directed staff to prepare a plan for completing
the park area since we have been informed by
LA�VCON/LCPiR funds and the Army Engineers Battalion
that grant money or free army engineerinc� would not
be available. It is too late this fall to initiate
this work but we can develop a schedule for next
spring.

The Huber variance anplication has been sub�ect to
the same reviewinc� process as the two �revious
variance applications to the moratoriurl: #501,
Gerald Gustafson, setback variance for baserment '
addition and #503 , Henry Schrtitz, setback variance
for detached garage. The Hubers propose an
addition with two bedrooms and a bathroom reRuiring
a side yard setback. This reviewing nrocess
involves r2ichael �affron, Septic System Insnector, �
inspecting each site plan to assure that adec�uate
area remains f_or septic expansion, either additional
area to expand existing system and/or adec�uate area
for an alternate svstem. The intent of the septic
code is to preserve on both new and existinQ lots
enough area to handle all future sewage treatment
needs in the unsewered area. P�ichael �affron has
detailed this application of the septic code in
his memo dated September 19 , 1979.
The Fiubers did not have enough area to satis_fy
both the addition and the septic code' s demands.
Our advice was to acc�uire additional land from
the neighboring property owner. Gaf_fron' s meno of
September 24 , 1979 reviews the effects of this
acquisition on both the Huber' s a��lication and
the neighbor' s property.

sections of the zoning code for several meetings.
Staff' s priority has been working on completion �
of the subdivision ordinance (which is being
typed now with the latest revisions) and the
Comprehensive Plan. [�7e would prefer to complete
these first, including the changes in fencing
provisions with the general zoning code revision
which is next on the list of priorities.
Consequently, we think it is logical and justified

This report is to advise Council that we have
finally received an official reply frori Hennepin
County regarding the access. As vou can see by
Mr. Iiustad' s October 1, 1979 letter, Hennenin
County would deny use of their drivewa_y unless
the City would accept dedication �f it as a '
public street.
This option appears irrational as the actual
function of the driveway would not change, it
connects with no City street, and Hennenin
County even offers to continue maintenance. If
they are so concerned about liability, whv not
dedicate the driveway to themselves as part of
County Road 15 as the County is the r.ma�or user
and continues to invite public tra.ffic to u�e the
shops as over�low �arking.
In any event, I would propose to replv to *Zr.
Iiustad that the City will not accept dedication of
the driveway as being contrary to Cit�� �olicy or
to any logical Cit�� purpose.
Because either access was aPproved, there is no
need for any Council action on this natter, unless

This report is prepared in response to Council f
�uestions at the October 2 , 1979 special meeting. ,
Orono has an ordinance requiring display of_ house I
nur_ibers on all properties. The ordinance includes �
compliance with the uniform grid s��ster► o�
numbers assigned.
House nuribers are assigned b_y the Buildinc� and
Zoning Department, usually at the time of suh-
division, or with the building permit on older
properties. 6�e inspect for and require display
before issuance of a Certificate of nccunanc��
on new or remodeled structures. f
Older structures often do not have nuribers dis-
played or they are hard to find. Some are on
mail boxes far from the house. This practice
is esPecially bad on long private roads in north-
east Orono with several unmarked houses on the
same road. ^'here have been delayed erlergenc,�
responses because of the confusion this causes.
We have not had a concerted program to enforce
this ordinance on a house bv house basis. mhe
Building and Zoninc� and Police Denartrments have
had the inforrial practice of recomt-iending display
whenever we have the occasion to talk with the
owner of an unnumbered house. T�Ve have also

Dear Ms. Thurston:
I am enclosing copies of six "Needs Surveys for Unsewered Areas"
for various locations within the City of Orono. In most cases,
these areas were developed more than twenty years ago at a time
when general knowledge about septic systems, drainfield siting,
and soil suitabilities was minimal at best. Today, these
developments on small lots with steep slopes, clay soils, or
high water tables are coming back to haunt us with failing septic
systems posing health and pollution hazards in the shoreland areas
of Lake Minnetonka.
Orono' s basic philosophy is that further high-density development
would be detrimental to the Lake Minnetonka ecosystem. This type
of development normally occurs with the advent of municipal sewers.
Therefore, we intend to develop with septic systems on two and
five acre lots in the existing unsewered areas, with an active
permanent program of plan review, construction inspection, and
regular existing system inspection with mandatory maintenance.
This will necessarily include finding alternatives to septic systems
in a few existing developments where site conditions or lot sizes
make it essentially impossible to adequately treat sewage with on-
site methods. Once these existing problem areas are remedied, all
future development should continue in an orderly fashion without
the problem of "leap-frogging sewers" .
Our present priority list for remedying existing problems is :
1. Minnetonka Bluffs - Feasibility Study about to be called
(construction 1980?)
2. Shoreline Drive - Feasibility Study about to be called
(construction 1980?)
3. Crystal Bay Area - Proposed within three years of interceptor
completion - 1983?

The first four on the list are areas adjacent to existing sanitary
sewer or interceptor lines, and could be tied into these existing
lines at a somewhat reasonable cost. The Stubbs Bay areas would
- require some study to determine the most feasible system of
collection, treatment and disposal. •
The City of Orono would like these six areas considered for federal
funding and placement on your Municipal Needs List.

