HomeMy WebLinkAbout05-30-1984 Board of Review Minutes Page 1 1984 ORONO BOARD OF REVIEW MAY 3H, 1984 The 1984 Board of Review met on Wednesday, May 30, 1984 . Mayor Butler called the meeting to order at 7 : 35 P.M. Councilmembers present were: Grabek, Frahm, Adams and Hammerel . Milt Hilk and Glenn Busitzky represented Hennepin County. Administrator Benson and Dorothy Hallin Deputy City Clerk represented City staff . Mayor Butler explained to the audience the process and purpose of the Board of Review. She explained that anyone who is at this meeting has the right to appeal to the County and State Board of Reviews if they so desire , but their presence must be noted at tonights meeting either by appearing before the 8oard or signing the attendance sheet and noting their street address, property I .n. number and phone number where they can be reached during the day. Questions from the audience were answered by the Board and Mr. Hilk. The reconvened meeting of the 1984 Board of Review was scheduied for Tuesday, June 19th at 7 : 30 P.M. Appearing before the Board were: 1 . Harry Pulver , 2591 Caroline Avenue 2�-117-23 24 �1025 Mr . Pulver stated he had requested a revaivation of his property prior to the Board meeting and had not received any results of this revaluation. Hilk stated that the County staff had not been able to contact everyone with the results of revaluations that had been done prior to tonights meeting . In order to save time at tonights meeting Hilk asked if he could call him tomorrow with the results. Pulver stated that would be fine with him. No action hy the Board 2. Eileen Oleen , 1305 North Arm Drive 07-117-23 41 f7fd31 Ms . Oleen stated that the Assessor was not able to contact her after she had requested a revaluation and would like to know the results of this revaluation. Hilk requested Busitzky to find the results of this revaluation and give it to Ms. Oleen. No action by the Board . 3. James Langhans, 1366 Rest Point Road 07-117-23 32 0001 and PJ7-117-23 32 0035 Mr . Langhans stated that these two properties are vacant land , one has his garden on it and his homestead is across the street . He stated that these two lots would not be buildable without a variance. He stated he had received a variance a couple of years ago , but that had expired . Mr . Langhans requested a revaluation of these two lots. No action by the Board . Sutterland stated that the i984 valuation was increased $11 ,00(d over the 1983 market value . She stated that the house is in need of repairs such as a new roof and a new ceiling inside. 15 diseasedelmtreeshavebeenremoved . Mrs. Sutterland requested a revaivation of her property. No action by the Board . 5. Gerald Hansen, 3051 Farview Drive 04-117-23 33 PJ009 Mr . Hansen stated the 1984 market value placed on his property was $850 , 000 and he felt that this was too high. He stated that the property was built within the last two years , they can not see the lake from the house and he understood that the real estate market was not moving . He stated that neighboring properties are on the market and are not selling . Hilk stated that he would review the property with Mr . Hansen and show him sales information on � comparable property and he would like to review with Mr . Hansen the construction costs for the house . Mr . Hansen agreed to a revaluation. No action by the Board . Mr . Arlo Vande Vegte , Attorney represented 6. Galyes Marina, 3366 North Shore Drive 08-117-23 42 O�J�J3 and 08-117-23 41 P1P118 Mr . Vande Vegte stated that compared to Chaska Marina this property is valued too high. He requested that a revaluation be made on this property. No action by the Board . 7. Janet Aske, 1845 Lakeview Terrace 27-118-23 42 0016 Mr . Vande Vegte stated that his client was concerned about the steady increase in the market value. He requested that a revaluation be made on this property. No action by the Board . 8. Henry Klusterman, 4025 Dahl Road 07-117-23 14 0002 ' Mr . Klusterman requested that the 1984 market value be reduced to the purchaseprice. Hilkwillrevaluethisproperty. No action by the Board . 