CITY OF ORONO
SPE�IAL MEETING OF THE ORONO COUNCIL, OCTOBER 6 , 1983
ATTENDANCE - 7 :00 P.M.
The Orono Council met on the above date with the
following members present: Mayor Butler, Council-
members Frahm and Hammerel . Absent: Councilmembers
Adams and Grabek. Also present : City Administrator
Benson and Finance Director Kuehn.
CONSENT AGENDA*
Mayor Butler moved, Councilmember Frahm seconded, to
approve the Consent Agenda* with all staff reports
concerning items reviewed at this meeting to be attached
to the original copy of these minutes on file in the
City Clerk ' s office . Motion, Ayes (3) - Nays (0 ) .
RESOLUTION #1564*
Delinquent Sewer & Water
Mayor Butler moved, Councilmember Frahm seconded, to
adopt Resolution #1564 , A Resolution Providing For The
Collection Of Delinquent Sewer And Water Service
Charges. Motion, Ayes (3) - Nays (0 ) .
RESOLUTION #1565*
Delinquent On-Site Septic
Mayor Butler moved, Councilmember Frahm seconded, to
adopt Resolution #1565, A Resolution Providing For The
Collection Of Delinquent Annual Service Charges For
The On-Site Sewage Treatment Inspection Program.
Motion, Ayes (3) - Nays (0 ) .
ASSESSMENTS - SL-68*
Mayor Butler moved, Councilmember Frahm seconded, to
approve the assessment rolls for SL-68 : Motion,
Ayes (3) - Nays (0 ) .
ASSESSMENTS - SL-70*
Mayor Butler moved, Councilmember Frahm seconded, to
approve the assessment rolls for LS-70 . Motion,
Ayes (3) - Nays (0 ) .
1984 BUDGET
ADMINISTRATION:
Mayor Butler moved, Councilmember Frahm seconded, to
include a 5� salary increase and benefits for City
Administrator Walter R. Benson, effective January l,
1984 in the Administration budget. Motion, Ayes (3) -
Nays (0 ) .

COUNCIL:
Councilmember Frahm moved, Mayor Butler seconded, to
reduce Printing & Publication requests of $3 ,000 .00 .
Motion, Ayes (3) - Nays (0 ) .
ELECTIONS:
Councilmember Frahm moved, Mayor Butler seconded, to
maintain 1983 level of salaries for Election Judges.
Motion, Ayes (3) - Nays (0) .
ASSESSING:
Mayor Butler moved, Councilmember Frahm seconded, to
eliminate the position of in-house assessor ; reduce
assessing budget $44 , 731. 00 . Motion, Ayes (3) - Nays
(0) .
Mayor Butler moved, Councilmember Frahm seconded, to
notify Hennepin County the City wishes to enter into a
continued assessing agreement. Motion, Ayes (3) -
Nays (0) .
Councilmember Frahm moved, Councilmember Hammerel
seconded, to notify the Postal Department the City
wishes to negotiate an extended rental agreement for
the Crystal Bay Post Office . Motion, Ayes (3 ) - Nays
(0) .
PLANNING:
Mayor Butler moved, Councilmember Frahm seconded, to
eliminate the position of City Planner; retain
projected salary costs. Motion, Ayes (3) - Nays (0) .
CIVIL DEFENSE:
Councilmember Frahm moved, Mayor Butler seconded, to
eliminate the siren. Reduce utilities $260 . 00 . Motion,
Ayes (3) - Nays (0 ) .
STREETS:
Councilmember Hammerel moved, Councilmember Frahm
seconded, to reduce temporary salaries $4 , 800 .00 .

Mayor Butler moved, Councilmember Hammerel seconded, to
reduce street maintenance supplies $5, 000 . 00 . Motion,
Ayes (3) - Nays (0 ) .

Mayor Butler moved, Councilmember Frahm seconded, to
reduce temporary salaries $3 , 200 . 00 . Motion, Ayes (3) -

ART CENTER OF MINNESOTA:
Mayor Butler moved, Councilmember Frahm seconded, to
terminate the 1982 expired agreement, effective
October 31, 1983 . Motion, Ayes (3) - Nays (0 ) .
CONTINGENCY FUND:
Mayor Butler moved, Councilmember Hammerel seconded, to
reduce the fund $10 , 000 . 00 . Motion, Ayes (3) - Nays
(0) .
IMPROVEMENT & EQUIPMENT FUND:
Councilmember Frahm moved, Mayor Butler seconded, to
reduce the fund $7, 0OO ,OQ . Motion, Ayes (3) - Nays

RESOLUTION #1566
TAX LEVY Councilmember Frahm moved, Councilmember Hammerel
seconded, to adopt Resolution #1566 , A Resolution
Approving The 1983 Tax Levy Collectible In 1984 , as
amended. Motion, Ayes (3) - Nays (0 ) .
ADJOURNMENT Mayor Butler moved, Councilmember Frahm seconded, that
the meeting be adjourned at 9 : 45 P.M. Motion, Ayes (3)
