Regular Meeting of the Orono Council , January 24 , 1983 .
The Orono Council met on the above date with the
foll.owing members present : Mayor Mary Butler ,
Councilmembers , Grabek, Frahm, Adams and
Hammerel . Also present : City Attorney
Malkerson, City Planner Olson, Deputy City Clerk
Woytcke, City Administrator Benson arrived at
approximately 8 : 15 P.M. .

seconded to approve the Consent Agenda as
presented . Motion, Ayes (5) - Nays (0) .
MINUTES
Mayor Butler moved , Councilmember Adams seconded
to approve the December 30 , 1982 minutes as
amended . Motion, Ayes (5) - Nays (0) .
Mayor Butler moved , Councilmember Frahm
seconded , to approve the January 10 , 1983 minutes
with the correction on page 4 explaining the
reason for denial of the Home Builders Variance
added to the discussion. Motion, Ayes (5) - Nays

was present regarding the purchase agreement and
final plat resolution.

seconded to adopt Resolution #1452 Approving the
Plat of Johnstons French Lake Second Addition.

PUBLIC HEARING 2/7/83
MOLLY'S CORNER
Mayor Butler announced that there will be a Public
Hearing at the Orono Council Chambers on February
7, 1983regarding the vacation ofBrackettAvenue.
This Public Hearing will be held in front of the
Orono Planning Commission.
D.N.R. SHORELINE MANAGEMENT COMMISSION REPORT
City Planner Alan Olson reported to the Council
that he was appointed as a member of the Shoreline
Management Commission and the first meetinq was
January 21, 1983.
The purpose of this commission is to review the
existing shoreland regulations and recommend any
changes, either at the legislative level or at the
rule-making level , so as to make them more
responsive to local needs.
METRO HRA-RENTAL REAABILITATION LOANS
RESOLUTION #1455
Mayor Butler moved , Councilmember Adams seconded
to adopt Resolution #1455 Authorizing the
Metropolitan Council To Implement the Rental
Rehabilitation Loan Program and the Section 8
Moderate Rehabilitation Program Within The City
Of Orono. Motion, Ayes (5) - Nays (0) .
PUBLIC COMMENTS
None
LARE MINNETONRA CONSERVATION DISTRICT REPORT
JoEllen Hurr , Orono ' s representative and
secretary of the LMCD was present to report to the
Council . She also stated that in the future she
will only attend the second council meeting of the
month or send a written report as the meetings are
held early in the month and she could not have a
report until then .

JoEllen also reported that the Lake Lovers Ball
would be held February 1P1, 1983, and that anyone
interested should attend .
She reported that the LMCD would have the first
reading of the Residential Boat Storage
Ordinance, this ordinance would allow you to 4
boats at your dock with a special permit , you may
have 2 of your own without any problem but if you go
to 3 or more you will have to go to the LMCD for a
special permit . Thefee that is being considered
is $10. OH.
LMCD stated that they felt there should be Publ ic
Hearings regardinq the Lake Access Parking
Agreement before they would sign the joint
agreement .
JoEllen stated that she had stopped into the City
office today and spoke with Jeanne Mabusth
regarding the fact that the City had not responded
to the DNR' s Revised 1982 Draft of Cooperative
Program for Providing Access on Metropolitan Area
Lakes. The City and the LMCD have requested that
the public hearing that was to be held on January
21 be extended . City Planner Alan Olson stated
that he would get a letter out to the DNR.

CABLE T.V. RESOLUTION #1456

seconded to approve Resolution �1456 Adopting A
Final Joint and Cooperative Agreement As Amended
for the Lake Minnetonka Cable Communications

TRANSPORTATION REPORT
None
CONFERENCE FOR NEWLY ELECTED OFFICIALS •
Mayor Butler encouraqed all the council to attend
the seminar for newly elected officials that is to
be held Saturday February 5, 1983 . The members
that wish to attend are to let the Deputy Clerk
know so that reservations can be made .
BOARD OF REVIEW
Mayor Butler announced that Hennepin County
Assessor has set the date for the 1983 Local Board
of Review to be Wednesday, June 1 , 1983 .
POLICE OPEN HOUSE
Mayor Butler announced that the Orono Police
Department will hold an open house in their new
building on Sunday, February 20, 1983 from 1 : 00 to
3:00 P.M. The notice will be published in the local
newspapers.

seconded to approve the Payment �2 for the 82-1
Sanitary Sewer Project in the amount of
