Dick Benson, City Adninistrator, presented the R.ADAP, PURCHASE* City Council with a r_lemo from P�elvin Kilbo, Chief of Police, dated June 15, 1979, which states: In February of 1979, I applied for a State grant for a radar speed r►easuring device. I asked funds for a Kustora KR-10, a hand-held moving radar. Two weeks agq I received confirmation of our grant_ ihe conditions of the grant require the City to purchase the ICustom I:R-10 at a cost of $579 and subr.iit proof of purchase sometir.te in late July so that paper can be processed before September l, 1979. The City of Orono would be reimbursed up to 50� of $579, the purchase price. This item is not a budgeted capital outlav for 1979, however, I have r.lonies available in line . iten 530. I suggest the departr:ient take advantage of this grant now as this grant expires Septer.lber 1, 1979 and it is dQubtful if it ��ill be renewed for 1980. This request was taken to the Joint Police Advisorv Cor.u:littee meeting on June 6, 1979, as required � urider contract. IIoth r4ayors present gave permission to proceed with the purchase. Dick Benson, City Administrator, �resented the 1979 SHADE TREE City Council with a merio from John Gerhardson, DISPOSAL PLAN* Public �dorks Coordinator, dated June 20, 1979 , whicli states: Recently, the City of Orono received fror.lFIennepin County the 1979 Shade Tree Disposal rianagenent Plan. I have reviewed the plan and agree with w?�at they are saying and that is, that the disposal probler.► is still very nuch with us and will be for sorle tirie. It �eer,►s that several alternatives to burninc� the eln wood have been thoroughly researched but with no success as the plan indicates. �he rnanagement plan indicates that the private sector has no interest in processing the wood because there is not enough rioney to be made. ihe biggest problem that is expected, is that the PCA has indicated that in order to accor.tplish air quality standards for the State of 14innesota there will be no burning in two years. The effect that this plan will have on the City of Orono is that we are now limited sormewhat in the total tons of elr:t �aood that can be disposed of at Nlaple Grove. Depending on the time of day that we rer:iove trees will have an effect on whether � or not we will be able to get in at *saple Grove, (100 loads per day maximur,l) ; therefore, we r►ay have to either leave the trucks loaded unt,il the next day or stock pile them until we will be able to dump them at 2iaple Grove. I ar.l checking on an alternative disposal site. It seems that no one at this time has a good answer as to the final out-corie for disposal. It is just a wait and see situation. Dick Benson, City Administrator, presented the City SAC REFUND* Council with a r.�emo from Alan Olson, City Planner, 3580 Plorth Shore DrivE concerning a �AC refund, dated June 21, 1979, which states: The I�oward t•7hite, hou�e, 3580 Piorth S:�ore_ '�rive, is a small cabin which was supposed to be connected to the 63-1 sewer project in the 1960 ' s. There was no connection perriit on file. Connection notices were sent several tines over the years. The building has changed hands several times in recent years ,the last two or three owners ���ere under the impression that there was no connection. After receipt of the current connection notices, the �9hites did pay the SAC and hire a contractor who obtained a connection perriit. T�Then work began on the property, septic tanks were uncovered. Tracing this line, the contractor discovered a sewer connection had been made in the past. Staff recor.unends approval of the ��Thite' s request for a $425 SAC refund as this charge is required only for "new" connections. Staf� recommends aq�inst refund of the $20. 50 perr.►it fee as said permit No. 5562 is the only perr;lit ever issued for this address, work was done on the property, and staff tir_1e was expended for office �•�ork and inspections. Staff recomr►ends against the $240 claim for contractor' s expenses. Staff routinely dye tests property when the owners believe a connection to be existing. This was not the - case. The City (and the owners) were unaware of the previous connection_ '�'he current owners would not have had this expense if previous o�aners had obtained proper connection perriits. Two different parties were advised by the City in 1976 to perforr► the connection. This should have been done, or verified, before the �dhites purchased the property. �'hese notices were and are of public record and would have been rlade available to the 4�hites had they checked before tlie purchase.
