The Orono Council met on the above date with the
following members present: Piayor Van PJest, Council-
r.1er.�bers Butler, Iiurr, and P.aurus. Councilr.lember
P4assengale absent. Also present: Cit�� Planner
Olson, City rngineer Cook, Public [��Torks Coordinator
Gerhardson, and Septic Inspector �af_fron.

is an old fashioned town rteetinq to talk about PROPO�ED SEWERS
rnutual problems and to learn the situation and
get facts and alternatives frorl staff to resolve
sewer problerls in the community.
The t4ayor explained the purpose of the Metropolitan
Council, which is composed of four s��steMs that
they are responsible for: r4etropolitan �irports,
i�setropolitan Parks System, Pietropolitan "'ransit,
and i4etropolitan Sewer S_ystems.
The Piayor stated that the interceptor now being
installed is to eliminate the Orono and Lonc� Lake
sewac�e pJ_ants allowing the effluent to flow
directiv to Blue Lake Plant on the Piinnesota River
and is heing paid for with tax dollars, f�e next
explained the Psetropolitan Urban �ervice Area,
(MUSA Line) . .
t4ayor Van idest introduced t4ike Gaf_.fron, Orono' s
Se�tic Inspector, stating that he is resPonsible
for overseeing on-site septic systems in the rural
service area.
Mr. i'Iike �affron presented a sumr_Zary concerning
existing conditions and explained theri in r.lore
detail. He exPlained which areas are nrobler_i
areas stating that the properties were nlatted ,
_years ago into small lots which also includec�
�aetlands, which also affects septic systems. Mr.
Gaffron explained the functioning of a septic
system and why septic systeris do not function
properly stating that types of soil also determines
the adequacy of the present syster,ls.

SEWAGE TREATMENT EVALUATION AND ALTERNATIVES
EXISTING CONDITIONS
Untreated septic tank effluent is presently flowing on the g�ound surface
at 9 of 22 existing residences in the Minnetonka Bluffs Area. In addition,
various other residences have drainfields in wetlands or marshy soils or
have wells near �heir own or a neighbor ' s drainfield. In the lakeshore
area, many existing drainfields are in or near the water table and have
a high potential for causing lake pollution.

tir. �lenn Cook, City Engineer, explained possib�e SEl�1EP. LINE ROUTE
routes of the se�-�er line to connect to the inter-
ce�tor for the Minnetonka Bluffs area. Z� would go
down Orono Orchard Road, then down I�anlon Avenue,
then down to the tracks, then west to the lift
station at County Road 15 and Orono Orchard
Road where it would connect to the system; d��an
Russell Avenue to �15 (difficult area) along
Dickenson Street to Barrett Avenue or down alley
between Dickenson Street and Barrett Avenue, #15
to Orono Lane on Orono Lane on the lakesic�e to
Terndale R�a�3. F�'est.
2ir. Cook stated that this is the most economical
route to serve most of the properties with one
collection point at �#15 and Orono Orchard Road.
It would serve 50 homes at approximately 57500
per unit, plus or riinus 20g.
Assessments were discussed.
Psayor Van Ilest: The Cit_y has to make a deterr.tination
if a health probleri exists then the Cit_y must make
a decision. The nroblems are the residents of
the area and the City is trying to help solve the
problem.
The tsayor asked how many people felt that a sewer
system is the most desirable ans�ver to solvinc�
the problem. Majority answered "Yes" .
P4ayor Van Nest: Do you want the Citv to nrenare
a feasibility stud_y? Majority answered "Yes" .
�'wo persons �ut of the group were against a City -
sewer system. The concensus was that rlost people
wanted a feasibility study.
P4ayor Van Nest recommended a feasibilitv report
ior the next Council r►eeting.
