Regular Meeting of the Orono Council, 7 : 00 P.M.
November 24 , 1980
The Orono Council met on tfie above date with the
following members present: Mayor Van Nest, Council-
members Butler, Hannah, Hurr, and Paurus. Also
present: City Planner Olson, Zoning Administrator �
Mabusth, City Attorney Mal.kerson, Public Works
Coordinator Gerhardson, City Engineer Cook and City � .
Clerk Strom. Absent : City Administrator Benson�
Mayor Van Nest announced that now was the time and PUBLIC HEARING
place for the Public Hearing concerning the CDBG PROGRAM
Community Development Block Grant Program. The Notice "
of Public Hearing and the Affidavit of Publication
were presented.
Larry Blackstad, Hennepin County, and Howard
Meagher, Orono ' s representative to the CDBG
Planning Committee, were present.
Mr . Blackstad explained the purpose of the program
and the rehabilitation program. He also stated that
a bookkeeping action was necessary for a transfer of
$75 from Year II to Year IV because of being over
expended.
Howard Meagher reviewed past expenditures of the
Program.
After all persons present were afforded an opportunity
to be heard, Mayor Van Nest closed the public hearing
at 7 : 15 P.M.
Mayor Van Nest moved, Butler seconded, to reallocate
$75 from Year II to Year IV to cover a deficiet on
conference and planning for the Community Development
Block Grant Program. Motion, Ayes (5) - Nays (0 ) .
Mayor Van Nest also stated that a Public Hearing will
be called for the first meeting in January, 1981 to re-
allocate unused funds.
At 8 : 00 P.M. , Mayor Van Nest opened the public PUBLIC INFORMATION
information meeting concerning the Orono/Long Lake MEETING
water system matter. Orono/Long Lake Water
Representatives from Washington Scientific and
Van Dale were present.
Mayor Van Nest explained the matter of the Long
Lake water system problem to the audience stating
that some options could be private wells or the
possibility of private connections to the Long Lake
system.

Councilmember Hurr stated that the City of Medina PUBLIC INFORMATION
was interested in a water system from the Medina- Orono/Long Lake Water
Morningside area to Orono and the possibility of (Continued)
a joint venture .
Mayor Van Nest suggested to the representatives
from Washington Scientific and Van Dale that thay
contact the Long Lake City Council for possible "
private hookups to Long Lake . � •.

Butler moved, Hannah seconded, to approve the CONSENT AGENDA*
Consent Agenda*, subject to removing items 5 and
22 , with all staff reports and information reviewed
at �his meeting to be attached to the original copy
of these minutes on file in the City Clerk ' s office .

No comments from the Park Commission. PARK COMMISSION
Councilmember Paurus, Representative to the Lake LMCD REPORT ,
Minnetonka Conservation District, reported that
some Directors are considering grandfathering
existing commercial docks and to amend the ordinance
to include all existing docks to use a full 200 ' .
Councilman Paurus stated that he preferred the
ordinance to stand as is. Mr. Paurus also informed
the City Council that the LMCD Directors are consider-
ing that alternate members serve on the LMCD commission
but that he is opposed to that.

No comments concerning Comprehensive Planning. COMPREHENSIVE PLANNING

Mayor Van Nest moved, Butler seconded, to approve PUBLIC HEARING DATE -
a public hearing for Nelson/Crear , 3701 Shoreline Industrial Revenue
> Drive , regarding industrial revenue bonds for Bonds
the first Council meeting in January, 1981. 3701 Shoreline Drive

John Gerhardson, Public Works Coordinator, informed ARCOLA BRIDGE
the City Council that the Arcola Bridge construction
has been shut down for the remainder of the
season with construction due to start up again
in the middle of April , 1981.
The bridge will be left in its present condition
throughout the winter months. Mr . Clayton Nolbe,
Hennepin County Transportation, stated that they
are sure that everything has been done to assure
safe conditions through the winter. (Continued)

Mr . Nolhe stated that the pier work had be�n ARCOLA 13R1nGE
co�pleted so that next April they can set the � (Contiilui�d)
re-rod, pour th� deck and sidewalk, and place
the railings. A def_inite completion date is not
available at this time.

for the traffic signal at Highway #12 and the Old Traffic Signal

Council the status of the 1980-LS-1 & LS-2 sewer 1_980 - LS-1 & LS-2
project stating that Project III will start next
week. A?r . Cook also presented the City Council
with a map outlining the completed work in the
sewer project.
The MSA Designations item on the agenda was tabled MSA DESIGNATIONS
until the next Council meeting for further informa-
tion.
Hurr moved, Butler seconded, to table until the TRAFFIC CON'I�ROL
next Council meeting the traffic control change Fox Street/Old Crystal
for Fox Street and the Old Crystal Bay Road for Bay Road
further information. Motion, Ayes (5) - Nays (0) .
Butler moved, Hurr seconded, to approve the DNR PARKING LOT
department of Natural Resources purchase of Orono
land at McCulley Road for the amount of $10 , 500
subject to the proper drainage easement being
entered into the legal description, and subject
to the DNR giving up rights on the Bederwood
location and transferring to this location.

- Paurus moved, Butler seconded, to approve the FINAL PAYMENT #8
payment to Buffalo Bituminous Final Payment #8 , Buffalo Bituminous
McCulley Road, in the amount of $60 , 414 . 78 , after
adding Change Order #4 in the amount of $3 , 502 and
deducting the liquidated damages in the amount of
$42 , 998 . 79 . Motion, Ayes (5) - Nays (0 ) .
Butler moved, Hurr seconded, to approve a joint JOINT MEETING
�t�q with the Planning Commission for Wednesday, January 7 , 1981

Councilmember Butler announced that the next CABLE TV MEETING
Cable TV Committee meeting will be Decembez 4 , December 4 , 1980
1980 at 7 : 30 P.M, at the Orono Council Chambers.

memo prepared by Dick Benson, City Administrator, Crystal Bay & Stubbs
concerning his meeting with Deborah Thurston, Bay Sewer Areas
Pollution Control Agency, on November 12 , 1980 ,
concerning federal funding for the Crystal Bay �

Butler moved, Hannah seconded, to approve the ` APPOINTMENT*
appointment of William J. Carlson to Utility William J. Carlson
Foreman, effective January 5, 1981, and to Utility Foreman
adjust his salary from $18 , 484 .08 per year to
$20 , 377. 92 per year, and that the annual increase
be added to that amount once it has been determined. �

Hurr moved, Butler seconded, to approve the date DECEMBER MEETING DATE
of Wednesday, December 17, 1980 at 7 :00 P.M. for December 17 , 1980

Bruce Malkerson, City Attorney, reviewed the VELIE/GIBBS LAKE ACCES�
Velie/Gibbs lake access matter with the City

Bruce Malkerson, City Attorney, commented that EASEMENTS
he is negotiating for easements for the traffic #12 & Old Crystal Bay
signal at Highway 12 and the Old Crystal Bay Road.
Butler moved, Hurr seconded, to approve a PAYMENT
partial payment, as submitted by the City G & L Contracting
Engineer, for G & L Contracting, subject to
the Attorney, Engineer, and City Administrator
agreeing to it. Motion, Ayes (5) - Nays (0) .

following licenses :
