As of June 8, 1992 the Orono City Council awarded bids for a sanitary sewer system for the Stubbs Bay area which includes Robyn Stewart's home at 370 Leaf Street. Since the anticipated completion of the sewer trunk line is expected by late 1992 and the existing septic system is not discharging to the surface at this time, the City has decided that the installation of a temporary septic system will not be required if the following two conditions are met: l. Septic tanks must be pumped out as often as necessary to prevent surface discharge from the existing drainfield. During a site inspection approximately three weeks ago, the system was inspected and was not surfacing at that time. Ms. Stewart should anticipate between three and six septic pumpouts between now and 1993 in case the system discharges to the surface. 2. A permit for the connection to City sewer must be issued within 30 days of availability contingent upon favorable conditions. Due to the non-conforming nature of this septic system and its high potential for discharge to the surface, hookup to the City sewer will be required within 30 days. Gaffron, Asst Planning & Zoning Administrator Date: June 20 , 1991 � Subject: Leaf Street Septic Problems - Update I Council Members may have received a phone call from Henry Furchner of 360 Leaf Street complaining about his neighbors' septic systems. The purpose of this memo is to br.iefly review for Council what prob3ems exist and how staff is handling them. \, The properties in question are bein� ccnsidern3 for �nclusion �n the Stubbs Bay Sewer Project. Since mid-May, Mr. Furchner, 360 Leaf Street, has been complaining about discharges from the septic systems from the Hillman property at 400 Leaf Street, directly south of Furchner, and from the Stewart property at 370 Leaf Street, directly east of Furchner. The Septic System Inspector, Steve Weckman, had inspected these systems in early May, and f ound that 370 Leaf Street was failing, but found no discharge from 400 Leaf Street. Pursuant to Mr. Furchner's complaints, Weckman re-inspected both systems. The following findings to date: 370 Leaf Street - �The system has been pumped out at least once in May, and due to ground conditions and non-sealed tanks probably will remain full of sewage and ground water until substantially drier WE3�:':�r c�nditions �xist. The system apparantly has two septic tanks and a minimum drainfield which varies from being saturated at best, to constantly discharging at worst. Probable blockage in lines between the tanks and the drainfield al low for intermittent " discharge f rom the tanks and inspection risers also. Because Furchner's house is downslope, he claims that whenever there is a hard rain, raw sewage runs downhill towards his property. Staff has not witnessed this occurance, however, there is no question that run-off from 370 Leaf Street is toward Fnrchner's property, so there is a reasonable likelihood that some diluted form of septic effluent may reach Furchner's property. Staff has continued to monitor this system and has ordered the property owner to pump the tanks as often as necessary to eliminate future discharges. Aowever, the property owr.�r is apparentl y in a financial position such that regular pumping is a f inancial burden, with an $8,000-10,000 repair job perhaps out of the question. with the potential for municipal sewer in the area, it makes little sense to require a mound system. However, unti 1 the existing tanks are replaced with sealed holding tanks, at an up front cost of $1, 500-2, 000, we can expect continued intermittent problems with this system. During a routine septic inspection early this spring, the septic system at Ms. Stewart's residence was noted to be failing due to very high liquid levels in the septic tanks and surface discharge of eff luent over the drainfield. The septic system for t�is property needs to be completely replaced, however, at this time City sewer has been proposed for the north side of Stubbs Bay which includes Ms. Stewart's property. Therefore, as an interim solution, we are suggesting that a 1500 gallon holding tank and a minimal drainfield be installed until the fate of the sewer project is determined later this year. If the sewer proposal is accepted, the property could be hooked up by 1993, but if the sewer project is rejected, the tank could be used as part of a septic system � that meets both City and State standards. Since the system was observed to be failing early this spring, several complaints have been made by neighbors concerned that contaminants are being transported into their yards near wells. At this time no direct surface discharge has been observed leaving the property, however, the tanks have been pumped out twice to reduce the surface discharge. Continuing high rainfalls increase the risk of further discharges and possible health and environmental impact. The septic system needs immediate repair and the owner has expressed that she is unable to make the necessary repairs at this time. Any assistance that could be provided to remedy this problem would be greatly appreciated. July 29, 1991 Jim Graham Office of Planning & Development 822 South 3rd Street Suite #310 Minneapolis, MN 55415 RE: Robyn Stewart, 370 Leaf Street Dear Mr. Graham: Thank you for your prompt attention regarding the Stewart situation. I appreciate the chance to respond to the issues which you raised. We would expect the installed cost of a 1500 gallon storage tank to be in the range of $1200-$1500, with a minimal drainfield adding perhaps $500-$1000. With the minimal drainfield, tank pump-outs would likely only be needed once or twice a year at a typical cost of $100 per pump-out. Without the drainfield, pump-out costs could easily exceed $2500 per year depending on the actual household waste load. Once a decision on the sewer is reached, if the project goes ahead, a 1 1 residents served with sewer wi 11 be required to connect to it within 16 months of the time it is available, and abandon their septic systems even if they are operating effectively. This is a City ordinance. If the sewer project does not proceed, at such time that Ms. Stewart's septic system is found to be failing, the permanent solution would involve the following: A. Soil testing and system design work wi11 be needed before a repair permit could be issued. Estimated cost: $500.00. B. Based on our preliminary investigation, this site would require a sewage treatment mouncl system due to high seasonal water tables. Using the 1500 gallon storage tank as a septic tank, Orono Code would require an additional septic tank and a pump tank, with dosing pump and high water alarm. These tanks and the mound system to serve this 3-4 bedroom home would cost the range of $7500 , in addition to the initial storage tank and soil testing costs. 'TEI.EPHONE-473-7357� FAX-473-0510 Jim Graham July 29, 1991 Page 2 � . _ It is our opinion that it would be appropriate to initially give Ms. Stewart a loan for the recommended septic system work and any other necessary home repairs. A second loan might then be appropriate if necessary to help with the costs of the hook-up if sewer becomes available, or for the additional septic work if the City sewer project does not become a reality. There probably are other homeowners in the neighborhood in a situation simi lar to that of Ms. Stewart, i.e. fai ling septic system with minimal funds available to do interim repairs. These are, however, across an area one-quarter mile wide and one mile long, and there is no reasonable way to install a centralized ho lding tank, for instance. Also, in our past discussions with septic contractors, there would be little if any savings gained by coordinating say half a dozen similar interim holding tank installations. Each installation is approximately a half day job, and each takes about the same materials and effort to accomplish. Equipment set-up and travel time would not be significantly decreased by doing a number of pro�ects consecutively in this neighborhood. The only other potential cost saving might be if the City were to contract with a pumper for multiple pump-outs at a reduced rate. However, Orono has always taken the position that the City should avoid being responsible for maintenance of individual systems, and again the pumpers fixed costs cannot be decreased appreciably by pumping multiple tanks, since most pump trucks have a 1500 gallon capacity and would need to make a separate trip to the dump site for each tank pumped out.
