i Public Hearing of the Orono Council, 7: 00 P.M.
January 11, 1977
� The Orono Council met on the above date with
� the following members present: Mayor Van Nest,
Councilmer.►bers Butler and Massengale. Absent:
� Councilmembers Paurus and Welsh. Also present:
+ City Administrator Benson, John Gerhardson, Public
Works Supervisor, Fern Kubalsky, Chairwoman of the
S Bike/Hike Trails Committee, and Otto Christensen,
Bike/Iiike Trails Member.

Mayor Van Nest announced that this was the time PUBLIC HEARING
� and place for the Public Hearing concerning Block Grant
Title I of the Housing and Community Development
� Act of 1974 Block Grant Project Determination.
• City Administrator Benson presented the Public
Hearing Notice, the Affidavit of Publication,
! and the Certificate of Mailing to all Orono
Commission members.

Mayor Van Nest announced that a list of eligible
� activities was to be considered by the persons
present for input to determine the use of the
; funds Orono will receive for the Block Grant
� Program.
� Dick Benson, City Administrator, stated that it
appeared that $38,984. 00 would be available for
� the 1977 Community Block Grant Prograrl.
r Fern Kubalsky, Bike/Hike Trails Committee Chair-
woman,and Otto Christensen explained the proposed
� West Hennepin Joint Trails performance schedule:
� West Suburban Joint Trails Commission,
� December 9 , 1976, Spring Park City Hall, 7: 30 P.M.
� P�Ier.tbers present were Frances Fagner, Minnetrista;
Don Dill, Spring Park; Phyllis Pope and Pat Boyle,
� Chanhassen; John Breckheimer, Shorewood, and
Otto Christensen, Orono.

+ Frances Fagner chaired the meeting in Chairman
Larson' s absence. She handed out an estimate
� developed by Larson showing the proposed cost for
each community in the West Suburban Joint Trails
� Commission. Fifteen communities are involved in
this estimate for $70,000, including 564 miles
� of proposed and 60 miles of existing trails. The
� population base totaled 85 , 377 people. A copy of
this estimate is attached.

� The formula used to develop this distribution is
as follows:
! Population of Community X 30%
� Aggregate population of study area
� Area of Community X 30%
� Aggregate area of study area
� Number of miles of trail in Community X 40%
Aggregate miles of trail of study area

The working estimate included a population of
� 85,377, 116. 9 square miles, and 564 miles of
trail as aggregate figures. Using this approach,
+ the cost to several communities was worked out.
� For instance, Greenwood's cost using this method
� would be:

� New Trail Miles 25 X . 40 X $70,000 - 120. 91

+ Trails already in place and operating would be
divided by four (4) . This would take into account
f that far less planning is required for existing
trails. They must be included in overall planning
i� considerations , however.
• Members present agreed to take this estimate back
« to their respective communities. Orono may make
their share part of a community block grant request
+ from H.U.D.
� Shorewood is just getting started in their park
planning process and are currently holding public
� review meetings about their park system. Chanhassen
and Minnetrista tend to be rich in physical
, resources but population is so spread out that
� it is difficult to organize for concerted action.
� Meeting adjourned at 9 :00 P.M.
� Mrs. Kubalsky recommended that the proposed $7, 000.00
for a bike/hike trail survey which is Orono's share
� of the total $70,000 proposed be approved as part
� of the C.B.G.P.

� Councilman Walter Massengale recommended that when
the fifteen communities meet to reach an agreement
� on forming a joint powers or other agreement to
` solidify the communities, that Orono would be
favorable to being the lead agency in administering
� the program ratl�er than joining a joint powers
agreement.

Mayor Van Nest proposed that the 1977 C.B.G.P. consist
• of $7,000. 00 for a trail study and $31,984.00 for
on-site sewage disposal inspection regulations
� program.
� The Public Hearing was closed at 8: 10 P.M.
