Councilmember Grabek arrived at 7 : 18 P.M. Also present : Zoning Administrator Mabusth , City Attorney Malkerson, Planning Commission Member Sime, and City Clerk Strom. Absent: City Administrator Benson . CONSENT AGENDA* Councilmember Frahm moved , Councilmember Hammerel seconded , to approve the Consent Agenda* with all staff reports concerning items reviewed at this meeting to be attached to the original copy of these minutes on file in the City Clerk' s office. ' PARR COMMISSION COMMENTS No comments from the Park Commission. PLANNING COMMISSION COMMENTS No comments from the Planning Commission. CDBG PUBLIC HEARING DATE* Councilmember Frahm moved , Councilmember Hammerel seconded , to approve the date of March 14, 1983 at 7 : P10 P.M. for the public hearing for the Community Development Block Grant, Year IX. SURVEY - COMMON-OWNERSHIP VACANT LARES80RE LOTS Zoning Administrator Mabusth reviewed with the City Council the report she prepared concerning vacant lakeshore lots under common and separate ownership. Councilmember Grabek arrived at 7: 18 •P.M. Mabusth explained that the survey was for lakeshore lots only. Mayor Butler requested that Mabusth present plat maps showing the locations of these lakeshore lots and surrounding neighborhoods at afuture meeting so that the City Council will have a better understanding of the extent of these properties. SEWER ADVISORY BOARD GROUP C Mayor Butler presented to the City Council the Minutes of the Sewer Service Advisory Board for Group C held on December 14 , 1982. MOLLY'S CORNER The City Council and Planning Commission Member Sime reviewed the memo prepared by Mayor Butler concerning the Molly' s Corner matter dated February s3, 1983 . Discussion included the railroad right of way; the status of Bracketts Avenue; ingress/egress safety factors; public vs. private ownership of the parking area; cleanup and policing the area; the charging of fees for citizens using the area vs. the City of Orono taxpayers assuming the costs of cleanup and upkeep; and the possibility of creating more problems by closing the area to the public because of no parking being available in that area for persons using the lake. Councilmember Grabek moved , Mayor Butler seconded , to directstaff to contactthe railroad as to their future plans for the railroad and to also find out the feelings of private property owners as to the vacation of that property, and to notify other property owners within 500' of the area .Motion, Ayes (5) - Nays (0) . Mayor Butler moved, Councilmember Frahm seconded , to approve City Administrator Benson' s letters to Bruce Malkerson, Commis- sioner Robb, and Dave Swenson, Hennepin County Highway Department , dated February 9, 1983, concerning the Molly' s Corner matter .
