Regular Meeting of the Orono Council , June ?_7, 1983 .
The Orono Council met on the above date with the
following members present : Mayor Butler , Council-
members Hammerel , Adams, Frahm, and Grabek . Also
present : City Administrator Benson , City Planner
Olson and Pam Sutton Recorder .
CONSENT AGENDA* Mayor Butler moved , Councilmember Frahm seconded , to
add item #3� to the Consent Agenda and to remove item
#17 from the Consent Agenda for further discussion.

Mayor Butler moved , Councilmember Frahm seconded , to
approve the Consent Agenda* , subject to adding item
#�36 and removing item #1.7 from the Consent Agenda , with
all staff reports concerning items reviewed at this
meeting to be attached to the original copy of these
minutes on file in the City Clerk' s office. Motion ,

MINUTES* Mayor Butler moved , Councilmember Frahm seconded , to
approve the Board of Review minutes of the June 15 ,

PARK COMMISSION
COM1rIENTS No comments from the Park Commission.
LMCD REPORT Representative Hurr was present. She stated that the
LMCD had a booth at Lord Fletchers during the "Save the
Lake" celebrationandhandedout LMCDinformation. She
noted that the LMCD has approved the Cargill multiple
dock license, Windward Marine license , and The Big
Island Veterans Camp license .
Hurr stated that the LMCD has been trying to come up
with some criteria for fishing contests . She noted
that there is a real interest in fishing contests for
profit organizations both in the winter and summer .

Hurr noted that there were some condominiums being
built in Spring Park . She stated that the shoreline
in front of those condominiums was owned by the County. �
She stated that the owner of the condominiums wants 11
permanent docks and that it would be difficult for the
LMCD to transfer the transient existing license for
transient commercial docks to permanent storage—type
residential docks .
Grabek asked how they could do that if Hennepin County
owned the shoreline?
Hurr stated that the deed is for the use of the people
thatlivethere , buttotransferthe commercialdocks
to permanent ones would be difficult for the LMCD.
She noted that the owner was proposing three permanent
dock structures with 11 slips .
Hurr discussed with the Council future meetings of the
LMCD.
Hurr noted that Orono should take a stand on parking on
County Roads 15 and 51 . She stated that Orono
shouldn ' t give up their land use rights to the LMCD.
She noted that they would have to have County approval
for parking signs to be posted on these County Roads .
City Administrator Benson noted that parking on these
County Roads poses a real hardship on the neighbors .
Also in the winter , with all the snow, the cars are
p�rked right on the road which is very dangerous . He
noted that Orono then has to do all the extra policing
which is involved in this parking issue .
Hurr stated that the LMCD has scheduled a tour of the
lake on August � , 1983 , to study problem areas .
PLANNING COMMISSION
CO�IMENTS No Planning Commission Representative was present .
Councilmember Adams noted that the minutes of the
special work session cf the Planning Commmission
meeting held June 5, 1983 , should be reconstructed to
better represent the Planning Commission ' s view
points .
PUBLIC COMMENTS Councilmember Grabek noted a problem with the service
station on 196�1 Shoreline Drive and asked that the City
staff check out the property to see that the owner is
complying with all the conditions of the original
conditional use permit. He noted that a deadline
should be authorized in staff ' s direction .

MayorButler moved , Councilmember Grabek seconded , to
direct staff to deal with the problem with the service
station on 1960 Shoreline Drive . She noted that if the
problem was not cleared up by July 11 that Council
would open the original conditional use permit for

FINAL SUBDIVISION
RESOLUTION
#714 � Mr . Keaveny was not present . City Planner Olson noted
that the applicant had notified him and wanted the City
Council to table his application. Olson noted that
the applicant had a concern with a clause in the
Resolution about the City Council not granting any
future variances for any future development on that
property.
Mayor Butler stated that this was a standard clause in
subdivision resolutions .
Councilmember Frahm asked why nothing was stated in
the resolution about the gas tanks?
City Planner Olson stated that the applicant would
have to comply with the Fire Code which would take care
of this problem .
Mayor Butler moved , Councilmember Hammerel seconded ,
to table Richard Keaveny' s final subdivision
resolution perapplicant ' srequest. It was notedfor
the record that Council would not change that
particular section of the Resolution. Motion, Ayes

RECODIFICATION STATUS
REPORT City Planner noted the simplest way to make any
corrections and directed Council members to hand them
to him and he would correlate all the corrections .
CITY ENGINEER' S REPORT The City Engineer was not present .
WESTONKA SCHOOL BOARD Mayor Butler noted that the Westonka School ' sinformed
her that they are having a meeting on July 11 , 1983 ,
located inthelecturehallregarding thecoordination
of community services . Mayor Butler noted that July
llth was a council meeting night and asked staff to
send a letter to the Westonka School Board stating why
there would be no one there from the City of Orono .
LAKE MINNETONKA MAYOR'S
ASSOCIATION MEETING
REPORT Mayor Butler reviewed with the Council that the
primary reason for the meeting held on June 23 , 1983 ,
was the task force report . She noted the attachments
that illustrated the parking spaces available around
the lake which was for their information.

