The Orono Council r.iet on the above date with
the following menbers present: PZayor Van Nest,
Councilmembers Butler, P�iassengale, Paurus , and
Pesek. Also present: Planning Cortmission
merlbers Hurr, McDonald, and �ailson; Alan Olson,
City Planner, Jean P�abusth, Assistant Building &
Zoning Adr►inistrator, and Deputy Clerk Strom.
Absent: City Adrlinistrator Benson.

This work session had been called at the previous
Council neeting to allow George Johnson more time
to continue his �resentation for a rlarina at the
Stubbs Bay PZarina area.
Mr. Johnson restated his request ior a low-key
fariily orientated facility with a r.laxirtum of
66 rental slips and a stor_age huildine� ?_6 ' X 40 ' X 12 ' .
There would be no boat rentals, no food nor liquor,
no gasoline sales, and no forklifts nor large movinq
e�uipr±�ent, just the selling of limited boating supplies.
The docks woulc� be limited to 26 ' boats with winter
storage on land for renter' s boats.
Discussion was held concerning rezoning, septic system
problems in the area, the desirability of another
narina at the site, the costs , risks, and problerts
involved.

Gabriel Jabbour, 780 Tonkawa Road, stated that he S^'UBBS BAY MARINA
would prefer rezoninc� but if not, likes D4r. Johnson' s (Continued)
idea for a marina.
Jo�llen Hurr, 930 Partenwood Road, stated that she
thought that George Johnson was not taking a
financial risk with a new rlarina but that the Cit_y
would be taking the risk because it might be the
sarle as other marinas on Maxwell Bav that are not
run very well.
Gloria McDonald, 3445 Crystal Bay Road, stated that
the City Council had increased slips for the forr.ler
marina.
Glen Tlelson, 500 Tonkawa Road, stated that he has
lived there for sor.le tir.le when there were on11� 20
slips; now there is r.lore traffic generated by r:iore
slips. I3e does not like spot zoning and another
marina should not be allowed.
George Johnson stated that the risk is his but that
it can be done or the area will get worse. He
would have it under control and manage it properly
and have it neatly landscaped.
Robert Larson, 724 Tonkawa Road, stated that he has
lived on Stubbs Bay for many years. He would rather
have the area declared a "quiet bay" to reduce the
amount of traffic. He stated that they have had to
give up water skiing on Saturdays and Sundays due
to the density of boats.
Unidentified wor:lan from Tonka Aveune asked P�r. Johnson
what the back side of the marina would loo}: like.
P�ir. Johnson stated that it would be planted with
trees. She stated that she would like the area to
reraain as it is or be rezoned residential because
a rnarina would spoil her view of the lake. She
said that her house was high on a hill anc3 overlooked
the area,anything there would interrupt her vie�a
of the lake.
Councilr►ember P�assengale stated that the only way
to protect a view is to buy the intervenin_q
property.
At 9 : 00 P.PZ. , the predetermined time to close the
meeting, Mayor Van Nest informed I�1r. Johnson to
make application to the City stating �,ahat it is
that he is requesting, what type of marina, who is
going to operate it, and haw he intends to meet all
the reguirements of the marina licensing code.