Dear Homeowner:
As you know this summer I have inspected septic systems in your
neighborhood. In many cases, the systems were found to be in
relatively poor condition due to age, lack of maintenance , poor
construction, or more often due to poor soil and water table conditions.
In fact, in a few cases the drainfields are barely functional, being
under water or in very impermeable clay soils . There are some lots
where no repairs or reconstruction will be possible. The only solution
for these may be holding tanks (pump out weekly or as needed) and
� timately extension of municipal sewer.
The area affected is from Scotch Pine Lane to Old Crystal Bay Road on ' '
the south side of North Shore Drive. I am enclosing a questionnaire , �
I hope you will return to me as soon as possible with your feelings �
regarding septic system problems and the idea of installing a sewer '
lateral to serve your home. At this point, we have not even considered �
a sewer project, and probably will not unless you as a citizen step �
forward and ask for one. �
I would be happy to set up a meeting with you and your neighbors to
discuss septic system problems and alternative solutions for your
area. If you have any questions or comments, please do not hesitate

Dear Dick,
We have reviewed the plans and agreement submitted by the Department of
Transportation on the control signal at Co. Rd. 6 and T.H. 12. The plan
calls for the realignment of County Road 6 to provide a right angle inter-
section.
The City's share of the project cost is 5% and is estimated at $901.00.
The City will also be required to provide power to the control and provide
relamping, cleaning and painting maintenance.
The resolution is enclosed and should be adopted by the City. We reco�end
that the plans and agreement be approved.

Water Plant.

are noia being stored in the Public �•�7orks
buildings in Crystal Bay because there is no
room for storage in the water plant, and items
such as oil for lift station pump motors,
distillates and other maintenance items cannot
be stored in the water plant hecause of being
health hazards.
The utility department is a three-man department
with three vehicles, two 3/4 ton pickup trucks
and one high pressure sewer line cleaninc�
rlachine. The two pickups carr�� all the
maintenance tools in the back of the vehicle
because of lack of storage elsewhere. ^'his
becomes dif�icult in the winter �vhen it snows
as the tools get covered �aith sno��, and wet
in the summer when it rains.
The high pressure sewer cleaning machine is
a bigger vehicle being rated as a two-ton
vehicle. The sewer cleaninq machine is a
very sophisticated machine with several �umns
and valves that riust be drained each time
after its use in cold weather to elirlinate
free2e up. mhe machine is presently beinc�
kept in cold storaqe in the Puhlic Taorks
buildings in Crystal Bay.
At the present time, if a lift station �urtp,
compressor, water meter, etc. , needed minor
repair, it is brought down to the Public
Works shop at Crvstal Bay.
If a garage is constructed at the water nlant,
it will increase the life of ec�uinment and
tools and eliminate several trips to the
Crystal Bay area and improve on the efficiency
of the department and save on fuel.
I have estimated the cost as follows:

At the present time, the park departrnent has (Continued)
a 1972 16 horsepower F�rd garden tractor
with a 50-inch Mower attachment.
We have replaced the engine once and overhauled •
the same engine once; we have replaced the
mower attachment once. We do not need a much
bigger tractor but one that is more of a heavy
duty type.
I am also anticipating purchasing at the same
time, an all weather, cab mower attachment,
snow blower and a �ower brooM.
The cab, snow blower and power broom are beinq
purchased mainly for maintaining skating rinks.

a letter of complaint from Psr. Ed�aard Cashin, 1305
Shoreline Drive, in regard to the interceptor
construction on Shoreline Drive.
Mr. Cashin indicated that there were possible
�vetland violations being committed by the
construction -� that wetlands were being filled
or disturbed.
On Se�tember 19 , 1979 , City Planner Alan Olson
and John Gerhardson made a physical insnection
of the construction area frorm Tlorth Shore Drive
east to the Orono boundary.
ti�e did find a large amount of excess earth and
trees on the shoulder of Shoreline Drive just
west of the Cashin residence. '?'his promnted
a letter to P4r. Craig Winters, 1355 Shoreline
Drive, Widrler Brothers Construction Company
to rernove all materials that would indicate a
possible violation to wetlands.
During the week of Septer.lber 2 4 , 19 7 9 , I r.lade
an inspection of the area and found that approxi-
mately 900 of the excess dirt had been removed
and all of the trees had been rer.►oved.
During the week of October 1, 1979 , I made
another inspection and observed the shoulder
repair in front of the Cashin residence was
being restored, the drive approach was being

inforriation sign erected at the intersection
of Highway 12 and i�latertown Road in Lonc� T ake.
The sign is placed so as to inf_orm west bound
traffic on Highway 12 how to get to the Orono
golf course. The sign is on Burlington Northern
property.
In Psay, 1979, the Piinnesota Department of "'rans-
portation notif_ied the City of Orono that the
City was in violation of Minnesota Statute 173. 13
subd, l. '?'hat statute states that no advertising
device may be erected or allowed to exist adjacent
to an_y primary or interstate highway unless a
valid permit for such device has been ohtained
fror,i the Coru�issioner of mransnortation. There-
fore, the City has made application to Burlington
Northern f�r leasing �ancl to nlace the sign.
On September 29 , 1979 , we received frorl IIurlinqton
Northern a lease agreement and the cost for leasing
the land for the sic�n.
As per the agreement, the first f?ve years would
cost the City $425 or S85 per year. The second
five years, $375 or $75 per year, and $375 for
each subsec�uent five-year �eriod.
The next step is to apply to the City of_ Long Lake
for a permit to have an advertising sign placed
in the City of Long Lake. Once a permit is
' obtained from Long Lake, application to the P4innesota
Department of mransportation must be com�leted and
a $5. 00 permit fee naid.
Therefore, it is my recommendation to lease the
• property from Burlington Northern Railroad for
the above mentioned price providing that a permit
can be granted to the City of Orono from the Citl�
of Long Lake for the placement of a 3'X6 ' information
sign for the Orono Golf Course.
