Please note that the Revenue Sharing monies are anticipated
revenues that are used for the sole purnose of supporting
the entire budget. We never know when we might lose the
.funds, so we allocate the monies for nurx�oses that are
mainly capital outlav iterms or contractual services
that could be terminated if f_unding is ston�ed.
Proposed 1980 budget expenditures have been reduced
and will be reduced further before I suhriit an accurate
1930 budget �ro�osal at our �eptember 25, 1979 Council

Note the Revenue Sharing allocations of $36,857 total $469 more than the projected
amount of $36,388 available for use during 1980. However, the difference will quite
probably be made up from interest earned on invested revenue sharing monies.

COMMUNITY MANAGEriENT
PLAN
1979
PURPOSE �
The purpose of the Plan is to document the established goals, policies
and principles of the City of Orono as a guide for orderly and economic
private development and public improvement in the years ahead. Major
emphasis is on the needs and involvement of people. The Plan discusses
how people can manage their environment, how people have become involved
with municipal decisions, how people can create and continue the lifestyle
and community that we know as Orono.
The 1979 Plan is a revision and expansion of the 1974 Orono Comprehensive
Guide Plan. Major policy direction remains unchanged but content is
more detailed. Plan format has been revised to conform to requirements
of the 1977 Mandatory Land Planning Act and the current Twin Cities
Metropolitan Council ' s "Metropolitan Development Guide" . Plan content
is consistent with the Systems Statement issued to Orono by the
Metropolitan Council, and with the plans of adjoining municipalities
and affected school districts_ The Plan is intended to be a living
iocument to be used on a day to day basis .
SCOPE
The scope of this Plan is intended to include almost every factor that
influences investment or improvements in the City, whether by private
individuals or government involvement. Each section of the Plan stands
on its own merits yet is an integral part of the whole. For instance, �
Orono' s history and natural features are explored as factors explaining
and constraining contemporary decisions. The Land Use Management section
becomes the primary tool for formulation of zoriing regulations and
development proposals . Public facilities planning of transportation,
recreation and sewer services coordinates capital investment with land
management and regional system capacity. Through all runs a common
thread of environmental care and concern.
Relevance of the Plan is important as concepts must be current to be
fully understood or implemented. Annual reviews are to be conducted by
the Planning Commission and City Council to renew this understanding in
light of changing attitudes and events. The Plan is nominally intended
to be useful through 1990, the time framework of regional planning.
But careful reading will reveal that Orono ' s past history and current
goals have remained essentially the same. Therefore, the reader is
advised that for all intents and purposes, this Plan and its impact on
.ocal development is intended to be permanent.

OVERVIEW
Orono and surrounding towns have a rich, interwoven history dating back
to the post Civil War period. First to arrive were farmers who cleared
land and broke soil on hillsides bordering the Big Woods. They established
trading centers that would grow into the towns of Wayzata, Long Lake, �
and Maple Plain. Next came the city-folk, building cabins along the
shores of Lake Minnetonka. Their informal lakeside lifestyle was a
welcome retreat from City heat. �; 4
Together, these pioneers set a pattern that has lasted a hundred years.
Along the lake, Orono acquired an urban character of closely spaced homes
while areas away from the Lake have remained rural with generous amounts
of open space. Services for both areas continue to be provided in the
traditional town centers.
The people of Orono though of diverse interests have drawn together by
a slow-paced lifestyle and quiet amenities. Their common tie is a
commitment to maintain those attractions. Lake Minnetonka is the most
visible example.
In the 1950 ' s increasing urbanization all around Lake Minnetonka threatened
to environmentally "kill" the Lake by uncontrolled discharge of nutrients.
First, lake area municipalities beg�n extending sewer systems to eliminate
individual septic system discharges, but by 1968, lake water quality was
still diminishing. The Minnesota Pollution Control Agency, together with
the Lake Minnetonka Conservation District, commissioned a study of lake
pollution. Completed in 1971, the Harza Study found that this nutrient
input, particularly phosphorus, was being generated from two principal
sources: the seven municipal sewage treatment plants and urban storm
water runoff.
The first pollution source, sewage outflow, has been systematically
eliminated by multimillion dollar construction of sewer -interceptors
to remove effluent from' the watershed. But storm water run�ff is a
different matter. Unlike point-source sewage pollution, there is no
practical way to artificially collect or treat non-point source storm
water pollution. -
Lake Minnetonka is fed by neither spring nor tributary. �The sole
replenishment comes from storm water runoff from the watershed, of
which over 1/3 flows from or through Orono. Lake Minnetonka, second
on�y to Lake Michigan in this region, has an extremely long 25-year
flush-out period. This means that careful and continuous attention < <
must be given to the quality of runoff into the Lake. Thus, various
study recommendations that the natural system of wetlands and marshes
be forever protected and preserved as the only practical, economic
method of filtering nutrients from storm water r�noff.

