minutes of the Regular Meeting of April 26 , 1982 .

Lee Tomlinson , Chairman of the Park Commission , PARK COMMISSION COMMENTS
was present with comments regarding the Tot
Lot in the Schlee project.
The minutes from the LMCD meeting were LMCD REPORT
reviewed regarding the meeting held in
Mound on April 20, 1982 .
No comments from the Planning Commission. PLANNING COMMISSION COMMENT:
No comments from the public , on any items PUBLIC COMMENTS
that was not on the agenda.
About 45 people from the Navarre area were #671 SCHLEE BUILDERS
present to comment on the Schlee Project and SUBDIVISION
to let the council know their feelings regarding
the traffic problem. They did not wan any new
traffic in their neighborhood.
Mayor Van Nest explained that this was not a Public
Hearing but that the council would listen to their
comments and suggestions .
City Planner Olson then reviewed with the council
the Schlee project to bring them up to date on the
project.
Mr. Russ Fierst was present to represent Schlee
Builders .
Van Nest moved, Butler seconded to approve the
preliminary plan of the Subdivision of Schlee
Builders at 3660 Shoreline Drive with the following
conditions to be drafted in a Resolution by the
City staff :
1 . 48 Single family units approved with
existing proposed street layout .
2 . Sewers to flow north per City Engineer' s
recommendation.

3 . Water main extension per City Engineer' s SCHLEE BUILDERS CON'T.
plan approval .
4 . Storm drainage system per City Engineer
and MCWD plan approval .

plan approval .
6 . Tot Lot park dedication subject to Park
Commission recommendations , with total
park dedication per Ordinance 22 , Section
39 . 170 et. seq. , and the current fee
schedule.
7 . Payment of all required development review
and improvement inspection fees , park ded-
ication fees, and improvements costs ,
connection charges or assessment waivers .
Also to direct City Engineer to com� back to
the next regular meeting with an estimate of a
feasibility study for the City to do all improvements
with costs to be assessed against the developer, and
direct staff to do a further study of ways to handle
any traffic problems in the existing neighborhoods.

Zoning Administrator Mabusth, reviewed the 4 #669 TONKA PROPERTIES
unit subdivision application for Tonka 1340 BALDUR PARK ROAD
Properties 1340 Baldur Park Road.
Councilmember Butler questioned Mr. Peterson
as to when he was going to hook up the existing
house to sewer. He stated he had put money down
to do it but if this application fails he may not
do anything. Council reminded Mr. Peterson that
this was required whether or not he proceeds with
the subdivision.
Councilmember Hurr stated that she would prefer
a single family subdivision and not a PRD.
Van Nest moved, Adams seconded, to table the PRD
Subdivision application with specific direction
that the applicant consider a 3 unit density with
either a sibdivision or PRD proposal, and return
to the next regular council meeting for council

Zoning Administrator Mabusth reviewed the #679 WILLIAM SMILEY
Variance application of Mr. Wm. Smiley, 2720 PHEASANT RD.-VARIANCE
2720 Pheasant Rd. . Also present was Mr. Dick
Hassel , the attorney representing Mr. Smiley.
After much discussion by the council , attorney
and Mr. Smiley the council did not feel any
action could be taken at this meeting.

Adams moved , Van Nest seconded, to table the lot
area and lot width variance pending additional
review by staff for presentation at the next
regular council meeting. Motion, Ayes (4) - Nays (0)
Van Nest moved, Butler seconded, to adopt RESOLUTION #1385*

Mr. Lloyd Sims of the First National Bank #648 FIRST NATIONAL BANK
Navarre, was present to review their NAVARRE-VARIANCE
Variance application.
Butler moved, Van Nest seconded , to concept-
ually approve the First National Bank of
Navarre set back variance of 11 . 5 ' for their
canopy structure that will be attached to the
south side of the bank structure. Council also
directed staff to draft a resolution to be
presented at the next regular meeting.

Zoning Administrator Mabusth, reviewed with #675 DONALD CARTER-VARIANCE
Council the Variance application of Donald 4460 NORTH SHORE DRIVE

Butler moved, Hurr seconded, to approve the
lot area and lot width Variance subject to
the following conditions :
l . Proposed house and additional improvements
as shown on Exhibit D, may not exceed
allowed 2 , 525 sf of hardcover-City will
allow additional hardcover for a turn-
around section to proposed driveway
subject to building inspector' s review.
2 . City wil'1 not grant setback or hardcover
variances for any future improvements .
3 . An access permit from the Hennepin County
Highway Dept . must be submitted with the
building plans .
4 . Removal of 2 sheds and/or garage, slabs and
gravel driveway prior to sheet rock inspection
and immediate restoration of disturbed areas .

variance and conditional use permit application
subject to the following conditions :

Mayor Van Nest reported that he did not PAINTER' S CREEK MEETING
attend the Painter ' s Creek meeting. Norm REPORT - MAY 6 , 1982
Paurus went to this meeting and he has not
contacted the Mayor with a report.
Mayor Van Nest stated there was nothing new SEWER SERVICE AREA ADVISORY
to report on the Sewer Service Area Advisory BOARD GROUP C
Board Group C meeting.
A letter was received from Mr. Gale Lennon' s ADVISORY COMMITTEE
office requesting the council to have two ORONO SCHOOL DISTRICT/
representatives on the Advisory Committee MAPLE PLAIN SCHOOL
to decide the best use for the Maple Plain
School building that is being closed.
Van Nest moved, Butler seconded, to have
Tim Adams and Jo Ellen Hurr represent Orono
on this committee. Motion, Ayes (4) - Nays (0)
Councilmember Butler stated there was no new CABLE TV REPORT
report from the Cable T.V. Committee.
Jo Ellen Hurr stated no report from the TRANSPORTATION REPORT
Transportation Committee.
Van Nest moved, Butler seconded to approve TEMPORARY EMOLOYMENT*
the employment of Dana Krimmel at the rate DANA KRIMMEL & BETTY STEVEN:
of $3 . 50 per hour and Betty Stevens at the
rate of $3 . 60 per hour as temporary counter
helpers at the Orono Golf Course effective
May 1 , 1982 . Motion , Ayes , (4) - Nays (0)