9. Eric Smith , 445 Brown Road South 03-117-23 31 0001 Mr . Smith stated he had no building permits taken out on his _. �- property and wondered if the Assessor ' s office was taking into -�', , consideration relief for storm damage. Hilk stated that his • property did not qualify for this type of relief because the � - � special storm damage relief is based on a percentage of the ��� assessed value of the City. Mr . Richard Tiegen, 11oJ1 Elmwood Avenue 07-117-23 14 0023 homestead and 07-117-23 14 0057 vacant lots Mr . Tiegen stated he would like a revaivation of his homestead : property and the six lots that he owns east of Eimwood Avenue. He stated that 4 of the 5 lots are under water and felt that a $30 , 0Q0 vaivation was too high. Mr . Tiegen will be out of town on June i9th and Mr . Hilk will notify him by mail the results of the revaluations on his properties. No action by the Board . 11 . Bob��Kost , 3585 Crystal Place I7-117-23 43 �1145 Mr . Kost stated that he built the house in 1983 for $71 , 000 construction cost and requested that the 1984 market value be lowered to $71 ,oJp10. Mr . Kost stated that the neighborhood is bothered by two men who live in a car at the vacant house next door . These men have been seen defec�ting in the public streets . Mr . Kost stated he would like the City of enforce sanitation rules for these two men just as they are enforced on other citizens of the City. The Board requested a revaluation of this property. 12. Darel Leipold , ti78 Tonkawa Road 05-117-23 33 00�J8 Mr . Leipold stated that the i983 market value on this property was $92,00g and the 1984 market value was up $21 , 0P10. Mr . Leipold requested a revaluation. No action by the Board . - 13. Bill Bradley, 4�175 Oak Street 06-117-23 4I DJ09h Mr . Bradiey stated the house was completed in 1982. In 1983 a new garage, which cost $4 , 000, was added to the property. The 1984 market value has gone up $14 , 000 since it was inspected in January of I983. Frahm stated he felt that this increase was too much in one year and suggested to Mr . Bradley that he have a revaluation of his property. Mr . Bradley stated he would iike a revaluation. No action by the Board . 14. Dick R3iche, 280 Orono Orchard Road South 02-117-23 24 0003 ' Mr . Raiche stated that he had purchased the house for $90 , 000 after a fire. The house is still unfinished at this time. The land is valued at $55, OJ00 , half is wetlands. He stated he had � $115, 000 invested in the house at this time. Mr . Raiche requested a revaluation of his property. No action by the Board . I5. Kermit Eisinger , 4� Smith Avenue :; � �12-117-23 21 0002 . n �. Mr . Eisinger stated that in 1983 his valuation had been increased - `-`' $23,700, after his request for a revaluation his 1983 market �r� value was placed at $100, 5�0. Harriet Morgart, 1003 Wildhurst Trail 07-117-23 21 0002 land only and 07-117-23 2I 0016 homestead Mrs . Morgart stated that she had requested a revaluation of her homestead property and Mr . Jenson had toid that the results would not be availabie by tonights meeting . She stated that tonight she wanted to bring before the Board a l�l acre vacant piece of property next to her homestead property. A neighboring 1� acre parcel of land has stayed at a market value of $22, PJ00 and her property has increased to $45, 000 . Mrs . Morgart requested a revaivation of her property. No action by the Board . 17 . Bruce Kelley, 2340 Fox StCeet 03-117-23 32 00PJ8 Mr Kelley stated that that he was representing his sisters property which is vacant land . It is an 8 acre parcel and has a market value of 540 , 0�J�J . Almost one-half is low ground . The neighboring lot, the same size and no wet land , has thz same market value . Mr . Kelley requested a revaluation. No action by the Board . 18 . A. W. Scherven, 2649 Casco Point Road 20-117-23 24 0029 Mr . Scherven stated that the 1984 market value is $124 , 000 . He stated that the property has been listed on the market for 2 years for $100 , 0H0 and it has not soid . Mr . Scherven requested a revaluation. No action by the Board . 19 . Tom Corson, 4195 Highwood Road 07-117-23 44 �1022 Mr . Corson stated that his 1984 market value had been chanqed from $164, 00� to $141 ,000. He stated that the property is for sale now for $145, �J0(�. It will probably be reduced to $130 ,000 - $135,000. Mr . Corson stated that he was not totally satisified with the $141 ,�J00. He asked Mr . Hilk for the market values for 4 of 5 neighboring properties. , No action by the Board . 