The development paradox is that if municipal services are e�tended into
-ura1 zones, � the cost of these services taxes the land to the point that
development is encouraged. Particularly in the case of sewers, even if
extended to existing pockets of development "to solve a pollution problem" ,
inflation, topography and sparse settlement combine to send costs
skyrocketing. Such costs can be paid only by increasing development,
whiCh in turn causes density increases, loss of wetlands and increasing
levels of storm water nutrient pollution, statistically even greater �
��levels of pollution than the original sewage �'problem" might have been.
In response to the above concerns, Orono has become a nationally
recognized leader in espousing environmental protection. Land use planning
since the 1950 ' s has stressed the advantages of low density development.
Shorelands, wetlands and natural drainage systems have been preserved by
tradition and by ordinance. The first organized attempt at comprehensive
planning in 1974 established as its foremost guiding principle the
protection and preservation of Lake P�innetonka and its associated wetlands.
Hard decisions have been made to limit the extension of burdensome urban
services into rural areas. Enforcement of these policies as an inter-related
packa�e has been consistent and effective_ Through it all, the average
citizens have been soundly behind every such endeavor.
Today, Orono still faces the same option as other outlying communities .
Development pressures continue as speculators view our open spaces and
as urbanization lines are drawn. But situations and solutions are
changing. Metropolitan systems cannot be extended forever. Changing
Lifestyles and increasing energy awareness have begun to make their
presence shown as the center city becomes more attractive. Orono ' s
choice of environmental and rural lifestyle preservation is proving to
be right in step with regional planning for metropolitan needs.
This Plan is intended to explain in detail why Orono is unique, why
Orono must provide special environmental protections for the health
of Lake Minnetonka, and how Orono intends to provide for future land
use management through effective low key governmental concern for the
welfare of Orono citizens. -

The Christensens propose rerioving the existing

which states: Phillip Jansen
In 1976, Phillip Jansen applied for a variance to
remove an existing detached garage and construct
an addition to his house for an expanded kitchen
and an attached garage. The side setback was to
be 15' as originally approved. This was miscalculated
and returned with a revised reRuest to have a 13 '
side setback which was also approved. The garage
has been removed and the kitchen addition has been
built but the attached garage was not started.
In this current rene�aal application, he is requesting
an additional change to 11. 9 ' setback for the construct-
ion of a 24 ' X 24 ' garage.

The Yorks proposed an addition to the south anci
lakeside of their home. `?'he addition consists of
a 6 ' X 28' expansi�n of the present structure, a
15' X 15' glazed porch and a 15 ' X 22 ' deck along
the front of the house.
In the hardcover calculations, the gravel parking
area, cement side�valk, structures and a glazed
porch were included. The Planninc7 Cor.unission aqrees
that a wooden deck with spaces allotted is not
considered hardcover.

As you may be aware, Orono ' s present policy is to limit� the extension of
municipal sanitary sewer laterals only to those areas where existing
individual on-site sewage treatment facilities are failing to provide an
adequate level of treatment. This failure may be due to a combination of
factors, such as tight clay soils; severe slopes, high water tables, small
lot sizes, and inadequately sized or -constructed septic systems.
Your neighborhood is one such area where the City staff has determined
a sewage treatment and disposal problem exists . In the Minnetonka Bluff s
area, nearly SO$ of the septic systems were found to be discharging untreate�
septic tank effluent to the ground surface or directly into surface waters .
.long West Ferndale Road, Shoreline Drive, and Orono Lane, the majority of
systems have drainfields below or near water table levels, a situation which
often leads to winter freeze-ups, sewage backing up, and is a pollution
hazard. The City staff has proposed that municipal sanitary sewer laterals
be extended to serve the existing residences and buildings designated on the
attached map.
A Public Information Meeting will be held on Monday, September 17, 1979 ,
at 7: 30 P.M. in the Orono Council Chambers, 1275 Brown Road South, to
present and discuss the various alternatives for solving yaur sewage
treatment problems. The public is invited to attend. Your comments and
questions are solicited, and your input is vital and necessary to ensure
that an acceptable solution is eventually reached.
The City Council, after the September 17, 1979 information meeting, will
review all pertinent data and input from the public. The City Council
wil� then decide if the project is feasible and order a public hearing
to review engineering data as to the total feasibility of the project.

attendance at the meetings would be appreciated.

not been available on the project when weather
permitted him to work. City Administrator Dick

Thursday, September 13, 1979, to review the project
and receive from hir.m a commitment on finalizing the
project.

caused by the inability of the I�etropolitan T=7aste
Control Commission, Hennepin Countv, and the contractor
to coordinate their efforts anci accorimodate the public
in meeting their original schedule of completion.

2. Orono should include a project to service the Hackberry Hills
area. _
It appears that the Alternative I4aste Management Study does not
include dense areas in Orono that could be classified as future
problem areas. �ae have been inforr.ied that assistance is not
available to us in Orono, but the Medina-Piorningside are� does
qualify.
In reviewing condition #2, we request your support in finalizing
the proposed sewer construction to the �Sedina-Morningside area
which will also satisfy the Hackberry Hi.11s problem.
