The Orono Council met on the above date with the follow- ing memberspresent: Mayor Butler, Councilmembers Adams, Frahm, Grabek , and Hammerel. Also present: City Administrator Benson, Public Works Coordinator Gerhardson, Norman Paurus, William Van Nest, City Attorney Malkerson, and Ruth Lange , reporter. i�'i�.;:��:_E� =': :�.�_,� Wastewater Dick Benson, City Administrator, commented that the � . t ';,J_ant Metropolitan Waste Control Commission is chairing a t�ublic hearing on November 17 , 1983 at 7 : 30 P .M. at the Maple Plain City Hall to receive comments concernina the proposed closing of the Maple Plain Sewage Treatment Plant and an interceptor constructed through the City of Orono to the City of Long Lake . It is now time for the City Council to review its position to be tak�n before the hearing process and also recent action to appear before the Minnesota Po.Ilution Control Agency Board. Brad Van Nest, Council appointed representative to represent the City concerning the Maple Plain Treatment matter, reviewed with the City Council concerns the City previously documented regarding alternatives to an interceptor being forced through an environmentally sensitive area of Orono, which would encourage densities detrimental to the quality of storm water runoff . The City Council reaffirmed its position to request alternatives to an interceptor . Bruce D. Malkerson, City Attorney, reviewed a draft of a letter to Sandra Gardebring, Executive Director of the Minnesota Pollution Control Agency, reviewing City concerns with the proposed Maple Plain interceptor outlining alternatives to its construction. The intent. of the letter is to request the matter be entered on - the next MPCA Board agenda for a City pres�ntation. Mayor Butler moved, Councilmember Adams , second�ed to approve the letter to the Minnesota Pollution Control Agency as amended supporting documented policy and facts requesting alternatives to an interceptor . The Orono Council met on the above date with the follow- ing members present: Mayor Butler, Councilmembers Adams, Frahm, and Grabek. Councilmember Hammerel absent, Also present: City Administrator Benson, Public Works Coordinator Gerhardson, Ruth Lange , reporter, Patricia Osmonson, Spring Park Clerk-Treasurer, Spring Park Mayor Rockvam, Mound Mayor Polston, Mound Councilmembers Sharon and Peterson, Mound City Manager Elam, and Norman Paurus. - ��:r:-�;� �:i;.� C��[JNTY �15 Mayor Butler opened the meeting commenting that the three Cities of Orono, Mound, and Spring Park had agreed earlier to meet and discuss Hennepin County #15 between the City of Mound east to Hennepin County #15 & #19 at Navarre, when plans were submitted by Hennepin County. Discussuion centered upon a two-lane versus a four-lane concept. It was the consensus of the three cities that the present two-lane system should be improved to prevent further deterioration and to enhance safety requirements. Priorities of the three cities were discussed concerninq sidewalks, curbs, gutters, and turn-lanes at critical intersections incorporated with improving the present two-lanes of continuous traffic, one-lane east and one- lane west. It was agreed that each City would appoint one person to serve on a committee to review Hennepin County #15 and make a recommendation to Hennepin County for improvements. Councilmember Grabek moved, Mayor Butler seconded, to appoint a representative at the next City Council meet- ing to consider one-lane of continuous traffic to the east, one-lane to the west incorporating turn-lanes at critical intersections. Motion, Ayes (4 ) - Nays (0 ) . Councilmember Grabek moved, Council Adams seconded, that the meeting be adjour,ned,at9 : 00 P.M.
