RESCHEDULED ORONO COUNCIL MEETING HELD NOVEMBER 3P1, 1983. PAGE 1
ATTENDANCE 7: H0 PM The Orono Council met on_the above date . The following
members were present : Mayor Butler , Councilmember
Frahm, Adams and Hammerel . Councilmember Grabek ,
City Attorney Malkerson, City Engineer Cook and City
Administrator Benson were absent. Zoning Adminis—
trator Mabusth and Recorder Sutton represented the
City staff .
CONSENT AGENDA* Mayor Butler moved , Councilmember Hammerel seconded ,
to remove item #12 from the consent agenda. Motion,
Ayes (4) , Nays (r�) .
Mayor Butler moved , Councilmember Hammerel seconded ,
to approve the Consent Agenda* , subject to removing
item #12 from the consent agenda, with all staff
reports concerning items reviewed at this meeting to
be attached to the original copy of these minutes on
file in the City Clerk ' s office. Motion, Ayes (4) ,
Nays (9) .
APPROVAL OF MINUTES* Mayor Butler moved , Councilmember Hammerel seconded ,
to approve the minutes of November 14 , 1983. Motion,
Ayes (4) , Nays (�) .
PARR COMMISSION COMMENTS There were no Park Commission comments.
LARE MINNETONKA
CONSERVATION DIST. There were no comments from the Lake Minnetonka
Conservation District .
PLANNING COMMISSION
COMMENTS• There were no Planning Commissiun comments .
PUBLIC COMMENTS There were no comments from the public that was
present.

VARIANCE & CONDITIONAL
USE — RESOLUTION Bert Haglund , Steve Martin, and Dale Carpenter were
present .
Zoning Administrator Mabusth noted that the Calvary
Memorial Church was required to file a land use
application and hardcuver variance. Mabusth noted
that additional parking stalls would be required
because of the increase in seating capacity in the new
sanctuary.
Mayor Butler stated that rather than requiring the
addition of 81 stalls the church could hold two
services so that the additional parking stalls
wouldn' t be required . Mayor Butler stated that the
church could build a balcony to cut down on hardcover
also .

�754 CALVARY MEMORIAL Bert Haglund stated that they would still have a
drainage problem.
Councilmember Frahm stated that the total 131 parking
spaces will create too much hardcover , and is too clase
to the lake , which creates a drainage problem.
7oning Administrator Mabusth asked applicant if he
could build up within the structure to alleviate some
hardcover .
Haglund stated that the hardcover would be lessened by
building up but that there is a problem structurally
with the footings . Haglund stated that the footings
are designed for a single story structure .
Mayor Butler stated that the church should try to
acquire some land that abutts their property.
Dale Carpenter stated that right now people are
parking on the grass so there is a need for additional
parking spaces and that by proposing the 131 parking
stalls that they were just trying to meet the City' s
requirements .
Councilmember Frahm stated that originally the
Planning Commissiun knew that this site was going to
have a hardcover problem and that any changes of
getting anything approved for future hardcover would
be slim. Frahm nated he had a lat of problems with
this so much additional hardcover on a property that is
zoned residential that is near the lake.
Councilmember Hammerel stated that some type of
signage for parking should be designated on the site .
Councilmember Frahm stated that he could approve a 6P1 '
x 23P1 ' addition to the paved parking area, keep the
retention pond as long as the church maintains it , and
a sanctuary size of 81 ' x 104 ' . Frahm noted that way
the City would be approving a 5(d� variance rather than
an 80$ variance.
Councilmember Adams stated that he didn' t want to see a
slow expansion of the hardcover on that property and
that in the future the church may have ta consider
ramping , carpooling , and any other methods that would
help the parking situation.
Councilmember Hammerel moved , Councilmember Adams
seconded , to table the Calvary Memorial Church
application in order to allaw ample time for staff and
the �pplicant to refigure the hardcover calculations
and t� follow Councils recommendation. Motion, Ayes

PAUL SMITH SEWER Councilmember Frahm stated that the Paul Smith Sewer
project is not going anywhere and that the City should
start condemnation of the necessary easements.
Councilmember Frahm moved , Councilmember Adams
seconded , to start condemnation procedures by January
1 , 1984-, (giving the applicant 30 days) if the
applicant is not willing to sign uff on an agreement
when the project will be completed and who will pay for
it , with the City and/or submit the following :
1. All required easements from Mr. Powers.
2. Engineered plans.
3. Mr . Smith to sign off on an agreement that the
sewer will be completed by June 1 , 1984 .
4. City to send a letter to Mr . Smith immediately
advising applicant of above.

Building Official Jacobs noted that a letter would be
sent right away and a condemnation resolution would be
written for the January Council meeting .
