PnIrTUTES OF SPECIAL COUNCIL MEETING
7 : 30 P.M.
Special Meeting of the Orono Council , September 16 , 1982 .
The Orono Council met on the above date with the
following members present : Councilmember Hurr ,
Adams, Frahm, and Butler. Also Present : City
Finance Director Kuehn, and City Administrator
Benson . Absent: Mayor Van Nest. City Admini-
strator Benson announced that Norm Paurus was
mailed an agenda of the 9-13-82 Council Meeting.
,7o Ellen Hurr announced she notified Mr. Wm. Sime
of the special meeting. No members of the public
present.
PUBLIC HEARING-BIG
ISLAND REZONING Butler moved, Frahm seconded, to approve the
Public Hearing for Big Island Rexoning to be
held October 25 , 1982 at 7 :00 P.M. in the Orono
Council Chambers . Motion, Ayes (4) - Nays (0) .
CITY ASSESSOR DISCUSSION
City Administrator Dick Benson, reviewed with
the City Council the intent to proceed with
employing a City Assessor.
A resolution will be submitted no later than
February 1 , 1983 for council approval .
Procedures that will follow will be to advertise ,
interview, and arrange for a selection committee
to interview selected applicants.
The intent of the City is to notify Hennepin
County of the City' s intent to terminate the
existing contract in 1984 or at an earlier date
if a qualified assessor is available.
LAKE ACCESS COMMITTEE
MEETING-SEPT. 21 , 1982
City Administrator Benson announced to the Council
. information regarding the Lake Access Meeting of
September 21 , 1982 , 7 :30 P.M., at the Orono Council
CAPITAL OUTLAY PURCHASE Chambers.
COMPACT PICK-UP TRUCK
Hurr moved, Butler seconded, to approve the
Capital Outlay Purchase of a Compact Pick-up
for the Street Department. Motion , Ayes (4) -
Nays (0) .
L.M,C.D. LETTER
Hurr moved , Butler seconded, to approve City
Adr�inistrator Benson' s letter to the L.M.C . D.
SPECIAL COUNCIL MEETING OF SEPTEMBER 16 , 1982 PAGE -2-
L.M.C.D. Letter regarding the City' s polisiton to support the
L.M.C.D. in prosecuting violations. Motion,
Ayes (4) - Nays (0) .
JOINT MEETING OF COUNCIL
AND PLANNING COMMISSION
City Administrator Dick Benson, and Finance
Director Kuehn, reviewed with the City Council
the proposed budget for the 1983 calander year.
Reviews were made of the line item budgets of
all the departments serving the City.
Reductions in the proposed 1983 General Fund
Budget were recommended:
Government Buildings
Police Building Septic System $5 , 000 . 00
Police Building Painting $1 , 000 . 00
Civil Defense Siren $6 ,000 . 00
Total 1983 Reduction $12 , 000 . 00
Revenues were reviewed noting declining revenues
in Homestead Credits and T,ocal Government Aids
since 1981 . Other declining revenues and over-
all delinquencies in taxes and utilities were noted.
Dick Benson suggested another budget meeting be
held on September 30 , 1982 at 7 : 30 P.M. to review
contingencies for various funds particularly
equipment outlay funding and building funds and
to set the ad volourm tax for 1983 .
Butler moved, Hurr seconded, to have another
special meeting for the budget on September 30 ,
1982 at 7 :30 P.M. Motion, Ayes (4) - Nays (0) .
ADJOURNMENT Hurr moved, Butler seconded, that the meeting be
adjourned at approximately 9 : 30 P.M. Motion,
Ayes (4) - Nays (0) .
