Regular Meeting of the Orono Council , August � , 1983 .
ATTENDANCE The Orono Council met on the above date with the
following members present : Mayor Butler , Council
members Grabek and Adams . Also present : Zoning
Administrator Mabusth , City Attorney representive
Childs , City Engineer repr�sentative Olson, Deputy
City Clerk Hallin and City Administrator Benson
arrived at 8 : �3 P.M. Councilmembers Frahm and
Hammerel were absent .
CONSENT AGENDA* Councilmember Grabek moved , Maycr Butler seconded , to
approve the Consent Agenda , with all staff reports
concerning items reviewed at this meetin.g to be
attached to the original copy of these minutes on file
in the City Clerk ' s office. Motion, Ayes ( 3) , Nays

APPROVAL OF MINUTES* Councilmember Grabek moved , Mayor Butler seconded , to
approve the minutes of the regular meeting of July 25 ,

PARK COMMISSION
COMMENTS City AdministratorBensonreportedonthemeeting with
the neighbors of Summit Park . The City assured the
neighbors that there would be no boat launching area at
Summit Park , it will be a swimming beach only.
Councilmember Adams moved , Mayor Butler seconded , to
approve a cost feasibility study for bouys , docks , off
street parkinq and signing per Mr . Benson ' s
recommendations and memo . Motion, Ayes ( 3) , Nays

TONKA TRANSMISSION
1950 SHORELINE DRIVE Mr , and Mrs . Craig Olson were present and explained to
the Council that they were trying to keep a 1GJ car limit
at their place of business . A number of cars have been
returned to their owners even though he has not been
paid for the work that has been done. He stated he is
trying to find other property for storage of these "no
pays" . They are trying to improve the area to the east
� of the building to be used as additional parking area .
The Council suggested that the property be kept in an
orderly manner , to limit the number of parked cars to
1Q and to keep working with the Building Official on
the fire code violations .

CARMAN BAY SEWER
FEASIBILITY REPORT
RESOLUTION �1511 Councilmember Grabek moved , Councilmember Adams
seconded , to adopt Resolution #1511 , Receiving A
Feasibility Report And Calling A Public Hearing To
Consider A Carman Bay Sewer Project subject to
amending page 3 and 4 , with alternate #3 , elimation of
a section of pipe and the use of the stubs that are
already in place . The Enqineer will prcvide this
additionalinformationto Citystaff beforethe August
2?_nd public hearing .

APPRAISAL REPORT City Administrator Benson informed the Ccuncil this
was for their information and the staff had more work
to do on this matter before a public hearing is
scheduled .
NAVARRE STREET AND
UTILITY PROJECT 82-1 & 2
STATUS REPORT Engineer Olson reported that the utilities and the
sewerhavebeeninstalledandcompleted . Thecurb and
gutter has been started , but the project is behind
completicn date .
MAYOR' S REPORT Mayor Butler stated she , City Administratcr Benson
and Councilmember Grabek went on the L.M.C .D. boat
ride Saturday. No business was conducted during the
tour .
CABLE TV REPORT Mayor Butler noted the future meeting dates of the Cable
TV Commission :
August 9 , 1983 at 5 : 30 P. M. - Shorewood
August 23 , 1983 at 5 : 30 P.M. - Shorewood
September 13 , 1983 at 5 : 30 P.M. - Shorewood
TRANSPORTATION REPORT There were no Trasnportation Report comments .
APPOINTMENT - WEST
HENNEPIN HUMAN SERVICES
PLANNING BOARD Councilmember moved , Ccuncilmember Grabek seconded ,
to appoint Diane Dunlap delegate and Jean Kottemann as
alternate . If the two appointees wish to switch
around that is acceptable with the Council . Motion ,
Ayes ( 31 , Nays ( 01) . Mayor Butler asked that the
appointees report to the Council more than once a year
to inform the Council of their activities.
PARK LANE
RESOLUTION #1512 Councilmember Grabek moved , Mayor Butler seconded , to
adopt Reso_lution #1512, A Resolution Restricting The
Use Of Lake Access On North Arm Bay At Park Lane , from
December 1 thru March 31 . Motion, Ayes ( 3) , Nays (0) .

USES Mayor Butler moved , Councilmember Adams seconded , to
authorize City Administrator Benson to negotiate the
purchase of this lot and to execute a purchase
agreement subject to the sale price being no more than
$h , f�f��1 . QP1 as per Mr . Benson ' s recommendation and memo .

HANDZCAP ACCESS Councilmember Grabek moved , Councilmember Adams
seconded , to approve expenditure of $2, 500 for
engineering fees , plans and specs from the C.D.B.G.
funds subject to approval from HUD as per Mr . Benson ' s

CRYSTAL BAY SEWER
SURVFY STATUS Councilmember Adams moved , Mayor Butler seconded to
direct City Administrator Benson to work with Larry
Blackstad to get specs ready and bring them back to the
Council for approval as per Mr . Benson' s
recommendation and memo . The City will ammend the
year R and 9 Community t�evelopment Block Grant program
and set a public hearing for review at the August 22,
1983 Council meeting . Motion, Ayes ( 3) , Nays (�) .
CRYSTAL BAY POST
OFFICE STATUS:
HOUSING NEEDS Mayor Butler moved , Councilmember Grabek seconded , to
direct City Administrator Benson to proceed with his
negotiation with the United States Postal Department
regarding space and services at the Crystal Bay Post
Office as per Mr . Benson ' s recommendation and memo .
