Public Information meeting of the Orono Council , 7: 00 P.M.
- March 26 , 1980
The Orono Council met on the above date with the
following members present: Mayor Van Nest and
Councilmember Butler. Absent: Councilmembers
Hurr, Massengale , and Paurus. Also present: City _
Administrator Benson, City Planner Olson, City
Engineer Cook, and Public Works Coordinator
Gerhardson.

Mayor Van Nest discussed the proposed project
commenting that it is up to you people to decide
if you want municipal sewers in your area. We
are here to document to you through our on-site
disposal program, the condition of on-site
systems in your area and the type of soils that
are existing. The City will mail to each of you
a questionnaire requesting your comments. We
want to keep in mind that there are several factors
that indicate to us through our investigations
that tell us that on-site systems in your area
are failing and again, there are poor soils,
hi 'gh water tables, and lack of alternate sites to
relocate existing septic systems. After receiving
your questionnaire, the City will hold a public
hearing, order the plans and specifications, hold
an assessment hearing and award a contract, subject
to a 30-day waiting period allowing ample time for
individual appeal. If significant numbers appeal,
the City will have the option to cancel the contract
and not construct sewers in youur area. We have
to keep in mind that the bonding market, at this
time, is not functioning because of high interest
rates and it might not be possible to fund the
project. The City could attempt to fund the project
and bond it later, but this would not be financially '
sound. Other state and federal funding programs
are not available at this time.

Glenn Cook, City Engineer, discussed the project
and with visual aid, explained layouts of the
proposed municipal sewer extensions. Mr. Cook �
explained that it appears that the average
assessment would be $12 , 800 per home on the high
side and $11, 000 per home on the low side, plus an
average $1, 000 connection charge. These are �
all estimates and are subject to change.
Mayor Van Nest commented that the installation
will create some inconvenience until restoration
is complete. Our adopted MUSA line determines
designated urban and rural areas. If this project
is delayed, we will have to go back to the MWCC to
request this area to be included in the 2�4USA.
O�tions to installing municipal sweres are:
l. Repair existing problem if possible
2. Reduce the project in size to include homes
that only have sewer problems
' 3. Install holding tanks which are very expensive
to maintain
4. Condemn properties if systems are a health
hazard and cannot be repaired
After all persons present had an opportunity to
be heard, Mayor Van Nest closed the public
information meeting at 8 : 10 P.M.

Dear Mr. Gaffron :
I have the form letter from you of March 3, 1980 concerning
the sewering of the North Shore Drive area. I had been hopeful
that following the meeting of the homeowners the City Council
would have felt that the general lack of enthusiasm displayed
made a feasibility study a waste of money. However, I presume
that my hopefulness was based more on laziness on my part than
on reality since I did not bother to convey my thoughts to the
City in writing following the meeting. Do not, however, feel
bound to continue the study one moment longer on my account.
For a larger number of reasons , I am not in favor of the proposal
the City is studying. One of the reasons, at least, is that in
your discussion at the meeting earlier this year I understood your
conclusions to be that none of the 12 homeowners involved had
"sewage treatment needs" which were not being adequately met at
the present time or which you had any reason to believe would
not be met in the foreseeable future by the present arrangments.
So, even at a possible "less expense" , the opportunity to spend
money for an unneeded item is not welcome.
I do note from the flags and stakes placed on my property
what is apparently the current route of the proposed project.
Although one purpose of this letter is to express my opposition
to the entire idea, I believe that i� would be desirable to
have information concerning the feasibility and effects of running
the sewer line along the road rather than on the interior route
which you currently staked. Perhaps you could contact me or
Nrs . Callahan (473-8149) and stop by some day soon to discuss
this or other modified and alternate routes . The location of the
present stakes is objectionable in any event.

In closing, I do wish to say I hope your letter of March 3,
1980 is correct that the City has made no decision to force
a sewer on us. But, I confess a certain feeling of pressure from
tne steady onward and undeterred movement toward getting the
sewer in.

Dear Homeowner: Re: 2683 North Shore Drive
In order to more effectively answer your questions and concerns
regarding the costs , routing, and general feasibility of sewering
the North Shore Drive-Scotch Pine Lane Area, the City Council has
ordered the City Engineer to conduct a feasibility study of tne area.
This step was taken now to coincide with the time schedule for a
proposed sewer project in the Shoreline Drive-West Ferndale Area
which, if approved, will be constructed in the Fall of 1980 . While
the City certainly has made no decision to force sewer on you, if
you were to opt for a sewer project it could likely be completed at
less expense if bid as part of the Shoreline Drive-West Ferndale
package.
As part of the study, the City Engineer and his staff will be
surveying and staking a possible route through your properties in
the next few weeks . They will be open to your comments and suggestions
as to the least disruptive practical routing. Please feel free to
call me at any time if you have questions . Again realize that we
are conducting this study as a fact-finding measure only. When the
study is complete, we will meet with you and your neighbors to discuss
the estimated costs, routing, assessment alternatives, hookup costs,
etc. This study should give you a better handle on deciding how to
best handle your sewage treatment needs.

Re: North Shore Drive Sewer Study
Dear Brad:
Our family will be out of town on Wednesday, r�arch 26,
1980 when a Public Information Meeting is scheduled with respect
to the North Shore Drive Sewer Study, and I wanted to at least
share with you and members of the council our position on the
proposed project at this time.
We would like to be on record as leaning against the project.
Our objections at this point are the following:
l. Cost - although we don ' t have actual figures, it a�pears
that on a relative basis redoing our septic system would be
far cheaper than sewer, and we do have adequate land for a
septic system.
2. Tree protection - we understand that the preferable
route would be through our woods and close to our house. i�e
can see that an effort has been made in the staked route to
avoid most of our trees, but we still have a number of
questions.
3 . Inconvenience - we have lived through two sewer projects
in Orono, one on Chevy Chase Drive in 1969-70 , and one on
North Shore Drive last swtuner, and we have developed a def�nite
aversion to sewer projects.

4 . Need - it is our unstibstantiated feeling that t�e �
primary problem of the low-lying properties has been caused by
the high water table created by the blocking or narrowing of
tne French Lake culvert. The flooding seems to be much worse
in the last several years . And it would ccrtainly be ct�eaper
to provide adequate drainage than to sewer .
I am sorry we cannot be at the hearing and would -apareciate
it if minutes of the meeting could be sent to us with route alter-
natives, cost estimates , timetables, etc .
