2. Report plan layout of desirable sanitary sewer collection system
with cost estimates.

5. Report plan layout of a combination of systems with cost estimates.

record this memo regardinc� the road status for Tonkaview Lane

1979 , which states: Steven Valek
`1'his subdivision has eight units , seven of which
will have access off the proposed road. The dead-
end road is about 1100 feet long with nrovision
for future extension north and continuation
through other pro�erties.
The draft recommendation for road classification
provides that with four or fewer units, a dead-end
road would always be private, and with 13 or more '
units, a through-public road would always be
required. Acceptable cul-de-sacs with up to 12
units could be up to 1000 feet lonc� for public
and 2000 feet long for private roads . These
lengtlis are somewhat arbitrary but they do reflect
maintenance time and costs per benefiting ProPerty.
On this basis , the Valek road would be a private
cul-de-sac. I3owever, if the road is ever continued
through, then it should become a public street.

Because the classification criteria are suhjective,
there is iaom for a policy decis�on on this projec't,
but staff does recoru-�end that the road be built
as a private road with the City taking over
maintenance resposibility when it is continued
through to other properties. If the Council
should decide to have the road dedicated on the
plat, then a public acceptance should c��ait
for at least 75o build-out to keep construction
related maintenance the developer' s responsibility.

SUBJECT: Concerns o�= Orono Relative to - �
Bridge Closures In Lake Area in 1979
The City of Orono has expressed several concerns stemming from the upcon�ing
bridge closures on the county high��ray system within that community this
construction season. The bridges to be closed and dates of closure are as
follows:
- CSAH 15, Tanager Lake Bridge will be closed from April 4 until
mid-sun��ner. The detour route will be CSAH 51, CSAH 146, and TH 12. •
- CSAH 19, Coffee Bridge will be clos2d from April 16 until approximately
July 15. The �etour route �vill be via CSAH 51 and CSAN 15.
- CSAH 51, Noerenberg Bridge will be closed from approximately July 15
until approximately Septe,-nber 15. The detour route �aill be via CSAH 15
and CSAH 19.
The Coffee and Noerenberg bridges cannot be ciosed at the same t�me.
Tanager Lake bridge closure has spurred the concerns of Oi�ono and Long Lake
as to potential traffic preblems on CSAH 146, particularly at Fox Street, and
on TH 12 at the intersection of CSAH 146. A four-tivay stop has been requested
by neighborhood petition at the former intersection. Signal r�odificaiio�s in �
the form of a left turn pnase for westbound TH 12 traffic at CSAH 146 has be2n
suggested by Long Lake officials (Mayor Gallagher and Councilman Todd Heglund).
- The following actions have been or will be taken in response to these concerns:
1) The entire detour route will be closely monitored following the closure
of CSAH 15 with appropriate response to problem locations. Particular
. -atte�tion will be concentrated on the two subject intersections.
, 2) D1n/DOT is being requested to increase the green time on TH 12 at CSAH 146
to help provide for the westbound traffic surge and increased westbound
to southbound left turn. Also requested is the early striping of TH 12,
I ' hopefully nrior to the detour.
� 3) Studies and observations by both Mn/DOT and the county will be scheduled
after the detour goes into effect. This will determine the extent of any
necessary improvements such as a left turn phase at the signal .
Emergency protection and community circulation are the major concerns of Orono
in conjunction with the Coffee and Noerenberg bridge closures. On h1arch 28
i I met with Orono Police Chief Kilbo and the fire chiefs of Mound, 6�ayzata,
Long Lake and �1aple Plain (Orono contracts all fire protection within their
city to those four agencies). By using alternate routes and reassigning
coverage districts all sections of the city will have adequate rire protection.
The fire chiefs expressed some cc�ncern but they felt the problem vras certainly
not insurmountable. The chiefs t��ere very cooperative in this reassignment.
In fact, they indicated that the reassignments and rerouting plan will go into
effect as soon as possible, not necessari�ly 4�aiting until April 16 when the
Coffee bridge is closed. A representative of the North hlemorial Ambulance
Service also attended the meeting.

Cor�u:lissioner Robb stated that bids had been let NOERETdBERG & COFFEE
and that it was too late to stop construction BRIDGES
as a large amount of money would be lost. (Continued)
Councilmember Paurus stated that nobody is objecting
to the fact that the bridges need improve:lents but
that public safety and emergencies were of r�ajor
concern.
Response time in getting emergency vehicles to
the scene was discussed. Chief of Police I:ilbo
i.nforr.�ed the City Council of a rneeting he had had
with contracting fire chiefs which included all
other eraergency problems . All agreed that they
would cooperate but they did not know what the
difierence in response time would be.
Traffic that would be crowding certain streets
was another problem discussed. It was determined
that the County should be made a�ea�e of a serious
traffic problern and be requested to help solve it.

