Drive and Scotch Pine Lane , May 21 , 1980 Acting :�iayor Butler called the Public Hearing to PUBLIC HEARING order at 7 : 20 P.M. with the following members North Shore Drive & present: Acting Mayor Butler , City Engineer Cook , Scotch Pine Lane � On-Site Systems Mar.ager Gaffron, Public Works � S�w�rs Coordinator Gerhardson, and City Clerk Strom. Mayor Van Nest arrived at 7 : 30 P .M. Absent : Councilmer�ers Hurr and Paurus and City Admir_istrator Benson . R�sidents of the afi�cted properties present : Mr . & Mrs . Joseph Jester - 2515 North Shore Drive Andy Miner - representing Charles Pihl Michael Gaffron, On-Site Systems Manager, presented , the Notice of Public Hearing and the Affidavit of • Publication . Discussion included the route of the sewer line, lift stations , and assessments. Mayor Van Nest explained the procedures the City Council would take before the project is constructed. He also stated that an assessment hearing would be conducted prior to awarding the bid for construction to determine if the project would take place. Mrs . S . Wilso�, 2485 North Shore Drive, expressed concern aboutthe placement of the sewer line due to her trees and other plantings. She was assured that the engineer would work with her to preserve as many as possible of the trees and plantings . Mrs . Jester, 2515 North Shore Drive, questioned the method of assessing the project. Her main concern was for unforeseen extra costs . Mayor Van Nest explained that they were built into the contractor ' s bid because of undetermined extras at the time of construction. Mr . May 21st , the d�te o� the public hearing ror the proposed sew2r pro- ject on North Sho?-e Drive. I believe my views are well known to most of you--I would like the project completed as soon as possible. Throughout this process we , the residents, have been told that our views would be taken intc account and tha� it was up to us to decide whether or not we wanted the pro- �ect. I believe the vote (8 to 3 with one abstentior., or 8 to 4 in favor) is a rinqing endorsement that should ,_ not nor cannot be ignored by you, our elected repre- sentatives. I believe the project is essential for the reasons specified in my previous letters to you so I will not belabor those points here. I would only like to emphasize that the project has been overwhelmingly approved by tnose of us affected and that the bidding climate is e�;tremely favorable at the present time--one onlv has to look at the low bids coming in on the stadium to see the savings we might realize if we mo��e witnout delay. I might add that witn the extremeiy drj� weather we have been h�ving, tne water levels have dropped and construction miqht be cor.siderably less costly. Dick Eenson and Council P.O. Bo>: 66 Crystal Bay, Mf� 55323 RE: SANITARY SEWER CTY. RD. 51 We have attended several m�eiings and replied to various questionaires on the abo��e subject. Our feelings in this maiter are that we do not want the sewer, as we do not . have a problem. This has been determined by tests on our '' present system as late as 13st Fall , 1979. l�le regularly take care of our system on a planned pump out schedule to meet the city of Orono r2quirements.
