Regular Meetinq of the Orono Council 7 : 00 P.M.
January 25 , 1982 .
The Orono Council met on the above date with
the following members present : Mayor Van Nest,
Councilmembers Butler , Frahm, Adams & Hurr.
Also present : City Attorney , Malkerson , City
Engineer Glenn Cook , City Planner Alan Olson ,
and City Deputy Clerk , Woytcke.
Mayor Van Nest called the meeting to order at
7 : 05 P .M. .
Mr. Ben Withhart representing the Suburban WESTONKA COUNSELING FOR
Community Services was introduced by Mayor OLDER ADULTS PROGRAM
Van Nest and initiated discussion regardinq RESOLUTION #1356
the services of this program.
Mr. Withhart stated the residents receive information
regardinq the proqram mostly by word of mouth ,
some referrals come from the Suburban Public
Nursing and Churches .
He also stated this program is supported
primarily by fundinq from three sources ,
1 ) United Way Funds , 2) West Hennepin Community
Mental Health Center, and 3) Funds from benefited
municipalities.
Butler moved, Van Nest seconded, to adopt
Resolution #1356 Authorizing The Mayor and
City Administrator to enter into an agreement
with the Westonka Counseling for Older Adults
subject to the City receiving a six month
report of this program' s service to Orono
residents . Motion , Ayes (5) - Nays (0)
Hurr moved, Van Nest seconded, to approve the CONSENT AGENDA*
Consent Aqenda* subject to removing items
3 , 7 , 8 , 28 , 30 , and 31 , with all staff reports
concerning items reviewed at this meeting to
be attached to the original copy of these
minutes on file in the City Clerk ' s Office.

Councilmember Hurr , Orono' s repr�sentative LMCD REPORT
to the LMCD stated that the Marina Committee
meeting will be February 3 , 1982 , also the
Third Annual Lake Lovers Ball will be held
February 11 , 1982 .

the six month extension of deadline for 935 Willow Drive South
preliminary plat approval and for aqreement
to sell city land to H.R. Johnston because
of mutual delays in meeting requirements for
final plat approval and in clearinq of title

will act on this after-the-fact Conditional
Use permit application . The Council will then approve
only if Thaxter has supplied a signed flowage
and conservation easement in terms acceptable
to the City. If easement is not completed b_y
February 8th, staff is instructed to issue
tags for doing work without prior approval .

City Planner Olson , stated that in 1976 SALE OF CITY LAND TO
Mr. Ellis approached the City to purchase MIKE EILLIS 840 OLD
a part of our sewer plant property and CRYSTAL BAY ROAD
Council conceptually approved the sale .
Ellis dropped the matter for personal
reasons but lately has renewed his
request. Staff requested Council to
renew the 1976 conceptual approval .
Van Nest stated that the MWCC is now
returning most of the sewer property
back to the City. Our CMP states the
public works department should eventually
be moved elsewhere , consequently , the
City would probably sell the remaining
property not retained by the MWCC for
residential purposes . Council would like
to review a conceptual plan of a possible
residential subdivision and determine how
this sale miqht affect such a plan,
Councilmembers aQreed that from the information
presented to date, it appears as if the sale
of this parcel to Mr. Ellis was loqica� and
reasonable , that the City Council would like
to determine how the sale of this piece would
affect useability of remaining City land before
agreeinq to a selling price.
Van Nest moved, Adams seconded to table the
Mike Ellis request for further review.

Butler moved , Frahm seconded, to approve PAYMENT #2 IDEAL ENTERPRISES
payment #2 to Ideal Enterprises-Highwood HIGHWOOD SEWER PROJECT
Sewer Project subject to retaininq_ $500 . 00
for restoration in the spring.

Mayor Van Nest announced the meeting of MAYOR' S REPORT
the MCWD will be February 4 , 1982 .
Mayor Van Nest stated the Sewer Service
Area Advisory Board meeting was cancelled
due to the weather, no new date has been
set .
The minutes of the Sewer Service Area
Advisory Board were in the packet for
council reviewal .
Van Nest announced the Mayor' s Association
Meeting will be held March 4 , 1982 in Mound.
The minutes of the last meeting were also in
the packet for reviewal .

Van Nest stated the letter to the County MAYOR' S REPORT CON ' T.
Commissioners reaardinq the rejection of
the Site M. Landfill was sent out January
8 , 1982 , copy enclosed tor Council review.
Council received a copy of City Attorney' s
letter to the Board of Commissioners regarding
the Landfill Site M.