Dick Benson, City Adninistrator, to write a letter
to the County stating Orono' s concerns of the
above issues and to request the County ' s help

inspection services, dated i�arch 26, 1979 , which
states :
A. CIiY OF P4EDIi1A - PZedina has notified Orono that
they have hired their own building inspector
effective April l, 1979. By the end of April,
our work in l�edina will have been conpleted
and our contract will have been terninated.
B. CITY OF P�iINI1�iONKA BEACH - After reviewing the
work load and percentac?e of time spent on
various tasks as compared to the amount of
contract income received, I have determined
that our r.lethod of billing for costs should
be revised from a flat rate per inspection
to an hourly cost. Consequently, I art recom-
nending that our inspections contract with
22innetonka Beach be ar_tended to change the
inspection fee from $25 per call to $16. 50
per hour. [�7e would continue to charge the $25
per month retainer to the City and the norrlal
plan review fee to the builder. I feel that
this change will be easy to administer, �vill
accurately cover our costs and �aill better
�eflect our time involvement. I4innetonka
Beach has been advised of this sugc�ested
change and they concur.

I informed Jim that by no stretch of the imagination
c•�ould the City approve of a five-acre parking lot
in a rural area. I advised hira to reconsider his
request �vith the option of a one-tc-two acre naximun
area to include natural buffer zones with an approved
landscape design. I also recoru�ended to hir.1 that
this parking lot be located contiguous to the trail
and not a r�ile away with a connecting trail to the
present DidR nulti-use trail, as he originally
outlined to me.
Council Ileeting - APril 3, 1979
2�r. Glenn Cook, City Engineer, discussed the
parking lot for the Luce Line Trail for the DPdR
at the ring route site. He stated that i4r. Jir►
I31oer1endahl of the DNR had basically selected
two possible locations for the lot. One is south
of the Luce Line Trail at the Ski Tonka property
and the other at the Schmidt property. He stated
that the State will pay for the land except the
4. 6 acres to be replaced by Orono.
I�r. Glenn Cook, City Engineer, stated that a permit RING ROUTE -
regarding the ring route construction was sent to
the IZinnehaha Creek PJatershed District and that no
problems are anticipated.

Mr. Tom Berg, an attorney representing a Mr. �:eller,
owner of land contiguous to 1�4edina-i4orningside in
Aledina, has contacted rne, which we have followed up
with a meeting to review the proposed 2�edina-Orono
se�aer project.
i�4r. Berg is requesting from us pernission to allow
P�Ir. Keller to connect to the proposed sewer pipe.
P�1r. Keller owns 16 acres of land, which would
contribute 32 units to the project.
I informed Mr. Berg that, at this time, the decision
has been made to connect the 2�edina-i4oY-ningside area
only; that Orono has equity in the pipe downstream,
which was constructed in 1967 and that all other
available units were committed to us, realizing the
hydraulic capacity of the pi�e and considering units
Long Lake would eventually develop. '?'he decision
had been made based upon these facts and the sub-
sequent meetings with i�iedina to proceed with an
agreerlent. I requested P�4r. Berg to approach the
Medina Council and they should approach us on that
• basis.
Mr. Berg feels he would want to plead his case to
us and he will be contacting individual r_ier.lbers.

P�r. Keller' s subdivision in Medina-I�orningside. They
are requesting 31 sewer units for their development
from Orono' s share when the Medina-Orono sewer line

Orono' s position is that Orono cannot take away
31 sewer units to c�ive to a developr:lent in another
City when Orono has many acres of undeveloped land
and requests for the sewer units in the same vicinitv.
Orono intends to use the units for er:lergency service�
only and not for further developr,lents as the capacity
is not large.. enough to handle additional developr.lents.
It was decided to hold a joint neeting with the i7edina
Council to be tentatively set for ^hursday, April 5 , 1979.

repairs and labor.
The increase for repairs only ariounts to $8, 716 . 75.
Because of the condition of Well #l, we are i�lost
fortunate to have inspected it noca rather than to
have waited until next winter. There is no question
that we would have had a r:lajor breakdown this summer
during our peak use.
tJe are replacing the shaft with stainless steel
rather than carbon steel in order to receive a
longer life frorn the well.
