building Official Jacobs , Public Works
Coordinator Gerhardson, and Recorder Sutton
represented the City staff .
CRYSTAL BAY SEWER
DISCUSSION This special Council meeting was held to meet with the
neighbors to get their ideas on maintaining existing
on-site septic systems versus municipal sewers .
Septic System Inspector Gaffron used a slide show to
illustrate where the septic problems are within the
Crystal Bay area.
Alex Jentilucci of 1295 Briar Street stated that he
isn' t opposed to municipal sewer. Jentilucci stated

will have a hard time getting their money out of the

LaDean McWilliams of 1130 Willow Drive asked why the
,.,. ; . . -._ new development west of the Art Center isn ' t included
�: , .., _ - �'' in this sewer pro ject.
Mayor Butler stated that the development will not have
sewer and that each residential pad will be able to
hold a primary and alternate drainfield site. Butler
stated that the City has been trying to get federal
funding for this sewer project and this type of funding
is not available.
City Engineer Jim Olson stated that it is estimated to
cost one million dollars for this proposed sewer
project which includes the installation of the
sanitary sewer pipes and the lift station. Olson
stated that there are 79 units and would cost each unit
approximately $12 ,230 plus $1,100 to hookup to the
sewer in 1984 . Olson noted that in 1985 the cost of
the sewer project will probably go up therefore
raising the cost to each homeowner. Olsonstated that
easements would have to be acquired for portions of the
construction.
LaDean McWilliams of 1130 Willow Drive asked why the
City wasn' tincluding more residentswhich would bring
the cost down for each homeowner here in Crystal Bay.
City Engineer Olson stated that it may or may not bring
the cost down.

Gary Printup of 1261 Briar Street asked why the City is
figuring the cost for each homeowner based on a unit
charge. Printup stated that each lot differs in
sa,uare footage and that the person who owns more
acreage should have to pay the additional monies.
Printup stated that the City should base their
assessment the square footage method . Printup
stated that the Art Center should be included in the
study.
City Administrator Benson stated that if the Art
Center gets sewer that they will expand in an area that
has limited parking facilities .
Septic System Installer Gaffron stated that the Art
Center was excluded because it has ample area to
continue the system that it is using and is working
fine. Gaffron stated that they just put in a big
septic system appro�imately 5 years ago. Gaffron
stated that the City ' s application f or grant f unding
from the PCA might have been less compelling if the
large Art Center property had been included, but since
PCA funding is clearly not forthcoming, he had no
objection to considering the Art Center for inclu.sion.
Mayor Butler stated that in the past the costs have
been spread on a unit and footage basis .
Dianne Jentilucci of 1295 Briar Street stated that the
Art Center probably has toxic materials draininginto
their septic system and could reach the underground
water.
One �an suggested condemning the whole neighborhood
and then the City could get federal funding.
LaDean McWilliams of 1130 Willow Drive asked why the
City doesn' t assess the cost of this sewer project all
throughout Orono. McWilliams stated that she is for
sewer but is worried about the people with fixed
incomes .
Councilmember Frahm stated that if the City did that
they could besetting a precedence. Frahmstated that
with other sewer projects the neighbors were assessed
because they were the ones to benef it. Frahm stated
that those people could come back and ask why the City
didn't do the same for their neighborhood.
Septic System Inspector Gaffron asked the neighbors
why this area is trying to force other areas that don't
have problems to have sewer and to pay f or the sewer
that this area would benefit from.

Councilmember Grabek asked the staff to find a means of
creative f inancing f or those who are on f ixed incomes.
City Administrator Bensonstated that the paymentscan
be deferred but that the other people in the area would
have to pay for it. Benson stated that it also depends
on the bond rate at that time.
Alex Jentilucci of 1295 stated that he wouldn ' t mind
spreading the cost from those who can ' t afford it over
to those who can.
Mayor Butler stated that the Art Center is not included
in the City' s Comprehensive Plan' s MUSA line and
including the Art Center would open up a can of worms
with the Metropolitan Council in trying to change the
City' s Comprehensive Plan.
One man stated that according to his map that the Art
Center is included in the MUSA line.
Councilmember Frahm stated that he agrees that the Art
Center should be included, but by including the Art
Center the city may not be able to control its growth.
Frahm stated that as soon as the Art Center gets sewer,
they will expand.
City Enqineer Olson stated that even if the Art Center
was included, they would be allocated 5 units and that
would only cut the cost 5 percent.
Councilmember Frahm moved, Mayor Butler seconded, to
direct staff to call a public hearing on September 24 ,
1984 at 8 : 00 p.m. for the purpose of discussing the
Crystal Bay Sewer project. riotion, Ayes ( 4 ) , Nays ( 0 ) .
Dianne Jentilucci of 1295 Briar Street asked about any
easements that would be needed for the construction of
the sewer line.
City Engineer Olson stated the City would have to
acquire construction easements from the neighbors.
ADJOURNMENT 9 :40 PM Mayor Butler moved, Councilmember Frahm seconded, to
adjourn the special Council meeting at 9 : 40 p.m.