2H. C. Steven Wilson, 2485 North Shore Drive 09-117-23 32 0047 Mr . Wilson stated he had requested a revaluation of his property but had not been notified of the results of this revaluation. Mr . Hilk stated that he and Glenn Busitzky had been to his property the day before and they were working on his valuation. Mr . Wilson said the County had raised his property value every year . Mr . Wi 1 son wi 11 be out o f town on June 19th and wo uld 1 i ke to be - - � notified bymail of the results of the revaluation. No action by the Board . �21 . _ William Bull , 4F90 Tonka View Lane , -. - = 0J7-117-23 32 0047 Mr . Bull stated he had requested a revaluation of the 1984 market value of his property and had received a reduction of $4 ,100 . The value has been reduced from $109, 400 to $I05, 300 . He stated Page S 1984 ORONO BOARD OF REVIEW MAY 30, 1984 that he had two realtors do a market evaluation on the property and they felt the the property would sell for approximately $80 , 000 - $85 ,000 tops. Mr . Hilk stated he wouid review this fiie. No action by the Board . 22. William Stempel , 425 Turnham Road 31-118-23 24 �1003 Mr . Stempel stated he had a statement of Art Roemer , State Department of Taxation which placed the 1983 market value of his pruperty at $i49, 300 . His 1984 market value is up to $174 , 600 . Mr . S�empel stated that he felt the property could not increase that much in one year . Councilmember Frahm moved , Mayor Butler seconded , to place the 1984 market value at $152, 000. Motion, Ayes (5) , Nays (0) . i 23. Tom Browne , 760 Brown Road South 03-117-23 43 �J004 Mr . Browr�e stated that he purchased the property in November 1983 for $55, f�0� . The 1983 market value was $81 , 000J . He stated that an abatement has been filed on the 1983 value . Mr . Busitzky stated that a review of the property is in process both on the abated 1983 value and for the 1984 market value . Mr . Browne will be notified by mail of these valuations. No action by the Board . 24 . Jim Touve, 4I96 North Shore Drive 07-117-23 44 0047 Mr . Touve stated that this property is in an estate and has been in the process of being remodeled for the past 6 or 7 years . He stated that the 1983 market vaiue was $54 , 00�1 on partial construction. The19B4marketvaiueis $106, 000. He stated the remodeling is cosmetic only, the foundation and rafters are original . The garage has a new foundation. The property has been advertised for $I15, 000 and has not had any offers. Mr . Touve requested a revaluation. No action by the Board . 25. Craig Clark , 780 North Arm Drive OJ5-1I7-23 43 0010 Mr . Clark stated he had a bank appraisal for $140 , 000 and the 1984 market value has been placed at $174 ,90�1. Mr . Clark stated that � this property is lakeshore. He purchased the property 1976. The house was built in 1970 and has had water in the basement at least 3 times since then. Mr . Clark requested a revaluation. No action by the Board. 26. Don Bohn, 3186 North Shore Drive 09-117-23 32 00JI0 Mr . Bohn stated that he lives close to North Shore Drive Marina which seems to be growing every year . He stated our lot lines run a little different than theirs and they build their docks out along their Iot line and it cuts right in front of our place. They have put their gas pumps in the far corner which is right in front of us. He stated the 1984 market value is $I48, 300. Mr . Bohn requested a revaluation. Mr . No action by the Board . 28. Daniel Ventres, Jr . Mr . Ventres was unabie to attend tonights meeting but wanted to request a revaluation. No action by the Board . Mr . Hilk stated he had letters from: 29. Mr . Stasik , 1270 Wildhurst Trail G�7-117-23 31 c�0J15 Mr . Hilk stated that this property had been revalued and felt that no change was in order . Mr . and Mrs. Stasik were out of town and wanted to keep their right of appeal open . No action by the Board 30. Mr . Karl Aske , 1865 Lakeview Terrace 27-118-23 42 �J015 Mr . Hilk stated that this property has not been reviewed yet . No action by the Board 31 . Donna Hager , 4580 West Branch Road 06-117-23 34 00�J1 Mr . Hilk stated this property had been revalued and feit that no change was in order . Hager had supplied Hilk with an informal appraisal letter from Streeter Andrus for $62, 5010. Hilk stated this is a divorce situation and the property was listed for $72, 000 in ' 82, listed for $78, 000 in ' 83 . Hilk stated this would be reviewed . No action by the Board Councilmember Adams vacated his council seat to appear before the Bo.ard 32. Tim Adams , 1$01 West Farm Road Mr. Adams requested a revaluation on the 9 unimproved lots that do not have lake views . Adams stated that 5 similar lots in this development have sold for $25,000, $28, 000 and $30,000 or an average price of $26, 000 . He stated that he would share the sales data with Mr . Hilk. Adams also requested a revaluation of the rental house that is on Lot 19, The Farm at Long Lake. No - _' action by the Board .