FORCE - FINAL REPORT Mayor Butler noted the Lake Minnetonka Task Force Final
Report was for Council ' s information only.
MINNEAAHA CREER
WATERSHED DISTRICT
MEMBERSHIP Mayor Butler noted the letter to Gene Hickok and Mike
Panzer indicating that Brad Van Nest and Tim Adams are
the appointee and the alternate to the technical
advisory committee of the Minnehaha Creek Watershed
District .
MAYOR'S REPORT Mayor Butler noted that she had been invited to attend a
meeting , which is going to be another review of the
task force report , with the Metropolitan Park
Foundation. She explained that this was a group of
private individuals that loak at potential park
properties and try to figure out how to raise money in
order to secure those properties for the Hennepin
County Park Reserve. The meeting will be held in the
afternoon of July 13 , ].983 .
CABLE TV REPORT Mayor Butler noted that July 12, 1983 , at 5 : 30 at
Shorewood City Hall , members of the Cable TVBoard will
be able to pick up copies of the responses from the
providers .
Mayor Butler reviewed future Cable TV Committee
meetings with the Council as follows :
August 9 , 19�3 at 5 : 3�1 PM at Shorewood City Hall
August 23 , 1983 , at 5 : 30 PM at Shorewood City Hall
September 13, 1983 at 5 : 3Fi PM at Shore�wood City Hall
TRANSPORTATION REPORT Councilmember Adams reported on the Transportation
Development Guide Policy Plan ' s history which was
divided into four major steps :
1952 - first focus was on interstate freeway system .
19�9 - MTC was established .
1975-77 - they knocked down projections for the
transportation needs .
1983 - last step which has been approved by the
Metropplitan Council .
Councilmember Adams noted some of the highlights of
the report. The report seemed to focus on utilizing
all existing investments; no grand schemes for rail
systemsor newformsof transportation . He noted the
tremendous effort to get the public to ride together in
carpools.
Councilmember Adams noted they had divided the
Metropolitan Area upinto different zones. He stated
they had set up the core areas around major shopping
areas , which are usually the collector points .

Councilmember Adams noted the plan stated where the
deficiences would be in the year of 2000. He stated
that the Highway 12 corridor would be the one to affect
the City of Orono the most .
CITY ADMINISTRATOR'S
COUNTY ROAD #15 MEMO Mayor Butler and City Administrator Benson met with Herb
Klossnerlast week as per City Administrator Benson' s
memo of June 23 , 1983 . Mayor Butler noted the County
was not willing to do anything with County Road 15 .
Mayor Butler stated that Hennepin County was asked to
find the original plans (1966-77) and to update them to
coincide with todays standards . Approximately in 6
weeks , Hennepin County will be sending those plans to
the City of Orono . Mayor Butler noted that she would
then meet with the Mound Mayor and Spring Park Mayor to
review the plans and place the corrections they all
agreed on. She noted for the record that she was very
interested in continuing the dialogue with the other
two Mayors in the interim .
Mayor Butler noted for the record that she had made it
clear to the two Mayors that the City of Orono was not
going to reopen the discussion of having 4 lanes on
County Road 15 .
Councilmember Adams noted the bicycle situation along
County Road 15 .
Councilmember Hammerel noted that maybe a bicycle path
ought to be put along County Road 15 .
Councilmember Frahm stated that the letter suggested
that the City of Orono was going to reopen the 4 lane
issue again .
Councilmember Frahm moved , Mayor Butler seconded , to
direct Mayor Butler in her discussions with the Mound
and Spring Park Mayors , reaffirming once again that
the City of Orono is not interested in discussing the 4
lane issue on County Road 15. Motion Ayes (5) , Nays

HIGH�AY 12 & 5 Mayor Butler moved , Councilmember Frahm seconded , to
approve a traffic signal installation at Highway 12
and County Road 6 as stated in the letter fromJ . S. Katz
of Minnesota Department of Transportation dated June

TREATMENT PLANT LETTER
FROM BARRY SCAADE Councilmember Frahm noted the letter is putting
everything on hold and he does not want to be held up
anymore and wants the hearing right away.
Councilmember Frahm moved , Councilmember Adams
seconded , to send a letter to Barry Schade stating that
the City wants a hearing within the next three months
or upgrading of the treatment plant with phosphorus
treatments and that the City of Orono requests an
answer fromBarrySchadewithin60days . Motion, Ayes
