MINUTES OF THE SPECIAL COUNCIL MEETING HELD TUESDAY, JUNE 5, 1984 PAGE 1
ATTENDANCE 7 :00 P.M. The City Council held a special meeting on the above date
with the following members present: Mayor Butler,
Councilmembers Adams , Frahm, and Hammerel. Council-
member Grabek was absent. City Administrator Benson
and Recorder Sutton represented the City staff .
MAPLE PLAIN WASTEWATER
TREATMENT PLANT -
INTERCEPTOR Mayor Butler announced that this special meeting was
called for the City Council to review the new data that
has been submitted about the Maple Plain Interceptor.
. Butler stated that the PCA has been informed that their
' . funding will dry up on July 1.
The following Orono and Minnetrista residents were
present:
John Purdy of 1975 Fagerness Point Road
Jane Ritchie of 1815 Fagerness Point Road
Charles & Patricia Timberg of 5061 Minneapolis Ave.
Karen Richman of 1398 Rest Point Road
Bob Churchill of 5017 Minneapolis Ave.
Bob Zinn of 960 Maple Crest
Orville & Sandy Fisher of 1991 Fagerness Point
Cathy Lee & Gary Eklof of 1965 Fagerness Point

RESOLDTION #1645 Mayor Butler moved, Councilmember Frahm seconded, to
approve Resolution #1645, A Resolution To Withdraw A
Request For A Public Hearing On National Pvllutant
Discharge Elimination System Permit #MN0024091 For
the Maple Plain Wastewater Treatment Plant.
Discussion was continued.
Councilmember Adams asked if in turn for the City' s
withdrawal of the request for the public hearing if the
Met Council could assure the City that no hookups would
be allowed to the interceptor. Adams asked who will
pay the legal bills when the interceptor is in the
ground and developers start suing the City to hookup to
the pipe.
City Administrator Benson stated that City Attorney
Malkerson feels that the conditions placed on the
permit aresufficient. Bensonstated that the $6 , 000
would not be able to stop the interceptor. Benson
stated at least $80, 000 to $100,000 would be needed.
Mayor Butler noted that the City has the capability to
provide sewer to the whole city with its own sewer
system, therefore no hookups should be allowed to this
interceptor.

Councilmember Frahm stated that he wanted assurance
that the Met Council will not tax the City or its
citizens because they will not benefit or use the
interceptor. Frahm stated that there would be no
legal way for the City to keep anyone from hooking up to
the pipe if the citizens are assessed for the
construction of the interceptor.

' John Purdy of 1975 Fagerness Point Road stated that a
number of citizens support the City' s resolution and
will support the Council' s fear of development in that
area of Orono.
John Eller stated that he would help support the City' s
concerns for development in that area.
ADJOURNMENT 7 :45 P.M. Mayor Butler moved, Councilmember Frahm seconded, to
adjourn the Special Council meeting at 7 : 45 p.m.
