Staff conducted a preliminary review based on the information provided and recommends the following items be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. Our engineer has reviewed the survey and has the following comments: a. The top and bottom of elevations must be shown on all retaining walls. Please have the surveyor show the elevations and submit two full-size copies for our review. b. There is a retaining wall that is proposed over 4'and a design has been submitted;however the design submitted is not signed by a license engineer. Please submit a signed set of plans. c. The new driveway is depicted connecting to the existing driveway within the undeveloped right-of- way(noted on the survey as the "service road").The property at 1140 Loma Linda Ave is also owned by G&G Holding Co. It is our understanding that the driveway within the"service road"is maintained by G&G Holding Co.as it functions as the driveway for that residence. A maintenance agreement for the maintenance and upkeep of that shared driveway within the"service road"should be developed. Once a document has been created and recorded against both properties,please provide the City with copies for our records. d. The drainage plan appears to direct sur-face and hardcover runoff East towards the shared driveway and then down the driveway to the North. The entrance shall be maintained during construction by top dressing or washing to prevent tracking or flow of sediments onto public streets, walks or alleys. Potential entrances that are not so protected shall be closed by fencing to prevent unprotected exit from the site. DURING CONSTRUCTION: When dirt stockpiles have been created, a double row of silt fence shall be placed to prevent escape of sediment laden runoff and if the piles or other disturbed areas are to remain in place for more than 14 days, they shall be seeded with Minnesota Department of Transportation Seed Mixture 22-111 at 100 lb/acre followed by covering with spray mulch. A dumpster shall be placed on the site for prompt disposal of construction debris. These dumpsters shall be serviced regularly to prevent overflowing and blowing onto adjacent properties. Disposal of solid wastes from the site shall in accordance with Minnesota Pollution Control Agency requirements. A separate container shall be placed for disposal of hazardous waste. Hazardous wastes shall be disposed of in accordance with MPCA requirements. Concrete truck washout shall be in the plastic lined ditch and dispose of washings as solid waste.
