CITY OF ORONO
Regular meeting of the Orono Council May 24, 1982.
7:00 P.M.
The Orono Council met on the above
date with the following members
present : Mayor Van Nest, Council-
members, Adams, Butler, Frahm and
Hurr. Also present : City Engineer
Cook , City Planner Olson, Public
Works Coordinator Gerhardson,
Assistant Chief, Burmaster, Officer
Pielow and City Attorney Bruce
Malkerson, Deputy Clerk Woytcke.
Absent , City Administrator Benson.
OATH OF OFFICE
JOHN PIELOW
Assistant Chief Burmaster intro-
duced Officer John Pielow as the
new police officer hired to replace
Officer Courtney. Deputy City
Clerk Woytcke administered the
oath.
CONSENT AGENDA;
Hurr moved , Butler seconded , that
Consent Agenda item �2 be removed
for discussion purposes. Motion,
Ayes (4) - Nays (0) .
Butler , moved , Van Nest seconded ,
to approve the Consent Agenda*
subject to removing item �2 with
all staff reports concerning items
reviewed at this meeting to be
attached to the original copy of
these minutes on file in the City

LARE MINNETONRA CONSERVATION
DISTRICT - REPORT
Jo Ellen Hurr , Orono ' s represent-
ative to the LMCD reported that the
annual boat trip around Lake
Minnetonka will be held August 7,
1982 from 11 : 30 A.M. to 2: 30 P.M. .

COMMENTS

Commission.

#671 SCHLEE BUILDERS
SUBDIVISION RESOLUTION
City Planner Olson was to review
with the Council the traffic study
for the Schlee Development but Mr.
Russ F`ierst representing Schlee
Builders stated that they were
withdrawing their application.
Their intention is to revert to the
duplex plan that had been approved
previously.
The council acknowledged the with-
drawal and there was no action to
be taken.

City Planner Olson reported to the
council that Mr. William Smiley had
called and requested that his
variance application be tabled .
Van Nest moved , Adams seconded to
table application #679-William
Smiley until such a date he would
be able to come back to the

Hurr moved , Butler seconded to
adopt Resolution �1386 regarding
the First National Bank of
Navarre ' s Subdivision. Motion,

adopt Resolution �1388 regarding
Mr. Albin Thies , 830 Old Crystal
Bay Road-Final Subdivision. Mo-

CDBG YEAR VIII*
RESOLUTION �1387
Hurr moved , Butler seconded , to
adopt Resolution �1387 regarding
the CDBG YEAR VIII funds. Motion
Ayes (4) - Nays (0) .
SUNTANNING PROPOSED ORDINANCE
Butler moved , Frahm seconded , to
table the adoption of the proposed
Suntanning Ordinance indefinitely.
Motion, Ayes (4) - Nays (0) .
On the question of interpreting the
existing zoning ordinances, Van
Nest moved , Butler seconded as
follows; "Not more than one sun-
tanning booth may be allowed as an
accessory use within an existing
permitted barber or beauty shop in
the B-1 District only. " Motion,
Ayes .(4) - Nays (0) .
LARE MINNETONRA
ISLAND STUDY
It was announced that City Planner
Olson and some Council members
would visit the Island June 11 , and
then meeti with the homeowners of
the Island on Wednesday June 30,
1982 at 7: 30 P. M. .
WATL'R TOWER MAINTENANCE
Van Nest moved, Butler seconded , to
approve the plans and speci-
fications for painting the water
tower. Motion, Ayes (4) - Nays

After the motion Mrs. Zelma Mc-
Kinney, a neighbor of the water
tower , stated to the council that
she would like to see it painted

sky blue, also she reported that
the water plant had a terrific
noise lately and would like ta have
someone check into this. Council
felt the sky blue color was
certainly a good color. Council
also requested the water department
to investigate the noise the water
plant was creating.
DRAINAGE PROBLEM
1400 PARR DRIVE
Mr. and Mrs. Paul Anderson were
present to discuss with the Council
the drainage problem they have in
their back yard . They stated they
have owned the property for six
years but the water problem has
only been in the last three years.
John Gerhardson, Public Works Coor-
dinator stated that the Anderson' s
problem was related to the tile
line that drains the back yard , it
is many years old and the tile
apparently is broken. It is also
an inadequate system.
Councfl stated that the City cannot
get involved in a drainage problem
that involves a private tile line.
The Council directed the City
Engineer to review the problem and
to report back to the council at
the next regular council meeting on
June 14 , 1982.
MINNEHAHA CREER
WATERSBED DISTRICT
Mayor Van Nest stated that the MCWD
did meet on May 6, 1982. The
minutes from that meeting was in
the agenda packet for reviewal .
LETTER TO GOVERNOR QUIE
REQUESTING TO BE APPOINT�D
TO THE TASR FORCE
Mayor Van Nest reviewed his letter
to Governor Quie requesting that he
be appointed to the Task Force
regarding recreational plan for
Lake Minnetonka. He stated he has
not received any more information
at this time but would report to
the council when he does.

Councilmember Butler , the Orono
Representative to the Lake Minne-
tonka Cable TV advisory committee
reviewed the minutes of the April
8, 1982 meeting.

approve the date of the Board of
Review to be June 1H, 1982 at 7 : 30
P.M. in the Orono Council Chambers.

approve the Wayzata Country Club' s

Hurr moved, Butler seconded , to
accept Police Officer Judy Munschs'
resignation effective May 25, 1982.

approve Chief Kilbos' request to
fill the vacated position caused by
the resignation of Judy Munsch.
