CITY OF ORONO
Public Information Meeting of the Orono Council 7: 30 P.M.
September 30 , 1980
The Orono Council met on the above date with the
following members present: Mayor Van Nest, Council-
members Butler, Paurus, Hurr and Hannah. Also present: �
City Administrator Benson, City Engineer Cook, City
Planner Olson, Phil Chenowith and City Attorney Bruce
P�alkerson.
Mayor Van Nest reviewed the proposed sewer improvement LS-1980-1 & LS-1980-2
project, commenting that the project has been divided
into four parts tHrough the rebidding process and
we do have the ability to construct any or all of the
project. Tonights meeting is not for the purpose
of a public hearing or assessment hearing but only
to dicuss each part of the project informally to
enable the City Council to evaluate the project.
l. The first area to be dicussed was the Marina
area, which was represented by three residents, all
indicated they were in favor of the sewer project.
2. Orono Lane-West Ferndale was represented by five
residents. Questions and comments from the residents
were:
(1) Why have our costs remained the same and the
Minnetonka Bluffs costs have been reduced?
(2) Where did the dewatering costs go? Our total cost
appears to be too high.
(3) We are apposed to the sewer because the City
allowed homes to be constructed in areas that mandate
future sewers. We do not see a fa�.r distribution
of costs. The Pollution Control Agency is considering
this project and we would like to wait .for their
determination.
(4) �an some of the sewer costs be applied to future
Pollution Control Agency �grants if construction starts
now? '
North Shore Dr�ive project six residents present;
their questions and comments were:
(1) Was the project rebid?
(2) Will the City enforce its septic tank ordinance?
Comments from the residents ranged from history does
not support this project and we wish to be dropped
from the sewer project to, we are in favor of the
project and you do have a petition signed by six
residents �avoring it.
Minnetonka Bluffs area - represented by 14 residents.

Questions and comments were:
(1) Is this our last meeting on the sewer project?
(2) Z4hy can' t we wait for Federal funding.
(3) There are too many residents that do not have
sufficient incomes to support the project.
(4) What are the results of the questionnaire?
Mayor Van Nest, the City Council, and City Engineer �
Glen Cook responded to questions and comments by
stating that the projects were rebid and segmented ;
into four parts: County Road #15 (Marinas) , Orono j
Lane and West Ferndale, North Shore Drive and Minnetonka ;
�Bluffs. �

The Minnetonka Bluffs area lower bids reflect elimination
of dewatering costs. Dewatering is an expensive
operation and is reflected in higher costs for the
Orono Lane-West Ferndale areas. For assessing purposes
the areas are assessed according to each project cost.
The City has to proceed with this project based upon
the need to eliminate sewage problems. The Pollution
Control Agency has indicated grant funds will not be
available next year or possibly for three years.
The City has not been entered on the Municipal needs
list which is the first step in the process and we
have been advised this will not occur until next year
or possibly the follzs��_ng year. It is necessar�Z to
order the project in now if we are to certify assessments
by October lOth of this year and start construction
this fall. It is not possible to acquire grant monies
after construction starts. If the projects do fail,
the City will enforce its on-site system regulations.
