. Public Hearing fo� proposed sewers for Minnetonka 7 : 05 P.M.
• Bluffs , Orono Lane , West Ferndale Road, and
County Road #15 , March 20 , 1980
The Orono Council met on the above date with the
following members present: r2ayor Van Nest and
Councilmember Butler. Absent: Councilmembers
Hurr, Massengale , and Paurus. Also present: City
Planner Olson, City Engineer Cook, On-Site Systems
Manager Gaffron, Public ��orks Coordinator Gerhardson,
and City Clerk Strom. Absent: City Administrator
Benson. �
Mayor Van Nest stated that since a quorm was not MINNETONKA BLUFFS, ORON
present and no action could be taken tonight, the LANE, WEST FERNDALE
meeting would be an informal one with citizen ROAD, & COUNTY #15
participation and information presented for the SEWERS
residents concerned for their particular area.
City Engineer Cook stated that it was decided at
the previous public information meeting to look at
the feasibility of constructing sanitary sewers for
this particular area. Two basic alternates were
considered after checking the conditions of the
soil borings, where peat was found in depths of
30 feet, so a normal sewer installation for the
area would be difficult.
Mr. Cook presented slides demonstrating the process
of the flow of sewers to the Blue Lake Treatment
Plant. The slides also explained the routes of
the sewer line to be taken through the different
areas to be sewered. Assessment boundaries were
discussed, r4r. Cook stated that wetlands would
not be served, but building sites would be assessed
per buildable site, not by number of lots per dwelling.
Division of larger properties was discussed concerning
the need for sewers if they had adequate room for
private septic systems.
Mayor Van Nest stated that if larger properties wanted
sewers, they would have to join in now for sewer and
not a few years later after sewers are in, so that
they would be included in the assessments now.
Mayor Van Nest also commented that some areas on County
Road #15 were large enough to handle private septic
systems , and it would not be necessary for these
larger properties to have municipal sewers; therefore,
these were not included in the proposed project.

The main concerns of the public present included
location of the sewer line, easements, protecting
trees and underground sprinkling systems, maintenance,
screening for the lift stations and assessments.
Mayor Van Nest asked for a show of hands for or �
against the installation of municipal sewers.
The count was approximately 2/3 for sewers and
1/3 against sewers.
After all persons present had an opportunity to
be heard, Mayor Van Nest continued the hearing
until Monday, March 24 , 1980 at 7 : 15 P.M.

The feasibility report revieved two basic alternates for providing sanitary sewer
service to the area� Alternate I is a gravity system with a single lift station
discharging into the Metropolitan Sanitary Sewer Interceptor.
Alternate II consists of s gravity system in the Minnetonka Bluffs and Orono Lane
area �aith Ferndale Road and County Road 15 being served with small grinder pump
stations. The entire system then discharges into a lift station which pu�s into the
Metropolitan Sanitary Sewer Interceptor.
The estimated project cost along vith the estimated assessment rate as determined
on a unit basis is as follovs:

Alternate II results in a lov cost/unit but maintnenance coets are approaimately
$7,000 higher per year than for Alternate I, because of the grinder pump installa-
tion�. It is proposed that the additional maintenance cost be distributed to the areas
being served by the grinder pump at approximately $300/year. The maintenance costs
would be adjusted as determined by experience in the future.
The project costs do not_ include easement acquisidnn sa it is anticipated that
easements will be donated by the property oWners.
