HomeMy WebLinkAbout10-02-1979 Council Minutes Special Meeting y � CITY OF ORONO Special Meeting of the Orono Council 7 : 30 P.M. October 2, 1979 The Orono Council met on the above date with the following members present: Mayor Van Nest, Councilmembers Butler, Hurr, Massengale, and Paurus. Also present: City Finance Director Kuehn. Butler moved, Massengale seconded, to appoint Councilmember Paurus as Orono' s representative to the Board of Directors of the Lake Minnetonka Conservation District. Motion, Ayes (5) - Nays (0) . Council directed staff to so inform the L.M.C.D. by letter as soon as possible. Council then discussed the proposed Budget for 1980, which included the following : Paurus moved, Hurr seconded, to continue the present Dutch Elm program except that any emergency cases are to be brought before Council on an individual basis for consideration - and further that the proposal to add 2/10 of a mill to the 1980 tax levy for the pick up of privately owned diseased Elm trees is not acceptable due to the unmeasurable costs, and therefore is denied. Motion, Ayes (5) - Nays (0) . Paurus moved, Butler seconded, to approve the 1980 Budget as presented, with the understanding that additional infor- mation will be presented to Council regarding the following: The Capital Outlay for the garage (line item #510) in the Water Fund and Sewer Fund; the Maintenance of Distribution System (line item #244) in the Water Fund; the Capital Outlay for the riding mower (line item #530) in the Park Department of the General Fund; and finally, the Donations to the West Hennepin Human Services Board and Suburban Community Services (line item $�491) in the Human Rights Department of the General Fund. Nlotion, Ayes (4) - Massengale Nay. Massengale stated that he voted nay because he found problems with the issues raised, as cited in the motion to approve the Budget, but was not opposed to the Budget as a whole. Butler moved, Massengale seconded, to adopt resolution #1077 authorizing $732,063 to be raised through the general property tax for support of the 1980 Budget. Said resolution does Page 2 include an amount to support the normal diseased tree program of the City, but does not include the additional 2/10 of a mill proposed earlier. Motion, Ayes (5) - Nays (0) . Council then complimented City Administrator Benson and staff for the time and effort put into the 1980 Budget. Butler opened discussion regarding the effects to the general health, safety, and welfare of the City regarding the problem of homes not having house numbers displayed on the home as well as on the mail box. After general discussion, Council directed staff to review the City Ordinances to see if there is an ordinance regarding house numbers , and if so, to present this information at the next regular meeting.
