A preliminary site visit was conducted as a part of the review process.
The following bulleted items have been observed and must be resolved as a
part oi this permit applicatlon.
Board o1 Managers • Documentation ot Clty approval must be submitted. According to the
City of Orono, a conservation easement was placed on this property for
Pemela G.Blixl the preservation of the vegetation on the bluff extending down to the
,lames Calkins shoreline of the lake. During a site visit on May 1, 2001, Dist�ict Staff
observed that 80-90% of the vegetation on the bluff and shoreline had
lance Fsher been removed. Serious damage has occurred at this site due to the
Mon�aa�ross clearing that has been done in the last 8-8 months. This site clearly
ScottThomas conflicts with MCWD Pollcy as stated In Rule F.
. MCWD Rule F, section 1b-c, Policy states the following: tt is policy of the
�taicdm Re�d Board of Managers to preserve the natural appearance of shoreline and
R�n�,�� streambank areas; and encourage and foster bioengineering, landscaping
and preservation of natural vegetation as prefeRed means of stabilizing
shorellnes and streambanks_
. The permit applicatlon as submitted stated that the shoreline below the
ordinary high water(OHW) has "considerable erosion damage". While at
the site, erosion damage was not observed below the OHW.

, The MCWD recommendation is that this shoreline be restored to its natural
condition where vegetatlon previousty provided stabilizaticn on the biuff and
the shoreilne of the lake, in addition to providing habltat for fish and wildlite.
A plan to restore the shoreline using bioengineering techniques wlll need to
be submitted to the Distrlct for review and approval.
